Summary Statement:
The Police Department has applied for a Juvenile Accountability Block Grant from the Office of
Criminal Justice Planning in the amount of $11,303. Required matching funds in the amount of $1,256
will be taken from the general fund patrol over time account. This money will be utilized to pay officers

Resolution Authorizing the Police Department to Accept a Juvenile Accountability Block Grant
from the Office of Criminal Justice Planning in the Amount of $11,303. Required Matching
Funds of $1,256 will be Taken from the Patrol Overtime Account
1. EXECUTIVE SUMMARY:
The Police Department has applied for a Juvenile Accountability Grant from the Governor's Office of
Criminal Justice Planning (OCJP) in the amount of $11, 303. The grant requires $1,256 in matching
funds from the City. The matching funds will be taken from existing patrol overtime funds. The grant
funds will be used for Petaluma officers to assist Juvenile Probation Officers in monitoring juveniles on
probation.
2. BACKGROUND:
The Office of Criminal Justice Planning allocates funds for the purpose of Juvenile Accountability
programs on an annual basis. In fiscal year 2000-01 the Police Department received grant funding in the
amount of $12,496 with local matching funds of $1,388 that allowed officers to carryout several
operations aimed at juvenile accountability. Two of the operations included probation sweeps and
warrant service attempts. Many hours were spent in high profile foot patrol in the Putnam Plaza and
downtown areas frequented by juvenile offenders. One operation was conducted at the Phoenix Theater
during a concert/Rave. Finally a truancy violator and provisional drivers license check point was
conducted. Several arrests and citations resulted from the operations. These operations were conducted
using officers working overtime and would not have been conducted without the grant funds.
This year the specified amount of the OCJP Juvenile Accountability Block grant is $11,303, with
required matching funds of $1,256. The Police Department again proposes to use grant funds to pay
overtime to officers who will carry out operations similar to those completed in fiscal year 2000-01. The
improved relationships developed with Juvenile Probation this year will continue to play a part in the
success of these operations.
3. ALTERNATIVES:
A. Accept the grant funds and designate matching funds from the patrol overtime budget.
B. Decline grant funding and fund juvenile accountability efforts by use of police patrol overtime
budget monies.
C. Decline grant funding and decrease efforts with regard to juvenile accountability to previous
levels.

FINANCIAL IMPACTS:
A. The total project cost of $ 12,559 will be funded by $11,303 from the OCJP grant and by $1,256
from the patrol overtime budget. Using $1,256 from the patrol overtime budget funds means the
City pays for 32 hours of overtime toward this project and receives 338 hours of overtime
funding from the Office of Criminal Justice Planning.
5. CONCLUSION:
The use of the OCJP money to fund this Accountability Coordinator Position is appropriate.
Using funds in this manner will enable an improved level of support and assistance to the
Juvenile Probation Officers assigned to Petaluma, without impacting on -duty job demands.
6. OUTCOMES OR PERFORMANCE MEASUREMENTS THAT WILL IDENTIFY SUCCESS OR COMPLETION:
A. The grant has mutually agreed upon objectives that must be meet. The objectives are primarily
focused on holding juvenile probationers accountable in Petaluma, working with the Probation
Office and enforcing existing probation clauses. The Office of Criminal Justice Planning also
evaluates our performance by quarterly visits and the review of our progress reports.
7. RECOMMENDATION:
Adopt resolution authorizing application and acceptance of Office of Criminal Justice Planning
Block Grants funds. Sergeant Tim Lyons will coordinate the over -time.

RESOLUTION AUTHORIZING THE POLICE DEPARTMENT TO ACCEPT A
JUVENILE ACCOUNTABILITY BLOCK GRANT
FROM THE OFFICE OF CRIMINAL JUSTICE PLANNING IN THE AMOUNT OF
$11,303. REQUIRED MATCHING
FUNDS OF $1,256 WILL BE TAKEN FROM THE PATROL OVERTIME ACCOUNT
WHEREAS, the City of Petaluma Police Department desires to undertake a certain
project designated Juvenile Accountability Coordinator .to be funded in part from funds made
available through the Juvenile Accountability and Incentive Block Grant Program administered
by the Office of Criminal Justice Planning; and
WHEREAS, the City Manager of the City of Petaluma is authorized, on its behalf to
submit the attached proposal to the Office of Criminal Justice Planning and is authorized to sign
and approve on behalf of the City of Petaluma the attached Grant Award Agreement, including
any extensions or amendments thereof; and
WHEREAS, the applicant agrees to provide matching funds of $1,256.00 required for
said project (including and amendment thereof) under the program and the funding terms and
conditions of Office of Criminal Justice Planning and that the cash match will be appropriated as
required; and
NOW, THEREFORE, BE IT RESOLVED, that any liability arising out of the
performance of this grant Award Agreement, including civil court actions for damages, shall be
the responsibility of the grant recipient and the authorizing agency. The State of California and
Office of Criminal Justice Planning disclaim responsibility for any such liability.
BE IT FURTHER RESOLVED, that grant funds received shall not be used to supplant
expenditures control by this body.

As a condition of your grant award, you will be required to submit Progress Reports and (when applicable) Evaluation
data. These forms will be forwarded to you by the OCJP Program Specialist assigned to your grant. For further
information, refer to the OCJP Grantee Handbook (10000-10130).
If your budget includes items of equipment, you will find enclosed property tags to be affixed to each piece of
equipment as it is received.. Equipment is defined as non -expendable personal property having a useful He of more
than one (1) year and an acquisition cost of $1,000 or more per unit (including tax and installation). - For further
information, refer to the OCJP Grantee Handbook (2350).
If your organization is private non-profit, you are required to obtain and send to OCJP a fidelity bond or equivalent
insurance contract applicable to all officials and employees of the OCJP funded project within 60 days of the signed
grant award. The bond or insurance contract must:
Be insured in an amount equal to 50% of the total grant award (less local matching funds).
Include the Grant Award # (provided on the first page of this letter and the Grant Award Face Sheet), and
c. Include the "State of California, Office of Criminal Justice Planning" as the beneficiary named on the bond or an
endorsement.

4. EEOP Updates for Continuing Federal Grants
Projects that have previously received a total of $25,000 or more in federal

update of their EEOP if funds are continued. The timeframe for EEOP
updates are the same as identified in Section B, 2 and 3 above.
C. The following apply to all OCJP grantees:
In addition to this Certification, all OCJP grantees must have a current
EEO Policy Statement, established by their agency, posted in a prominent
place accessible to employees and applicants; and
2. The poster entitled "Harassment or Discrimination in Employment is
Prohibited by Law" also must be posted in a conspicuous location '

II. CALIFORNIA DRUG-FREE WORKPLACE ACT OF 1990 AND FEDERAL

of employment on the contract or grant.
D. Notifying the employee in the statement required that, as a condition of
employment under the grant, the employee will:
1. Abide by the terms of the statement;
2. Notify the employer in writing of his or her conviction for a violation of a
criminal drug statute occurring in the workplace no later than five (5)
calendar days after such conviction.
E. Notifying the agency, in writing, within ten (10) calendar days after receiving
notice as required above from an employee or otherwise receiving actual notice of
such conviction. Employers of convicted employees must provide notice,
including position, and title to: Department of Justice, Office of Justice Programs,
ATTN: Control Desk, 633 Indiana Avenue, N.W., Washington, DC 20531.
Notice shall include the identification number(s) of each affected grant.
F. Taking one of the following actions, within 30 calendar days of receiving notice,
with respect to any employee who is so convicted:
1. Taking appropriate personnel action against such an employee, up to and
including termination, consistent with the requirements of the
Rehabilitation Act of 1973, as amended;
2. Requiring such employee to participate satisfactorily in a drug abuse
assistance or rehabilitation program approved for such purposes by a
federal, state, or local health, law enforcement, or other appropriate
agency.

G. Making a good faith effort to continue to maintain a drug-free workplace through
implementation of the above requirements.
III. CALIFORNIA ENVIRONMENTAL QUALITY ACT (CEQA).
The above-named organization(s)/individual(s) will comply with the California
Environmental Quality Act (CEQA) requirements as stated in the Public Resources Code,
Division 13, Section 21000 et seq. and all other applicable rules and regulations.
All appropriate documentation will be maintained on file by the project and available for
OCJP or public review upon request.
IV. LOBBYING
As required by Section 1352, Title 31 of the U.S. Code, and implemented as 28 CFR, Part
69, for persons entering into a grant or cooperative agreement over $100,000, as defined
at 28 CFR, Part 69, the applicant certifies that:
A. No federally appropriated funds have been paid or will be paid, by or on behalf of
the undersigned, to any person for influencing or attempting to influence an officer
or employee of any agency, a Member of Congress, an officer or employee of
Congress, or an employee of a Member of Congress in connection with the making
of any federal grant, the entering into of any cooperative agreement, and the
extension, continuation, renewal, amendment, or modification of any federal grant
or cooperative agreement.
B. If any funds other than federal appropriated funds have been paid or will be paid to
any person for influencing or attempting to influence an officer or employee of any
agency, a Member of Congress, an officer or employee of Congress, or an
employee of a Member of Congress in connection with this federal grant or
cooperative agreement, the undersigned shall complete and submit Standard Form
- LLL, "Disclosure.ofLobbying Activities," in accordance with its instructions.
C. The undersigned shall require that the language of this certification be included in
the award documents for all subawards at all tiers [including subgrants, contracts
under grants and cooperative agreements and subcontract(s)] and that all

V. DEBARMENT, SUSPENSION, AND OTHER RESPONSIBILITY MATTERS
(applies to federally funded grants only)
As required by Executive Order 12549, Debarment and Suspension, and implemented at
28 CFR, Part 67, for prospective participants in primary covered transactions, as defined
at 28 CFR, Part 67, Section 67.510, the applicant certifies that it and its principals:

• ineligible, sentenced to a denial of federal benefits by a state or federal court, or

BUDGET NARRATIVE
Juvenile Accountability Officer
Budget Considerations:
Due to the limited funds available for this program, we will allocate all of the funds to
personnel costs. In order to concentrate our efforts in one area, we have not requested funding
for supplies, equipment, training or other related costs.
We have requested a waiver of the mandated proportions within the program purpose
area (Program Narrative, page two) so that the limited funds can be applied in a manner that
provides maximum benefit.
Personnel Costs: .
The Juvenile Accountability Officer hourly rate is equal to an officer's overtime rate. On
average, this equals $41.07 per hour. Personnel time will be spent coordinating with the
Probation Department as well as carrying out operations to meet the goals of the program.
Operating Expenses:
This program, as designed, has no associated operating costs.
Equipment Cost:
There are no equipment costs related to this grant.
PROJECT NARRATIVE
Juvenile Accountability Officer
General Characteristics:
Petaluma is a San Francisco bay area city with a growing population that is now well over fifty thousand.
Petaluma is located about forty-five minutes driving time north of the San Francisco area; Petaluma has long been a
bedroom community for that area. With anannual growth rate of approximately 3.5%, Petaluma continues to attract
new businesses and residents. Petaluma is developing many new "big city" transition issues that necessitate an
increased awareness .of this fact. New and adaptive ideas for different approaches to law enforcement problems, which
are common to all growing cities, are necessary.
The Petaluma Police Department is also growing and dealing with issues related to growth. Currently, the
department has seventy sworn officers, thirty-five civilian employees and another thirty volunteers. The department's
transition to Community Oriented Policing and Problem Solving philosophy has meant the implementation of numerous
new programs and projects, including a Community Service Chaplain program, a Citizen and Youth Academy program,
and a return to downtown foot patrol. There is currently a disparity between the communities need for juvenile
ountability services and the Police Department's ability to meet those needs in an appropriate manner.
The Problem:
At any given time, the City of Petaluma has between fifty and seventy juvenile residents on probation. The
average age of juveniles on probation in Petaluma is six --teen years and four months old. The gender ratio for these
juveniles is 90% male, 10% female. First-time juvenile offenders in Petaluma have a fifty two percent recidivism rate.
Currently there are eleven local schools that juvenile offenders attend. It's suspected that the community's high level of
recidivism is a result of (1) inadequate contact with juveniles on probation (2) inadequate participation in these
juveniles' cases by Police Department staff, such as counseling them on ways to stay out of trouble (3) inadequate
communication between Petaluma Police Department and Sonoma County Juvenile Probation Department.
The Sonoma County Juvenile Probation Department has two Probation Officers assigned to Petaluma who
manage this caseload. The Probation Officers are in Petaluma several times a week and frequently use the Police
Department as a location to meet with juveniles. They also conduct meetings with juveniles at schools and homes. When
Probation Department Staff are at the Police Department, it is generally during daytime office hours.
In the past the Department has provided an Officer to assist in Probation Searches, however, due to staffing
ortages and budget constraints the department is only able to provide this service on a limited basis. Since receiving
funding last fiscal year, the Police Department's interaction with the Juvenile Probation Officers and juveniles on
probation has increased. In order to continue the program currently in affect, additional grant funding is needed.
Solution
GOAL:
Juvenile Accountability Officer
The Juvenile Accountability Officer(s) will work closely with Probation Officers to ensure that juveniles are
complying with the terms of their Probation and to take appropriate action when probation is being violated. The goal of
the Juvenile Accountability Officer position will be to assist the the Probation Officers who work with Petaluma teens to
be more efficient and effective in managing their caseload. Funds will specifically pay for Police Officer overtime to
fulfill the duties of the Juvenile Accountability Officer position.
OBJECTIVES:
The Officer will perform the following tasks 1). Work with Juvenile Probation Officers to ensure that informa-
tion regarding the Juvenile Probation caseload is disseminated as effectively as possible to all Police Department staff.
2). Work with all Police Department staff to ensure Probation related questions and issues are effectively conveyed to
the Probation Department. 3), Increase Police Department participation in individual juveniles cases, 4), Assist Proba-
tion Officers by conducting searches and accountability activities, such as visits and phone calls. 5) Conduct enforce -
activities focusing on juveniles.
