HomeMy WebLinkAboutResolution 99-075 N.C.S. 04/05/1999 r Res®lution N®. 99-75 rT.C.S. 1 2 of the City of Petaluma, California 3 4 AUTHORIZING THE CITY MANAGER TO EXECUTE A PROFESSIONAL 5 SERVICES AGREEMENT WITH BROWN & CALDWELL FOR 6 ENGINEERING SERVICES DURING CONSTRUCTION AND 7 CONSTRUCTION MANAGEMENT IN SUPPORT OF CONSTRUCTION OF 8 THE DISINFECTION FACILITY UPGRADE PROJECT 9 10 (Project No. 9875) 11 12 WHEREAS, disinfection of wastewater is a critical component of the wastewater 13 treatment process; 14 15 WHEREAS, one of the most common methods of disinfection, addition of chlorine, is 16 currently used by the City's wastewater treatment facility; 17 18 WHEREAS, the use of chlorine is subject to new regulations by the EPA; 19 20 WHEREAS, the City evaluated various disinfection alternatives and determined. the most 21 beneficial alternative to be conversion to a liquid disinfection process that is not 22 dependent on chemicals that are regulated by the EPA; 23 24 WHEREAS, the liquid disinfection process will improve worker and public safety; 25 26 WHEREAS, design of the Disinfection Facility Upgrade Project was initiated in 27 accordance with Petaluma City Council Resolution No. 98-202; 28 29 WHEREAS, the advertisement of bids for construction of the Disinfection Facility 30 Upgrade Project was initiated in accordance with Petaluma City Council Resolution No. 31 99-26; 32 33 WHEREAS, the Disinfection Facility Upgrade Project is programmed in the 5-Year 34 Sewer CIP (Project 9875); 35 36 WHEREAS, engineering and construction management services are necessary to ensure 37 the project is constructed in accordance with the plans and specifications; 38 39 WHEREAS, Brown & Caldwell is a professional firm experienced in construction 40 management and familiar with the Disinfection Facility Upgrade Project: 41 42 WHEREAS, the engineering services during construction are estimated at $58,500, with 43 an Engineering Department requested contingency of $5,000, for a total authorized 44 amount of $63,500; 45 R~omuonrro. 99-75 x.c.s. Page 1 of 2 h:\9875\disinfection\citycouncil\april 5, 1999\resolution_cm.doc 1 WHEREAS, the construction management services are estimated at $119.,600, with an 2 Engineering Department requested contingency of $20,000, for a total authorized amount 3 of $139,600; 4 5 NOW, THEREFORE IT BE RESOLVED by the Petaluma City Council that the City 6 Manager is authorized to execute a professional services agreement with Brown & 7 Caldwell for engineering services during construction and construction management 8 services in support of construction of the Disinfection Facility Upgrade Project. Under the power and authority conferred upon this Council by the Charter of said City.
