HomeMy WebLinkAboutResolution 99-045 N.C.S. 03/01/1999 ~eSO~L1t1®11 99-45 1r.C•~• 2 of the City of Petaluma, California 4 5 ESTABLISHING 2000 RESIDENTIAL DEVELOPMENT OB.IECTIVES 6 7 8 WHEREAS, the: City's Growth Management System requires the City Council to set 9 Development Objectives each year for applicable new residential projects; and, to t 1 WHEREAS, the purpose of Development Objectives is to proactively inform the development 12 community of the City's expectations for new residential projects subject to the growth 13 management system; and, 14 15 WHEREAS, the Development Objectives are advisory and not binding on any project; however, 16 a project's compliance with Development Objectives will be used by the City Council as a means 17 of determining the number of allocations, if any, a project may receive; and, 18 19 WHEREAS, the Development Objectives are not intended to supersede the policies of the 20 Petaluma General Plan, but rather be compatible with them, and all residential projects are 21 expected from the outset to satisfy General Plan policies applicable to the project. 22 23 NOW, THEREFORE BE IT RESOLVED that the Petaluma City Council hereby sets the 24 following. Development Objectives (in order of priority) for the 2000 calendar year: 25 26 1. Rental unit (multi-family) projects; 27 2. Mixed use and high density housing projects proximate to commercial services and/or 28 transit services; 29 3. Projects which combine or redevelop underutilized properties with existing infrastructure; 1 Resolution No. 99-45 N.c.s. Page 1 of 2 1 4. More creative use of PUD zoning than typically proposed (single-family production 2 home developments); 3 5. Pursuant to the County median income, housing projects affordable to very low and low- 4 income households; moderate income households; and projects that are affordable to 5 very-low and low income seniors; 6 6. Developments consisting of .smaller-sized housing units (including units appropriate. for . 7 singles, single parent families, and couples without children); and 8 7. Developments with a considerable percentage of the units accessible for people with 9 disabilities. l0 8. Developments that are sensitive to existing neighborhoods, neighborhood pedestrian ~ 1 friendly; and enhance connectivity to the City's bike path and pedestrian access system. ~2 1~ s:\cc\resolutions\rsdv00 Under the power and authority conferred upon this Council by the Charter of said City.
