SUBJECT: Resolution Ratifying the Side Letter of Agreement Between the City of Petaluma
and the Petaluma Public Safety Mid - Management Association Regarding
Establishment of an Administrative Fire Battalion Chief Premium Pay.
RECOMMENDATION
It is recommended that the City Council adopt the attached Resolution Ratifying the Side Letter
of Agreement Between the City of Petaluma and the Petaluma Public Safety Mid - Management
Association Regarding Establishment of an Administrative Fire Battalion Chief Premium Pay,
BACKGROUND
The City of Petaluma and the Petaluma Public Safety Mid - Management Association have met
and conferred regarding establishment of a premium pay for the Battalion Chief assigned by the
Fire Chief to the Administrative Fire Battalion Chief role. This action ratifies the Side Letter of
Agreement reached by the Parties.
DISCUSSION
The Administrative Fire Battalion Chief is assigned a 40 -hour per week work schedule and
reports directly to the Fire Chief. Primary responsibilities include oversight of the EMS Division
of the Department, to include EMS operations, medical care oversight, EMS regulatory
compliance and supervision of the Medical Director and the Continuous Quality Improvement
Coordinator. In addition, the Administrative Fire Battalion Chief is the Fire Department's direct
liaison to the Human Resources Department, oversees the Department's training program and
recruit academy, facilitates strategic planning for the Department and guides the career and
professional development of fire personnel ranked Captain and below.
The Administrative Fire Battalion Chief position requires fall engagement of that individual,
both on and off duty, to ensure the Department's needs are met. It is a critical position within the
Department and requires commitment to the work. However, this rotational position is not highly
sought -after by those who hold qualifying rank mainly due to the 40 -hour schedule and the fact it
has a base PERSable compensation rate that is 5.5% less than a Duty Battalion Chief. Therefore,
the attached Side Letter establishes a five and one half percent (5.5 %) Administrative Fire
Battalion Chief premium pay.
FINANCIAL IMPACTS
The estimated cost is $12,345 for FY 2016/17. No additional appropriations are requested. Any
additional costs will be absorbed within the Department's approved budget.

RESOLUTION RATIFYING THE SIDE LETTER OF AGREEMENT BETWEEN THE
CITY OF PETALUMA AND THE PETALUMA PUBLIC SAFETY MID -
MANAGEMENT ASSOCIATION REGARDING ESTABLISHMENT OF AN
ADMINISTRATIVE FIRE BATTALION CHIEF PREMIUM PAY
WHEREAS, the Petaluma Fire Chief assigns one (1) Battalion Chief to the
Administrative Fire Battalion Chief role; and
WHEREAS, the Administrative Fire Battalion Chief acts on the Fire Chief's behalf in
providing administrative oversight to the Department; and
WHEREAS, the Parties have met and conferred and reached agreement on the Side
Letter of Agreement attached hereto as Exhibit A; and
WHEREAS, the City Manager has reviewed and concurs with said Side Letter of
Agreement and does recommend that the City Council ratify this Side Letter of Agreement.
NOW, THEREFORE, BE IT RESOLVED that the Side Letter of Agreement attached
hereto as Exhibit A is ratified and the terms and conditions of said Side Letter of Agreement
shall be effective July 1, 2016 through June 30, 2018.

Side Letter of Agreement
Between the City of Petaluma and the Petaluma Public Safety Mid - Managers Association
Special Compensation — Administrative Fire Battalion Chief
The representatives of the City of Petaluma and the Petaluma Public Safety Mid - Managers
Association (PPSMMA) Unit 10 have met and conferred and reached agreement on this Side
Letter of Agreement.
The parties agree to the following:
Special Compensation shall be paid to the Fire Battalion Chief who is assigned by the
Fire Chief to the Administrative Fire Battalion Chief role. Such compensation shall be as
follows:
The Fire Battalion Chief assigned to the Administrative Fire Battalion Chief role shall
be assigned to a forty (40) hour per week schedule and shall receive five and one half
percent (5.5 %) special compensation above his or her base hourly rate. The City shall
not have more than one (1) Fire Battalion Chief assigned as Administrative Fire
Battalion Chief at any point in time. Assignment to Administrative Fire Battalion
Chief shall be solely at the Fire Chief's discretion and shall be rotated from time to
time as deemed appropriate by the Fire Chief.
Any time worked as a shift Battalion Chief shall be paid in the same manner as a
fifty -six (56) hour Fire Battalion Chief.
It is the intent of the parties to agree to the terms of this side letter separate from the adoption of
a successor MOU. This Side Letter shall be effective July 1, 2016 through June 30, 2018. The
provisions of this side letter shall sunset and cease June 30, 2018 unless negotiated into a
successor MOU.
This Side Letter of Agreement is executed the first day of August, 2016, by the employer -
employee relations representatives whose signature appears below for their respective
organizations.
