APPROVING THE SUBMITTAL OF APPLICATIONS BY THE COMMITTEE ON THE
SHELTERLESS AND THE SALVATION ARMY TO THE DEPARTMENT OF HOUSING
AND URBAN DEVELOPMENT (HUD) UNDER THE CONTINUUM OF CARE PROCESS
AND AUTHORIZING THE CITY MANAGER TO SIGN THE CERTIFICATION OF
CONSISTENCY WITH PETALUMA'S 2000-2005 CONSOLHDATED PLAN
WHEREAS the City of Petaluma is an entitlement jurisdiction under of the Department of Housing
and Urban Development (HUD); and
WHEREAS the Stewart B. McKinney Homeless Assistance Act Notice of Funding Availability
(McKinney NOFA) issued in February, 2000 requires that entitlement jurisdictions participate in a
regional planning process, the Continuum of Care, and submit a Continuum of Care Plan for local
funding applications to be successful; and
WHEREAS the 2000 Revision of the 1997-2002 Continuum of Care Plan has been reviewed and
considered by the county-wide nonprofit community and service. providers; and
WHEREAS the Co?nmittee On The Shelterless (COTS) will submit a proposal to HUD for $260,650
and the Salvation Artny will submit a proposal. for $126,000 for continuation and expansion of their
successful transitional housing programs, which assist families in moving from homelessness to self-
sufficiency; and
WHEREAS the COTS and Salvation Army proposals were ranked as prioritized projects in the
Continuum of Care process;
NOW THEREFORE BE IT RESOLVED that the Petaluma City Council approves the submittal of
the applications; and
BE IT FURTHER RESOLVED that the City Manager is authorized to sign the required Certification
of Consistency with the Petaluma Consolidated Plan and all other required documents for applications
being submitted under the 2000 McKinney NOFA for projects located in our community.
Under the power and authority conferred upon this Council by the Charter of said City.
