DATE: TO: FROM: SUBJECT: � M � June 20, 2016 Honorable Mayor and Members of the City Council Claire Cooper, City Clerk Resolution Appointing Individuals to City Boards, Commissions, and Committees RECOMMENDATION It is recommended that the City Council adopt the attached Resolution Appointing Individuals to City Boards, Commissions, and Committees BACKGROUND Terms are expiring June 30, 2016 for members of various City Commissions and Committees, Additionally, there are unexpired terms on the Airport and Youth Commissions and Building Board of Appeals due to resignations. DISCUSSION Press releases were sent to the Petaluma Argus- Courier and Press Democrat. The attached "Get Involved" flyer was distributed at City Hall, the Petaluma Community Center, and the Petaluma Library. Information was posted to the City's website and Facebook page, NextDoor and Twitter. Email notices were sent to current members with terms expiring June 30th, encouraging them to apply for reappointment, or appointment to another body. The deadline for applications was Thursday, June 9, 2016, at 5:00 p.m. The Petaluma Area Pilots Association (PAPA) was asked to provide a letter recommending an individual for appointment as their representative to the Airport Commission. Similarly, the Petaluma Museum Association and Heritage Homes of Petaluma were asked to provide their recommendations for representatives to the Historic -and Cultural Preservation Committee. All three letters are attached. Additionally, the Youth Commission has submitted a list of recommended student appointees. FINANCIAL IMPACTS Costs are limited to staff time to prepare materials for the recruiting of volunteers, and are contained within the operating budget. ATTACHMENTS 1. Smart planning decisions that comply with the City General Plan. I Relieve t at w9lkabld neighborhoods and mixed use developments, when possible, are a wonderful way to ensure the economic viability of neighborhoods as well as the city as a whole, I also believe the downtown area Is an area that can see some exciting growth In the coming years and become a travel destination for others visiting the Bay Area. I would not want to see Petaluma become the next Healdsburg, wonderful growth but very upscale and unaffordable. I love the projects that are coming to town, including the food truck and the beer garden. That said, we need to ensure we do not lose the wide variety of other types of retail we have here either. We need more affordable housing, but we need to be mindful of not just putting up one apartment block after the other. I can honesty say that in my time on the Commission, all of these goals have been met so far. Imagine yourself as a visitor to Petaluma. What do you see physically, economically, and environmentally as ou walk around town? vibrant, p, tun and growing downtown. Good retail and re s en tial devel3pments in the outer areas that a a model of smart, green design and look good, not just basic construction. A community concerned about its citizen's lifestyles, but also about its citizens, i.e., affordable housing, homeless shelters, A community concerned about growing and modernizing but not overgrowing Its boundaries. Finally, a community concerned with maintaining its heritage by not razing heritage homes and buildings to put up something new, But rather trying to repurpose older buildings when possible and making sure that any new development, fits in with the City's cultural and agricultural roots . The General Plan (Plan) is the guiding document and vision for the City. How would you Interpret the policies and goals articulated in the plan? How flexible would you be and would you feel comfortable not approving s ecific land uses allowed In the Plan? e leve the General Plan allows growth within the City but NOT in the greenbelts and open space surrounding the City limits. I am 100% in favor of this vision. it also sets out the guidelines for growth and development within the City itself. The writers of the Plan had a vision for the City that was debated and scrutinized. It did not happen overnight. i do not think this typeof Pan should be changed based on the various way the political wind blows. This is the City's Plan for continued, sustained growth and should be followed as closely as possible. In my time on the planning Commission I have done this. However, you can't be so strict that you lose sight of the forest for the trees. I recognize that there may be an Instance or two when the realities of a situation dictate a land use might need to be modified from the plan to facilitate another use. in that Instance, i could be open to approving a use not in the Plan for some type of Infill development. But I cannot Imagine i would ever vote In favor of allowing development in the greenbelt or designated open space. The growth management system has been an element of the development process in Petaluma since 1972, and an Urban Growth Boundary was adopted in 1998 to control the physical growth of Petaluma. With these two major policies in mind, and given the pressure for ongoing growth during the next decade or so, what two or three policies and programs would you promote to protect the historic, cultural, and physical aspects of Petaluma? t, No development in t o greeFtielt or open space. 2, i believe the historic preservation of our community is of the upmost importance. I would not be in favor of tearing down the old just to put up the new. 3. Responsible In fill development. There are sites in the city that are underused, dilapidated or vacant that could be developed. I do not think developing up is always the solution, nor do I think a bigger footprint is always the solution either. Any development needs to be sound, based on where it is located and Its impacts on the surrounding areas. Any very development should be aesthetically pleasing and fit In with the character of Petaluma. Not just rubber stamp projects. How would you address current and future flooding Issues for Petaluma? We neea to be very careful of whore future developments go, We need to make sure we have taken care of our upstream Issues so they don't affect the downstream areas. For example, a project came before the Commission to build a new housing area. Part of the plan to reduce flooding was they would build a catch basin upstream, which would alleviate the current flooding the surrounding neighbors complained of and change the flood zone map. This is smart development. Before you build it, make sure you take care of the potential problems and alleviate them, or at least reduce your impacts and the existing impacts. I -low would you address current and future traffic congestion in Petaluma? That is a big problem forme. Living on the ENtside I know first hand the traffic problem areas and the difficulties in getting downtown. I think this Is where I differ the most from my other Commissioners. I am very concerned about the impacts of new development. I recognize now, more so since my time on the commission, that building and development will happen and we need to find solutions to our traffic issues rather than a no growth mentality. More walkable communities, bike paths and better transit are keys. With that said, any new development has traffic Implications. But the size and scope of that development can have a bearing on the Impacts to traffic. This Is what I am most concerned with. I do not agree with putting as many units as possible on a lot with no regards to the traffic and parking Issues. That just does not seem smart to Me. What Infill policies do you think should be adopted in light of the Urban Growth Boundary passed by the voters? am prom fill dev6lopment. Again, as stated above. Itshould it in with the historic roots of Petaluma's past. It should not simply be: put as many units as possible on a lot or as high as possible. There should be height limits and the number of units should be looked at with regards to its traffic and parking impacts. In fill should be as much a mix of uses as possible both for the particular project or the neighborhood as a whole. As I drive into Petaluma during the daytime, I can't help but notice all the tress, From the freeway I can see more green than houses or roads, The next thing I notice Is the tall spires of the churches and tall silos of the grain elevators. This shows our historic relationship to God and agriculture, Then, as I drive down the Boulevard, I see a beautiful old city with an important downtown core, The Downtown, its history, and The River Is what makes Petaluma different than most other citios, The Downtown and the River needs to be protected and embraced to be kept alive, The downtown and the river are Petaluma's focal points, Economically: I no longer see a bedroom community where everyone has to commute to a distant city, but rather an almost fully self sustaining economy of HI -Tech, small to medium sized manufacturing, a large service Industry, and a fair amount or retail, considering all the recent new apartment oonstruotion, I also see a very low residential and commercial vacancy rate, which shows us that Petaluma Is a desirable place to live and work, Petaluma needs to promote Itself as 'business friendly° and encourage more Incubator style office /commercial buildings and mixed use buildings. This document is a guide to community development, I don't yet know how I would interpret specifics, hopefully it is well written and will speak for itself. I am more worried about groundwater use and water quality, lived on Jess Street in 1982 and was part of a flood we foresaw but were not heard. I moved away for approximately twenty years. Five years ago, I made the decision to move back, "home." I am the first in my family to go to college and gain an advanced degree (or any degree, for that matter.) I returned to college in my late twenties. There were so many reasons why I chose to do this_ One key reason was to set an example for my son. He is now the second in our family to earn a degree. After he wad honorably discharged from the United States Marine Corp, he earned two different degrees_ I chose teaching for several reasons, as well. I made the final decision after working as a Teacher's Aide in an elementary school in Tehema County. The education the student were receiving from their teacher was sub -par to say the least. I tried as much as I could to pick up the slack for her. After a year of doing this, I decided that California needed more dedicated teachers, and 1 wanted to be � one. My path as an Educator has taken several turns. I worked for manyyears in a public school in Shasta County, before my return to Petaluma. When I moved back to Petaluma, it was difficult to find a classroom position due to cutbacks. I worked in San Rafael for a few years remediating students from kindergarten through college_ I have now found a perfect fit for my personality and skills. I teach high school boys at Muir Wood Teen in Petaluma. Muir Wood Teen is a residential, dual diagnosis treatment center for boys who have substance or processing addictions. 1 would like to further use my skills to help provide a better community experience and sense of community for our youth. I love the idea of a joint committee with adults and youth. In my job, I see first -hand the pressures that our youth encounter on a daily basis. My primary objective would be to see these events become more family friendly. However I would also like to see better cooperation from the local bars and taverns to work with cutting people off when they become unruly. I would tike to see PPD have a more engaged presence around the booths, bars and taverns in order to discourage people from becoming too inebriated. I would further like to see a greater amount, and variety, of live music in the public parks. Everything from Chamber Orchestra, Barbershop Quartets, and well- guided amplified music. Petaluma, and areas around Petaluma, have a trove of musicians. Many are more than willing to perform for free. Imagine a walk through Petaluma's downtown while listening to a barbershop quartet on the comer of Petaluma Blvd. and Western or in the Iittle park in front of The Mystic. There were incidents of asking tenants for money, maldng up rules that favored only one tenant, not protecting the residents and property, refusing residents use of the Community Room, etc. Thi~ required enlisting legal help, bringing in HUD regulators, forcing open meetings with the Board of Directors, and setting up resident only meetings. This took nearly 2 gears of effort that replaced the Resident Manager and the Property �YIaaager, who wonted together to abuse the residents. The major problem -was the owners who didn't want to deal with these problems, but this could not be changed. An unspoken threat of a lawsuit for elder abuse dial move them to make some ohanges. I was born and raised in Petaluma, and 'since moving back in my early /mid twenties have been a continual advocate for our city. I love my city, am a cheerleader for all things Petaluma, and want to take that passion for my town to a new level where I can really contribute and give back_ In the last 3 years or so my volunteer engagements have illustrated a great passion for our youth. 1 have been involved with both children's organizations /causes as well as young college students (who to me still count as our youth). l have for many years participated in the Kohl's Back to School Shopping Spree in Petaluma each August. This particular event, taking disadvantaged youth in to help them budget and plan for their needed wardrobe for .the start of a new school year, is my favorite event of the whole year_ It is humbling to be part of something that for many is a given but for these children, and their families, has such a great and significant impact. The volunteer causes I typically gravitate towards are those that impact youth, women's shelters, and the homeless. The causes I find myself donating to are usually centered around animals and rescue organizations. With my involvement in Mentor Me Petaluma, I am continually aware of how important our youth is not just in our community, but as a platform for creating our future leaders and members of society. It's also not just that we need to give back to our youth and create safe places for them, but as a community we could also learn so much from our youth! . I see around me such stark differences from my own experiences as a child growing up In our city, and the youth today_ Much of that can be contributed to technology advances. But one thing I believe should remain the same, and that is it flakes a village to raise our youth. Some initiatives that I'd like to see addressed are: Free technology classes for parents to understand platforms that their children are utilizing: SnapChat, FaceBook, instagram. How to be an active but trusting parent, what to look out for, how to engage children in an open dialog about the internet and social media. More summer and after school resources for parents with children that struggle to afford childcare (without the Boys & Girls Club when I was a youth, I'm not sure how my parents could have done it and worked simultaneously). There are various independent non - profit groups that offer summer camps that could be looped into our city, and perhaps even design a partnership where children could be sponsored for camps that promote things like tech (STEM) to attend at no cost to the parents. I'd like to help connect our teens to local business members for coaching on resume building, job searching, and interviewing skills. Additionally, and as part of that goal, connecting youth to local business members to shadow local trade organizations (providing a college bound alternative for those that don't believe a 4 year university is the right path for them). I'd like to create a resource for organizations looking for volunteers to be connected with our junior high and high school students. It's amazing how many orgnizations struggle last minute to fill volunteer slots, when 1 know that our students are often required to meet certain volunteer hours each year or before they graduate. I moved away for approximately twenty years. Five years ago, I made the decision to move back, "home." I am the first in my family to go to college and gain an advanced degree (or any degree, for that matter.) I returned to college in my late twenties_ There were so many reasons why I chose to do this_ One key reason was to set an example for my son. He is now the second in our family to earn a degree. After he was honorably discharged from the United States Marine Corp, he earned tuio different degrees. I chose teaching for several reasons, as well_ 1 made the final decision after working as a Teacher's Aide in an elementary school in Tehema County. The education the student were receiving from their teacher was sub -par to say the least. I tried as much as I could to pick up the slack for her. After a year of doing this, I decided that California needed more dedicated teachers, and I wanted to be one. My path as an Educator has taken several turns. I �vorked for many years in a public school in Shasta County, before my return to Petaluma. When I moved back to Petaluma, it was difficult to find a classroom position due to cutbacks. I worked in San Rafael for a few years remediating students from kindergarten through college. I have now found a perfect fit for my personality and skills_ 1 teach high school boys at Muir Wood Teen in Petaluma. Muir Wood Teen is a residential, dual diagnosis treatment center for boys who have substance or processing addictions. I would like to further use my skills to help provide a better community experience and sense of community for our youth. I was actually pleased with the decision to not go forward with the finalists and seek further submissions for consideration. I am not sure what the process was in order to attract submissions, but presume that too is a work in progress. I love the art that is displayed in our community_ Some of the murals along the sides of buildings bring such brightness and culture to Petaluma. Nurturing-our "hometown" feel without excluding a modem edge is a balance that is tricky, but can be achieved. I would hope to bring a "citizen" perspective to such decisions; but also have a background in and appreciation for art. With'the Smart Train coming to town, those who may have not been able to come to our wonderful city will have easier access to it.
