4 DECLARING THE EXISTENCE OF A TEMPORARY SUNIIVIEIt-TIME
5 IMPAIRMENT OF WATER SUPPLY AND REQUESTING CUSTOMERS TO
6 VOLUNTARILY REDUCE WATER CONSUMPTION,
7 WITH ACITY-WIDE GOAL OF UP TO 15% REDUCTION

10 `'VHEREAS, the Board of Directors of the Sonoma County Water Agency, which supplies the
11 City of Petaluma's potable water supply, declared on December 7, 1999 that a temporary
12 impairment of the Sonoma County Water Agency Transmission System exists during the
13 summer months of June, July, August and September,
14
15 WHEREAS, during this impairment condition the delivery capacity of the Sonoma County
16 Water Agency system may, form time to time, be insufficient to meet all demands placed upon
17 it;

19 WHEREAS, it is reasonable and prudent to curtail summer usage to preserve sufficient water
20 for essential uses including water for fire protection;

22 WHEREAS, the City of Petaluma supports the regional effort to reduce peak summer demand
23 involving all cities and districts that reply on Sonoma County Water Agency Supply.

25 NOW, THEREFORE, BE IT RESOLVED that during these months, all potable water
26 customers of the City of Petaluma are requested to:

28 1. Voluntarily use water efficiently and reduce less essential uses of water with the goal of
29 achieving an overall system-wide reduction of up to 15%.

31 2. Apply irrigation water only during the evening and early morning hours to reduce
32 evaporation losses.

1 3. Before June ls`, inspect all irrigation systems, repair leaks, and adjust spray heads to
2 provide optimum coverage and eliminate avoidable over-spray.
4 4. For irrigation valves controlling water applied to lawns, vary the minutes of run-time
5 consistent with fluctuations in weather.

7 5. Reduce minutes of run-time for each irrigation cycle if water begins to run-off to gutters
8 and ditches before the irrigation cycle is completed.

10 6. Customers to comply with Chapter 15.12.070 of Municipal Code.
11 15.12.070 Discontinuance under certain conditions without notice. The City may
12 refuse to furnish water and may discontinue service without notice to any premises where
13 apparatus, appliances or equipment using water is found by the manager to be dangerous or
14 unsafe or where the use of water on such premises is found by the manager to be detrimental or
15 injurious to the water service furnished by the city to other consumers, or where the manager
16 finds that negligent or wasteful use of water exists on any premises which affects the city's water
17 service. The city shall have the right to refuse or discontinue water service to any premises if
18 necessary to protect itself against fraud or abuse. (Ord. 544 NCS §8: prior code §27.28.)

20 7. Utilize water conservation incentive, rebate and giveaway programs to replace water
21 guzzling plumbing fixtures and appliances with water efficient models.

2 8. Take advantage of the free information available from the City of Petaluma on how to
3 use water efficiently, including how to read your water meter, repair ordinary leaks, and make
4 your landscape a water efficient landscape.
