SUBJECT: Resolution Authorizing Award of Contract for the Ellis Creek Solids Handling
Upgrades Project
RECOMMENDATION
It is recommended that the City Council adopt the attached Resolution Authorizing the Award of
Contract for the Ellis Creek Solids Handling Upgrades Project.
BACKGROUND
Ellis Creels Water Recycling Facility (ECWRF) has been in operation since early 2009 and
currently processes an average dry weather daily flow of 4.7 MGD (million gallons per day). The
plant, rated at 8 MGD overall, was designed to process up to 6.7 MGD of dry weather flow and
35 MGD during wet weather events when infiltration and inflow of stormwater to the wastewater
collection system is high. Overall, the plant has performed well and has consistently achieved
compliance with all requirements. Since 2010, the plant has experienced increases in organic
loading primarily due to growth of the City's food processing industries. To understand better
the City's wastewater treatment and reclaimed water needs, the City Council held a workshop on
March 11, 2013, and has adopted in its goals: "Focus attention on supporting food and beverage
processing, manufacturing, and alternative energy business clusters ". In addition, a review of the
plant was conducted to evaluate loading trends. The plant evaluation resulted in a
recommendation to upgrade the solids treatment system.
The Council approved the award of engineering services to Carollo Engineers on June 1, 2015
for design of the Solids Handling Upgrades. The project includes adding a second 550,000 -
gallon anaerobic digester to mirror the existing digester. The second digester will provide a
factor of safety to the regulatory requirement of a minimum 15 -day solids detention time where
current operation hovers at 16 to 18 days detention time. These improvements should result in
modification of the activated sludge process to reduce oxygen demand and improve aeration.
Additional upgrades include a second gravity belt thickener, third thickened waste pump, and
related piping, controls, and heating equipment. Additionally, the project includes replacement of
the existing dewatered sludge conveyance system, which has been problematic, and the addition
of a truck scale for the biosolids hauling trucks.
DISCUSSION
Carollo Engineers completed plans and specifications for construction of the subject project and
staff issued a Notice Inviting Bids on April 20, 2016. On June 1, 2016, five bids were received as
follows:

The lowest responsible bidder, C. Overaa & Co., has performed related sewer plant projects for
the Cities of Lincoln, Vacaville, Merced, and Petaluma. Staff verified that C. Overaa & Co.
possesses the required Class A California Contractor's License, number 106793, which expires
on May 31, 2017, which is appropriate for the work.
Construction is scheduled to begin in August and will continue for 280 worldng days. The
project is anticipated to be completed by October 2017, weather and conditions permitting.
Construction management will be conducted by City staff with assistance from consulting films
for construction engineering, special inspections, electrical engineering support, programing, and
materials testing.
The project was addressed in the ECWRF Environmental Impact Report Amendment and
Mitigation Monitoring Plan adopted by Council on January 4, 2015 in Resolution 2016 -007
N.C.S. and 2016 -008 N.C.S., respectively.
The proposed action meets Council Goals: "Plan for and implement priority capital projects as
funding permits ", and "Focus attention on supporting food and beverage processing,
manufacturing, and alternative energy business clusters."
FINANCIAL IMPACTS
The FY 16/17 CIP budget includes the subject project with an estimated total project cost of
$13,585,000, funded from the wastewater enterprise fund. The following table summarizes the
project budget from the CIP and as revised by the recent bids. The CIP budget is adequate to
cover the proposed contract award. It is anticipated that a significant portion of the revised
contingency will not be expended and will be returned to the wastewater enterprise fund upon
completion of the project.

RESOLUTION AUTHORIZING AWARD OF CONTRACT
FOR THE ELLIS CREEK SOLIDS HANDLING UPGRADES PROJECT
WHEREAS, City staff has prepared construction bid documents and advertised for construction
of the Ellis Creels Solids Handling Upgrades Project Number C66501305, ( "the Project "); and
WHEREAS, in accordance with the City of Petaluma Charter and Municipal Code, California
Public Contract Code Section 20162 and other applicable law, City staff solicited bids for the
Project; and
WHEREAS, the Project was bid on April 20, 2016, and five bids were received and opened on
June 1, 2016 in accordance with applicable law; and
WHEREAS, the lowest responsible bid with the bid alternate for the Project was submitted by
C. Overaa & Co. from Richmond, CA for $6,204,000; and
WHEREAS, staff has determined that the Contractor's bid satisfies the bidding requirements for
the Project; and
WHEREAS, staff has verified that C. Overaa & Co. possesses a valid California Contractor's
License, Class A, number 106793 that is acceptable for.the Project; and
WHEREAS, on January 4, 2016, the City Council, by Resolution No. 2016 -007 N.C. S.,
certified the 2015 Biomass -to- Biofuel Addendum (Addendum No. 5) to the Water Recycling
Facility and River Access Improvements EIR, approved the revisions to the project, and made
findings of fact; and
WHEREAS, on January 4, 2016, the City Council, by Resolution No. 2016 -008 N.C. S.,
approved the Biomass -to- Biofuel Improvements as described in Addendum 5 and adopted a
Mitigation Monitoring Program; and
WHEREAS, the proposed project is part of the Biomass -to- Biofuel Improvements which would
modify the Ellis Creels Water Recycling Facility to accept high - strength waste from local food
and beverage industries and convert it to compressed natural gas (CNG) to power City vehicles;
and
WHEREAS, the project funds are budgeted in the City's 16/17 budget as project C66501305.

NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Petaluma
hereby:
1. In accordance with the City of Petaluma Charter and Municipal Code, California Public
Contract Code Section 20162 and other applicable law, waives any and all non-
conformance in the bid of Contractor for the Ellis Creek Solids Handling Upgrades
Project, Project Number C66501305 and finds the bid from C. Overaa & Co. of
$6,204,000 to be the lowest responsive and responsible bid for the project; and
2.' Awards the contract for the Ellis Creek Solids Handling Upgrades Project, Project
Number C66501305 to C. Overaa & Co. in the amount of $6,204,000 on the condition
that C. Overaa Company timely executes the project contract and submits all required
documents, including but not limited to, executed bonds, certificates of insurance, and
endorsements, in accordance with the project bid documents; and
3. Authorizes and directs the City Manager to execute the project contract on behalf of the
City of Petaluma.
