SUBJECT: Resolution Authorizing Award of Contract for the Petaluma Boulevard North
Water Main Replacement Project — Lakeville Street to B Street
RECOMMENDATION
It is recommended that the City Council adopt the attached Resolution Authorizing the Award of
Contract for the Petaluma Boulevard North Water Main Replacement — Lakeville Street to B
Street.
BACKGROUND
The project will replace an existing 4 -inch water main in Petaluma Boulevard North from
Lakeville Street to B Street with a new 12 -inch water transmission main, new service laterals,
new fire service laterals and fire hydrants. This project will replace the 50 -75 year old main,
provide new fire service laterals to the back of curb and significantly reduce maintenance costs.
In addition to approximately 3,060 linear feet of the 12" water main, approximately 300' of
sewer main will be replaced along addresses 3 -41 Petaluma Boulevard North. The project will
include micro - surfacing Petaluma Boulevard North after the underground pipe installation and
trench repair is completed.
On September 13, 2004, the City Council approved a Fire Sprinkler Retrofit Ordinance No. 2194
N.C.S. for Existing Buildings in the Historic Downtown District. The Ordinance requires the
installation of automatic fire sprinklers in pre- existing buildings in the historic downtown
business district, which is located south of Washington Street, once the City installs an
appropriate sized water main and fire services to the curb. The property owners will then be
responsible for installation of the lateral service from the curb line into the building. Property
owners with a change of use or who have basements or space below street grade shall install fire
sprinklers no later than December 31, six (6) years from the date of the water main installation.
All other buildings shall install fire sprinklers no later than December 31, twelve (12) years from
the date of the water main installation. This requirement does not apply to businesses north of
Washington Street.
DISCUSSION
Staff designed the project, prepared the contract documents, and issued a Notice Inviting Bids on
March 10, 2016. Staff has coordinated with the Petaluma Downtown Association (PDA) and
attended three Association meetings to present the project. In addition to meetings, a notice was
mailed to all property owners and building occupants fronting the project. Staff will continue to
coordinate with the PDA, businesses and property owners throughout construction. On April 6,
2016, two bids were received as follows:

The lowest responsible bidder, Team Ghilotti, Inc., has performed similar water main
replacement projects for the City of Petaluma. Staff verified that Team Ghilotti, Inc. possesses
the required Class A California Contractor's License, number 895384, which expires on April
30, 2017, which is appropriate for the work.
Construction is scheduled to begin in June and will continue for 160 working days. If the project
is not completed by the holidays, the Contractor will shut down by November 18, 2016 and will
not return until after January 1, 2017. The project is anticipated to be completed by April 2017,
weather and conditions permitting. All work will be done at night to reduce the impacts to
downtown businesses and traffic. Construction management will be conducted by City staff with
assistance from a consulting firm for night time inspection services.
The proposed action meets Council Goal: "Plan for and implement priority capital projects as
funding permits ".
FINANCIAL IMPACTS
The project is in the FY 15/16 CIP budget with an estimated total project cost of $4,636,000.
Project funding is comprised primarily of water enterprise capital funds with wastewater capital
covering the minor sewer work. The following is a breakdown of the proposed FY 16/17 CIP
budget and the revised construction budget:

Note: City staff salary and benefits costs are included in
appropriate project phase, and total approximately $300,000
for the project.
Any unused funds will be returned to the appropriate account for future projects.

RESOLUTION AUTHORIZING AWARD OF CONTRACT
FOR THE PETALUMA BOULEVARD NORTH
WATER MAIN REPLACEMENT — LAKEVILLE STREET TO B STREET
WHEREAS, City staff has prepared construction bid documents and advertised for construction
of the Petaluma Boulevard North Water Main Replacement — Lakeville Street to B Street,
Project Number C67501304, ( "the Project "); and
WHEREAS, in accordance with the City of Petaluma Charter and Municipal Code, California
Public Contract Code Section 20162 and other applicable law, City staff solicited bids for the
Project; and
WHEREAS, the Project was bid on March 10, 2016, and two bids were received and opened on
April 6, 2016 in accordance with applicable law; and
WHEREAS, the lowest responsible bid with the bid alternate for the Project was submitted by
Team Ghilotti, Inc. from Petaluma, CA for $2,895,824.00; and
WHEREAS, staff has determined that the Contractor's bid satisfies the bidding requirements for
the Project; and
WHEREAS, staff has verified that Team Ghilotti, Inc. possesses a valid California Contractor's
License, Class A, number 895384 that is acceptable for the Project; and
WHEREAS, the Project is statutorily and categorically exempt pursuant to California
Environmental Quality Act (CEQA) and Title 14, the California Code of Regulations ( "CEQA
Guidelines "), Section 15285(1,-,) and 15302 respectively, because the Project consists of
replacement of pipelines up to a mile in length and replacement and reconstruction of existing
utility systems and /or facilities involving negligible or no expansion of capacity; and
WHEREAS, the approved funds are available are in the 2015/2016 CIP water and waste water
system budget.
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Petaluma
hereby:
1. In accordance with the City of Petaluma Charter and Municipal Code, California Public
Contract Code Section 20162 and other applicable law, waives any and all non-
conformance in the bid of Contractor for the Petaluma Boulevard North Water Main
Replacement and Sewer Main Replacement Project, Project Number C67501304 and
finds the bid of $2,895,824.00 to be the lowest, responsive bid and further finds that
Team Ghilotti, Inc. is the lowest responsible bidder.
2. Awards the contract for the Petaluma Boulevard North Water Main Replacement and
Sewer Main Replacement Project, Project Number C67501304 to Team Ghilotti, Inc. in
the amount of $2,895,824.00, the amount of the lowest responsive bid, conditioned on

Team Ghilotti, Inc. timely executing the project contract and submitting all required
documents, including but not limited to, executed bonds, certificates of insurance, and
endorsements, in accordance with the project bid documents.
3. Directs staff to issue a notice of award to Team Ghilotti, Inc.
4. Authorizes and directs the City Manager to execute the project contract on behalf of the
City of Petaluma upon timely submission by Team Ghilotti, Inc. of the signed project
contract and all other required documents, including but not limited to, executed bonds,
certificates of insurance, and endorsements, in accordance with the project bid documents.
