HomeMy WebLinkAboutStaff Report 3.C 03/07/2016DATE: TO: FROM: SUBJECT: Agenda Item #3.0 March 7, 2016 Honorable Mayor and Members of the City Chu i through City Manager Dianne Dinsmore, Human Resources Director r` Resolution Adopting Specialty Comparable Agencies for the Petaluma Professional and Mid -Managers Association Representing Employees of Unit 4 (Professional), Unit 9 (Mid -Managers), and Unit 11 (Confidential) Pursuant to the Terms of the Memoranda of Understanding of July 1, 2014 through June 30, 2016 Between the City of Petaluma and the Petaluma Professional and Mid -Managers Association RECOMMENDATION It is recommended that the City Council adopt the attached Resolution adopting specialty comparable agencies for the Petaluma Professional and Mid -Managers Association representing employees of Unit 4 (Professional), Unit 9 (Mid -Managers), and Unit 11 (Confidential) pursuant to the terms of the Memoranda of Understanding of July 1, 2014 through June 30, 2016 between the City of Petaluma and the Petaluma Professional and Mid -Managers Association. BACKGROUND The City of Petaluma and the Petaluma Professional and Mid -Managers Association (PPMMA) representing employees of Unit 4 (Professional), Unit 9 (Mid -Managers), and Unit 11 (Confidential) ratified an agreement for the period July 1, 2014 through June 30, 2016, which provides for the establishment of an ad hoc group to develop a list of comparator agencies for adoption by the City Council. On November 2, 2016, the Council adopted ten general comparator agencies. In the Council report associated with that action, the Council was advised that unique job specifications, such as those in transit, airport and some positions within the water/wastewater utility would require additional comparators if the parties were unable to identify a minimum of five matches using the adopted general comparator agencies. The Parties have reached agreement on the following comparator agencies for these specialty areas. The proposed specialty comparators are presented here for the Council's approval. DISCUSSION The current Memoranda of Understanding negotiated with the Petaluma Professional and Mid - Managers Association provides for the adoption of comparator agencies and completion of a compensation study, as excerpted below. Comparator Agencies The City and the Association shall establish an ad hoc work, group within 30 days following ratification of this agreement by the City Council. This group will develop a proposed list of 8-10 comparator agencies for positions represented by PPMMA to present to the Council for adoption. If the parties identify any PPMMA-represented classifications that are highly unique and not utilized by the 8-10 comparator agencies agreed upon, the parties shall identify alternate comparators for those positions only. The parties agree that the establishment of comparator agencies in no way obligates the City to a pre -determined level of pay. Rather the City and the Association agree that review of compensation and benefits packages of comparator agencies is a valuable exercise when developing salary and benefits recommendations for Petaluma employees. Compensation Study Following establishment of comparator agencies, the parties shall form an ad hoc committee and jointly conduct a compensation study and update the classification specifications of the classifications represented by PPMMA. The compensation study will be completed prior to commencement of negotiations for a successor MOLT to this agreement. The parties agree that the completion of the study in no way obligates the City to a pre-deterrnined level of pay. Rather the City and the Association agree that review of compensation and benefits packages of comparator agencies is a valuable exercise when developing salary and benefits recommendations for Petaluma employees. On November 2, 2015, the Council approved the following ten comparator agencies: Fairfield Vacaville Napa Vallejo Novato Walnut Creek San Rafael Marin County Santa Rosa Sonoma County No specialty comparators are required for classifications in Water Operations, which includes water distribution and sewer lines, as matches have been identified in five general agencies: City of Fairfield, City of Napa, City of Santa Rosa, City of Vacaville, and City of Vallejo. Wastewater, Transit and Airport require different comparators since not all jurisdictions provide these services. When selecting specialty comparators, the parties attempted, and largely succeeded, to identify agencies in the same geographic area as the general comparators. In addition, the parties evaluated the structure, functions, services and complexity of numerous agencies to identify those that most closely aligned with City of Petaluma. The following specialty comparators are recommended for your approval: Wastewater 1. City of Santa Rosa 2. City of Vacaville 3. Sonoma County Water Agency 4. Central Marin Sanitation Agency 5. Vallejo Sanitation District 2 Transit 1. City of Fairfield 2. City of Vacaville 3. Marin Transit 4. Sonoma County Transit Note: Although City of Santa Rosa has a transit system, its structure is significantly different and therefore is not included as a recommended comparator. Airport 1. Ukiah 2. Marin County 3. Napa County 4. Solan County 5. Yuba County 6. Watsonville Provided the Council adopts these specialty comparator agencies for PPMMA, the City and PPMMA will commence work on the joint compensation study. FINANCIAL IMPACTS There is no change to the cost of the July 1, 2014 through June 30, 2016 agreement between the Parties. ATTACHMENTS 1. Resolution 2. Proposed Comparator Agencies 3 ATTACHMENT 1 RESOLUTION ADOPTING SPECIALTY COMPARABLE AGENCIES FOR THE PETALUMA PROFESSIONAL AND MID -MANAGERS ASSOCIATION REPRESENTING EMPLOYEES OF UNIT 4 (PROFESSIONAL), UNIT 9 (MID - MANAGERS), AND UNIT 11 (CONFIDENTIAL) PURSUANT TO THE TERMS OF THE MEMORANDA OF UNDERSTANDING OF JULY 1, 2014 THROUGH JUNE 30, 2016 BETWEEN THE CITY OF PETALUMA AND THE PETALUMA PROFESSIONAL AND MID -MANAGERS ASSOCIATION WHEREAS, the City of Petaluma and the Petaluma Professional and Mid -Managers Association have met and jointly developed a list of proposed specialty comparator agencies in accordance with the terms of the Memoranda of Understanding covering the period July 1, 2014 to June 30, 2016; and WHEREAS, the City Manager has reviewed and concurs with said list of proposed specialty comparator agencies and does recommend that the City Council adopt the proposed comparator agencies. NOW, THEREFORE, BE IT RESOLVED that the following proposed specialty comparator agencies are adopted and shall be utilized to conduct the compensation study provided under the terms of the Memoranda of Understanding covering the period July 1, 2014 to June 30, 2016.
