6 RESOLUTION AMENDING RESOLUTION 99-20 N.C.S.
7 EXTENDING THE BOUNDARIES OF THE DOWNTOWN COMMERCIAL
s DISTRICT SOUTH ALONG PETALUMA BOULEVARD
9 TO "D" STREET, THEN EASTWARD TO THE PETALUMA RIVER,
to WITH THIS .AREA SUBJECT TO THE INTERIM DESIGN GUIDELINES

13 WHEREAS, on January 19, 1999, the City Council adopted Resolution 99-20 N.C.S.
14 implementing 6-month interim design guidelines for the Historic Downtown; and
15
16 WHEREAS, the City Council finds that the boundaries of the Petaluma Historic Commercial
17 District should be extended further south along Petaluma Boulevard to "D" Street, then eastward
l8 to the Petaluma River, as shown in the attached Exhibit 1, Location Map; and

20 WHEREAS, the subject area to be added is contiguous to the boundaries of the existing National
21 Historic Register District and is a distinctive entryway to the downtown. As such, new projects
22 and significant changes to existing projects in this area must be subject to provisions of the
23 Downtown Design Guidelines to ensure compatibility with the historic character ~ of the
24 downtown; and

26 WHEREAS, the City Council finds that the additional area along Petaluma Boulevard is part of
27 the Central Business. District; as such projects in this area will have the potential to affect the
28 downtown area and therefore should be subject to the provisions of the Downtown Design
29 Guidelines; and

31 WHEREAS, the City Council finds that the additional area along "D" Street includes a building
32 constructed in 1938, currently occupied by the Petaluma Fire Department, which, by its historic
33 significance, is appropriate to be included within the downtown historic district; and

35 WHEREAS, the City Council finds that extending the boundaries. to include the additional
36 subject area furthers the public interest and welfare by ensuring that the City's goals in
37 preserving and enhancing the historic downtown are met; and

1 WHEREAS, the City Council finds that the project will not result in any significant
2 environmental impacts, and therefore, pursuant to Section 15061 of the CEQA Guidelines, this
3 project is not subject to CEQA review.

5 NOW, THEREFORE BE IT RESOLVED that the City Council of the City of Petaluma does
6 hereby extend the boundaries of the Petaluma Historic Commercial District southward on .
7 Petaluma Boulevard to "D" Street, then eastward to the Petaluma River, with such area subject to
8 the provisions of the Petaluma Historic Commercial District Design Guidelines during the
9 interim 6-month implementation period.
Under the power and authority conferred upon this Council by the Charter of said City.
