HomeMy WebLinkAboutResolution 99-113A N.C.S. 05/17/1999 l ~ ReS®Itltl®11 ~0. 99-11~A of the City of Petaluma, Califor-rlia 2 RESOLUTION AMENDING THE CLASSIFICATION PLAN 3 TO ESTABLISH THE POSITION CLASSIFICATION 4 ANIMAL SERVICES MANAGER s DESIGNATED TO UNIT 11, (ANIMAL CONTROL SERVICES) 6 7 s BE IT RESOLVED that the Classification Plan and Compensation Plan, as 9 originally adopted pursuant to Resolution No. 90-209 N.C.S., and the classification titles and 1o specifications as adopted by Resolution No. 90-147 N.C.S., are hereby amended by 11 establishing the classification of Animal Services Manager, (as attached hereto and marked 12 Exhibit "A" and made a part hereof). 13 14 BE IT FURTHER RESOLVED that this action is taken pursuant to Personnel is Code 2.04.020 and Personnel Rules and Regulations (Rule IV, Section 5) for classifications 16 included in the Competitive Service of the Personnel System, that the notice of this action has 17 been properly posted and that the City Manager recommends this action. is 19 NOW THEREFORE, BE IT RESOLVED that the Resolution No. 90-147 20 N.C.S., as amended, is hereby amended to include establishment of the classification Animal. 21 Services Manager and assigning this classification to Unit 11 (Animal Control Services), 22 effective May 17, 1999 with a salary range of $2,946.00 to $3,581.00 per month. Under the power and authority conferred upon this Council by the Charter of said City. ANIMAL SERVICES 1VIANAGER Department:: Animal Services Reports to: Assistant City Manager FLSA Status:: Exempt DEFINITION , Under direction, manages the maintenance and operation ofthe: City's Animal Services, to include, routine and emergency field patrol services, shelter operations; .medical, health care, .euthanasia services, volunteer services, administrative and support services,. assuring that established basic care standards are met for all animals. 'Supervises and direc'ts` the work of the Shelter Supervisor, and other animal service staff. ESSENTIAL DUTIES AND RESPONSIBILITIES Oversees the operation of the ~ City's animal sere-ices program. Coordinates a public education _ program with the Education/Volunteer Coordinator. , Participates in budget preparation; administration and the development and .execution of fundraising plans and programs to enhance the existing budget. Responsible for'the .development of programs enhancing animal services to promote educational materials and programs for responsible pet ownership. Directs .and incorporates policies and procedures de~.eloped by the Animal Services Advisory Committee for the City of Petaluma into overall operations. Responds to citizen complaints acid inquiries from the public. Develops and maintains cooperative, relationships with City staff, outside agencies and the public, including the organization and direction of volunteer work programs. Attends meetings; including. City Council, various "Boards and Commissions, and neighborhood ~ meetings. Coordinates and publicize Petaluma. Animal Services special .events. Advises the Animal .Services Advisory Committee on policies and procedures. SUPERVISORY RESPONSIBILITIES Manages subordinate supervisors who are; ,.responsible for all other animal services positions. Is ~ responsible `for, the, overall. direction, coordination; and evaluation of this unit. Carries out managerial responsibilities in accordance with the organization's policies: and applicable laws. Responsibilities include;.,. ;planning, assigning, and directing work; appraising performance; rewarding and disciplining :employees; addressing complaints and resolving: problems. QUALIFICATIONS To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. Atypical way of obtaining the required qualifications is to possess three years of experience in animal services supervision and/or management, plus with (60) college units in, Community Services, Busness/Management or related field, BAGS preferred. Demonstrated experience in fundraising, and/or public .relations, volunteer development, and/or veterinary technology is desirable. LANGUAGE SKILLS Ability to read, analyze, and interpret common scientific and technical journals, financial reports, and legal documents. Ability to respond to common inquiries or complaints from citizens, regulatory agencies, or members of the public community. Ability to write speeches and staff reports that conform to prescribed style and format. Ability to effectively present information to top management, public groups, and/or City Council. MATHEMATICAL. SKILLS Ability to work with mathematical concepts such as probability and statistical inference, and fundamentals of plane and solid geometry. Ability to apply concepts such as fractions. percentages, ratios, and proportions to practical situations.. . REASONING ABILITY Ability to define problems, collect data., establish facts,, and draw valid, conclusions. Ability to interpret an extensive variety of technical instructions in-~mathematical or diagram form and deal with several abstract and;concrete variables. ' CERTIFICATES/LICENSES ' Must possess a valid California Driver's License Class C and have a satisfactory driving record. PHYSICAL DEMANDS The physical demands described here are representative of those that must be met by an employee to successfully perform the essential., functions of this job.
