HomeMy WebLinkAboutStaff Report 5.B 06/06/2016Agenda Item #5.B DATE: June 6, 2016 TO: Honorable Mayor and Members of the City Council through the City Manager FROM: Dianne Dinsmore, Human Resources Director SUBJECT: Resolution Amending the Pay Rates for Part-Time Recreation Positions and Establishing the Titles and Salary for Other Part-Time Positions RECOMMENDATION It is recommended that the City Council adopt the attached Resolution Amending the Pay Rates for Part -Time Recreation Positions if the City Council increases the Living Wage for FY 2016/17, effective July 1, 2016, and establishing the titles and salary for other Part-time Positions. BACKGROUND A related item is on the Council's agenda for June 6, 2016, that would, with Council approval, increase the Living Wage rate for FY 2016/17. The City's part-time classifications of Building Attendant, Marina Attendant, Tiny Tots Teacher I, and Ramp Attendant are subject to the Living Wage. These positions, and part-time Recreation positions benchmarked to the City's Living Wage positions, are considered for adjustment one time annually and were last adjusted up by 2.7% effective July 1, 2015. DISCUSSION It has been determined that the Consumer Price Index upon which the Living Wage increase is calculated has gone up 3.2% during the past year. If the City provides a 3.2% pay rate adjustment to those employees in Living Wage positions effective July 1, 2016, there are positions benchmarked to Living Wage position classifications in the Recreation Services Division that have been treated in the same manner. To maintain pay rate consistency among those positions that are related and/or similar, but are not subject to the Living Wage ordinance, it is recommended that the Council also grant those part-time position classifications the 3.2% cost of living adjustment effective July 1, 2016. The affected positions and rates of pay are listed in Exhibit A. In addition, the City Manager may from time to time establish, for the efficient operations of the City, other extra help or temporary positions. In addition to applying the adjustment to pay rates covered by living wage, the attached resolution also establishes the titles and salaries of other part -time positions. The positions are listed in Exhibit A. The recommended list includes positions that are either in use or are anticipated to become necessary, therefore the titles and salary should be formally approved. FINANCIAL IMPACTS Increasing the Living Wage by 3.2 %, effective July 1, 2016, will result in a total estimated increased cost to the City in FY 2016/17 of $14,052. The General Fund's share of this cost is $12,237. The estimated cost of adjusting the hourly wage of City of Petaluma Living Wage positions is $6,456 and $7,596 for those Recreation positions benchmarked to the City's Living Wage positions. There is no additional cost associated with establishment of the titles and salaries listed in Exhibit A. ATTACHMENTS 1. Resolution 2. Exhibit A to the Resolution — Pay Rate Schedule for Adjusted Part-time Positions and Other Positions Not in the Competitive Service ATTACHMENT I RESOLUTION AMENDING THE PAY RATES FOR PART -TIME RECREATION POSITIONS AND ESTABLISHING THE TITLES AND SALARY FOR OTHER PART -TIME POSITIONS WHEREAS, the December -to- December Consumer Price Index for San Francisco - Oakland -San Jose (CPI -U) indicates an overall increase of 3.2% in Bay Area consumer prices from December 2014 to December 2015; and, WHEREAS, the City Council of the City of Petaluma, pursuant to Petaluma Municipal Code Section 8.36.060.D, adopted a 3.2% cost of living adjustment to the Living Wage effective July 1, 2016 based upon the most recent December 2014 to December 2015 Consumer Price Index for San Francisco- Oakland -San Jose (CPI -U); and, WHEREAS, the City of Petaluma's part-time positions of Building Attendant, Marina Attendant, Ramp Attendant, and Tiny Tots Teacher I are subject to the Living Wage and will receive an increase of 3.2% effective July 1, 2016; and, WHEREAS, the City wishes to maintain pay rate consistency within certain part - time positions which are related, and /or similar to the City's Living Wage positions, but are not subject to the Living Wage ordinance; and, WHEREAS, the City last adjusted the pay rates for certain part-time positions effective July 1, 2015 by 2.7 %; and WHEREAS, the schedule of pay rates for the part-time positions recommended for the pay rate adjustment of 3.2% are amended and listed (as attached hereto and marked Exhibit A); and WHEREAS, the City Manager may, for the efficient operations of the City, from time to time establish other extra help or temporary positions not in the competitive service. NOW, THEREFORE, BE IT RESOLVED that the City Council does hereby approve a 3.2% pay rate adjustment for the part-time positions and establish the titles and salary for the Other Positions Not in the Competitive Service listed in Exhibit A; and BE IT FURTHER RESOLVED that the 3.2% pay rate adjustment shall be effective July 1, 2016.
