CALL TO ORDER (07:01 PM) Chair Wolpert 2. ROLL CALL PRESENT: Benedetti- Petnic, Wolpert, Pierre, Lin, Marzo, King, Schlich, Kosewic ABSENT: Gomez A. COMMITTEE LIAISON APPOINTMENT Chair Lin Ms. Hines Chair Lin Commissioner Marzo Ms. Hines Commissioner Marzo was appointed to Pedestrian and Bicycle Advisory Committee and Commissioner Bendetti Petnic will remain on the Tree Committee. 3. PUBLIC COMMENT The Committee will hear public comments only on matters over which it has jurisdiction. There will be no Committee /Commission discussion or action. The Chair will allot no more than three minutes to any individual. If more than three persons wish to speak, their time will be allotted so that the total amount of time allocated to this agenda item will be 15 minutes. Joint HCPC and Planning Commission Meeting of February 23, 2016 Page 2 Dennis Callahan requested for story poles to be installed at the proposed project at Oak and Petaluma Blvd. (North River Apartments). He stated that the neighbors are interested to see the size of the proposed building. Ms. Hines Chair Lin Mr. Callahan Ms. Hines Ms. Lin 4. COMMISSION COMMENT A. Council Liaison — Dave King Council member King reported that at the last City Council meeting, some infrastructure projects were approved including a walkway repair at Wiseman Park and a Complete Streets project on Lakeville. The Council also had a continued discussion on a sales tax measure to be on the November ballot. B. Pedestrian and Bicycle Committee — Jocelyn Lin Chair Lin had nothing to report. C. Tree Advisory Committee — Gina Benedetti - Petnic Commissioner Benedetti Petnic had nothing to report. D. Other Commission Comment S. STAFF COMMENT A. Planning Manager's Report Planning Manager Hines added that the Council heard the second reading of the North McDowell Commons project and passed ordinances to approve the Tentative Subdivision Map and the PUD. 6. APPROVAL OF MINUTES A. Approval of Minutes of Regular Planning Commission Meeting of Tuesday, January 26, 2016. She is also concerned about the property owners' dogs barking during construction. Julie Allen, 320 Post Street resident. She was concerned about the bulkiness and look of this remodel project. Also concerned about the dogs during construction and the removal of trees. She wanted to know the duration of remodel and hours of construction. Jude Dominic, resident at 319 Post Street and is concerned about dogs barking during construction. She is also concerned about where the construction workers will be parking. Michel Couvreux, stated that one can determine when a house was built by looking at the mortar. If it was made with lime, it was built before 1900; if it was made with cement, then it was built after 1900. Marilyn Clevenger, resident at 323 Post Street, is concerned about multiple projects happening at the same time and would like to see some coordination. She is also concerned about parking during the two construction projects. Mr. Summer also believes that the clad window replacement will be fine. Dave Libchitz, Wilson Street resident is opposed to a hotel project on this site. He feels that the traffic analysis is invalid and that parking is an issue. He believes that all parking must be on site and requested that parking in front of the building needs to be checked for validity. Patti Trimble, resident at 324 Wilson, is concerned about the traffic flow and patterns. She is also concerned about the parking and requested that the parking be reassessed on Wilson. Louise Brawdy, 331 Wilson Street resident, is concerned about the traffic and parking for hotel workers.
