AUTHORIZING CITY MANAGER TO EXECUTE A PROFESSIONAL
SERVICES AGREEMENT WITH G.S. DODSON & ASSOCIATES FOR
CONSTRUCTION MANAGEMENT' AND ENGINEERING SERVICES DURING
CONSTRUCTION IN SUPPORT OF CONSTRUCTION OF THE POND
INFLUENT PUMP STATION UPGRADE PRO.IECT
(Project No. 9945)
WHEREAS, the Pond Influent Pump Station (PIPS) is a critical link in the City's
wastewater treatment and collection system;
WHEREAS, the Pond Influent Pump Station Evaluation Report (G.S. Dodson &
Associates, January 1998), confirmed that the capacity deficiency of the PIPS is a source
of current UI problems and identified a range of other deficiencies associated with the
PIPS;
WHEREAS, the Pond Influent Pump Station Evaluation Report determined that the most
cost effective alternative for achieving current and future peak wet weather wastewater
collection system flows is to upgrade the PIPS;
WHEREAS, design of the PIPS Upgrade Project was initiated in accordance with
Petaluma City Council Resolution No. 98-32;
WHEREAS, the Engineering Department advertised for construction bids in accordance
with Petaluma City Council Resolution No. 99-25;
WHEREAS, seven construction bids were received on March 12, 1999;
WHEREAS, upgrade of the PIPS is programmed in the 5-Year Sewer CIP (Project
9945);
WHEREAS, engineering and construction management services are necessary to ensure
the project is constructed in accordance with the plans and specifications;
WHEREAS, G.S. Dodson. & Associates is a professional engineering firm that is
familiar with the project and experienced in the management of similar construction
projects;
WHEREAS, the construction management services are estimated at $418,880, with an
Engineering Department requested contingency of $42,000, for a total authorized amount
of $460,880;

WHEREAS, the engineering services during construction are estimated at $228,174 with
an Engineering Department requested contingency of $23,000, fora total authorized
amount of $251,174;
NOW, THEREFORE IT BE RESOLVED by the Petaluma City Council that the City
Manager is authorized to execute a professional services agreement with G.S. Dodson &
Associates for construction management services and engineering services during
construction in support of construction of the Pond Influent Pump Station Upgrade
Project, subject to the review and approval of all contract documents and insurance
certificates by the City Attorney.
Under the power and authority conferred upon this Council by the Charter of said City.
