HomeMy WebLinkAboutStaff Report 3.E 01/24/2011I�8 5,8 DATE: TO: FROM: SUBJECT: �a�rt�, #3.E January 24, 2011 Honorable Mayor and Members of the City Council through, City Manager Pamela Tuft — Interim Director, Water Resources & Conse do Resolution Approving the Purchase of Two Submersible Pumps for the Copeland and Wilmington Pump Stations RECOMMENDATION It is recommended that the City Council adopt the attached resolution approving the purchase of two submersible Flygt pumps for the Copeland and Wilmington Pump Stations. BACKGROUND Both Copeland and Wilmington Pump Stations are components of the City's wastewater collection system which conveys wastewater to the Ellis Creek Water Recycling Facility. The two pumps at Copeland Pump Station were installed in 1997, and the four pumps at Wilmington Pump Station were installed in 1995. Each pump station was designed. with standby pumping capabilities to ensure operational functionality in the event one pump fails; however, to maintain this level of operational readiness all pumps must bean service.. Pursuant to Resolution 94-11 N.C.S. (Attachment 2) the department is authorized to,sole source Flygt pumps, and these shelf spares would be available for other pump stations in the system that utilize.these pumps. Pumps of this size and our specific needs are made to order and are not available off--the-shelf or for immediate delivery. DISCUSSION One of two pumps at the Copeland Pump Station recently failed. While the failed pump was out - of -service for repairs.a temporary, above ground, diesel powered bypass pumping system was rented and staged at the site to provide redundant pumping. capabilities., .Sewage pumps operate in harsh, corrosive environments; yet reliability is critical in preventing sanitary sewer overflows. Both of these pump stations are located directly adjacent to the Petaluma River. Currently the systems pump stations are designed around their pumps. As the stations are overhauled they will continue to be standardized on a group of horse power ranges that will, allow for pumps to be removed for maintenance and servicing without diminishing the. stations' ability to meet design operations. The department recommends purchasing a replacement pump for each of the two Agenda Review: City Attorney Finance Director City Manager�1 pump stations. These replacement pumps could be installed quickly in the event of an emergency or could be installed while an. existing pump is taken Tout of service for maintenance. Replacement pumps also reduce the risk of a sanitary sewer overflow resulting from a pump failure. The Regional Water Quality Control Board has the authority to assess administrative civil penalties of up to $10,000 per violation for each day of violation, and $10 for each gallon above 1,000 gallons (Water Code §13385). Pump failure history includes three significant maintenance events in approximately the last five years. Shape Inc. is the sole regional supplier for Flygt pumps purchased by municipalities. The Department of Water Resources and Conservation has standardized its submersible pump specifications, to maximize flexibility, convenience, and cost in operating and maintaining the system's pump stations. 1. Reduce spare parts inventory 2. Reduce training needs by minimizing the variation of equipment 3. Improve consistency in operation and maintenance 4. Improve reliability by using equipment with a proven record of reliability 5. Reduce long-term costs for operation and maintenance by having interchangeable parts for all pump stations Flygt pumps are the only pumps that meet the design specifications, therefore this is a sole source purchase (see attachment 2). Flygt pumps are currently the industry standard for quality and performance. Pumps in our system have proved that to be the case and we continue to rely on their ongoing performance. FINANCIAL. IMPACTS The cost of two submersible Flygt pumps is $43,818.00. This includes a 25 hp pump for $19,369.30 and a 30 hp pump for $24,448.70. The pumps will be funded through the wastewater collection system fund, account 6600.66200.54151. The current balance in the account is $195,213 leaving a remaining balance of $151,394 after the purchase of these two replacement pumps. ATTACHMENTS 1. Resolution 2. Resolution 94-11 N.C.S. 2 Attachment 1 RESOLUTION AUTHORIZING THE PURCHASE OYTWO SUBMERSIBLE',FLY,GT PUMPS FOR THE COPELAND AND WILMINGTON PUMP STATIONS WHEREAS, the City of Petaluma desires to maintain an inventory of back up pumps, to enable' it to conduct periodic maintenance and to avoid sanitary sewer overflow which could subject it to fines; and WHEREAS, the equipment is essential to maintain the operational functionality of the pump stations; and WHEREAS, the funds made available are in the 2010/2011 wastewater collection system budget; and WHEREAS, the City has taken the necessary steps applicable to bidding requirements to arrange for the acquisition of the equipment; and WHEREAS, Resolution No 94-11 NCS authorizes staff to sole source specific pump equipments for sewer pump stations; and WHEREAS, the City has standardized pump station equipment to maximize flexibility, convenience, and cost in training, spare parts, operation and maintenance; and WHEREAS, the City proposes to enter into the purchase with the sole source vendor, Shape Inc., as presented at this meeting; and WHEREAS, Shape Inc. is the only Northern California authorized dealer of flygt pumps; and WHEREAS, the Wilmington Pump Station Project #9841 specified flygt pumps without substitution; and WHEREAS, the Copeland Street Pump Station Project #9835 specified flygt pumps without substitution; and WHEREAS, the Department is standardizing all the pump stations on flygt pumps to simplify maintenance for the 9 pump stations and the stocking of parts. NOW, THEREFORE, BE IT RESOLVED that the City Council of the City hereby: 1.
