HomeMy WebLinkAboutResolution 99-113C N.C.S. 05/17/1999 1 Resolution No. 99-113C N.C.S. of the City of Petaluma, California 2 RESOLUTION AMENDING THE CLASSIFICATION PLAN 3 TO ESTABLISH THE POSITION CLASSIFICATION 4 SENIOR A1~iI1VIAL C®IVTR®L ®FFICER 5 DESIGNATED TO UNIT 11, (ANIMAL CONTROL SERVICES) 6 7 s BE IT .RESOLVED that the Classification Plan and Compensation .Plan, as y originally adopted pursuant to Resolution No. 90-209 N.C.S., and the classification titles and - lo specifications as adopted by Resolution No. 90-147 N.C.S., are hereby amended by 11 establishing the classification of Senior Animal Control Officer; (as attached hereto and 12 marked Exhibit "A" and made a part hereof J . 13 14 BE IT FURTHER RESOLVED that this action is taken pursuant to Personnel is Code 2.04.020 and. Personnel Rules and Regulations (Rule IV, Section S) for classifications 16 included in the Competitive Service of the Personnel System, that the notice of this action has 17 been properly posted and that the City Manager recommends this action. is 19 NOW THEREFORE, BE IT RESOLVED that the Resolution No. 90-147 20 N.C.S. , as amended, is hereby amended to include establishment of the classification of Senior 21 Animal Control Officer and assigning this classification to Unit 11 (Animal Control Services), 22 effective May 17, 1999 with a salary range of $12.00 to $14.58 per hour. Manager FLSA Status: Non-exempt THE POSITION Senior Animal Control Officer is the journey level classification in the Animal Services Division. Under direction of the .Animal Services Manager, this position is responsible for the enforcement of local and .state laws governing the licensing,. impounding, treatment, and disposal of animals; assist the. public in locating and handling` of animals; investigates complaints";,patrols .assigned areas; and performs other ;duties as assigned. Supervises the Animal. Control':Officer classification. ESSENTIAL DUTIES AND RESPONSI-BILITIES . Field Duties The Senior Animal Control Officer" acts as a team leader; patrols the streets 'in a motor vehicle designed for transporting animals; investigates complaints relating to animal nuisances `or dog bites and. endeavors to locate such arirnals. Issues citations .for failure; to comply with ordinances and make .citizens arrests when appropriate. Captures and: disposes of suspected rabid and/or unrestrained vicious animals. Retrieves sick or dead animals from public and private property; transport animals to designated .shelters. Investigates' reports of neglect and cruelty to animals. Enforces City and State hunting and fishing codes; cleans equipment and maintains animal „ cages. ,Respondsao and provides proper disposition to cases regarding livestock; and -may testify in court regarding. citations and .disposition of complaints. Administrative Functions Answer incoming telephone calls regarding animal control matters and assist callers with appropriate service information or referral. Explain ordinances and procedures to the public. Write complete accurate reports, enter data, retrieve information and generate reports using. a personal computer. 1Vlaintain files and records. Promote a positive- -and effective working relationship, with the .public, City departments, divisions, and elected officials, as well as other agencies. ' SUPERVISORY RESPONSIBILITIES Senior Animal Control Officer is responsible for the overall. direction and training of the Animal Control Officers. Responsibilities include appraising performance; rewarding and disciplining employees;. addressing complaints and resolving problems. QUALIFICATIONS To` perform this job successfully, an individual must be able to perform. each essential duty satisfactorily. EDUCATION and/or EXPERIENCE Three years of experience as an Animal Control Officer is required, and education to successfully perform the duties of the Senior Animal Control Officer. Atypical way of obtaining the required qualifications is .graduate from. high- school or equivalent. Relevant course work or training in animal health, animal behavior and/or control is desirable and may substitute for up to six months of the experience requirement. CERTIFICATES/LICENSES Must posses a valid California Class C Driver's License and. a satisfactory driving record. Must Possess a California State Arrest and Firearms Certificate. A Certification in administering euthanasia is required within 12 months of employment. PHYSICAL DEMANDS The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions. of this job. Position requires prolonged sitting, standing; walking; reaching, twisting, turning, kneeling, bending, squatting and stooping in the performance _of daily activities. The position also requires grasping, repetitive hand movement and fine coordination in preparing statistical reports and data, using a computer keyboard. The employee must occasionally lift and/or move up to 100 pounds. Specific vision abilities, required by this job include close vision, distance vision, color vision, peripheral vision, depth perception, and ability to adjust focus. Hearing is required when providing phone and counter service. The incumbent is frequently around animals that are agitated or injured that may attempt to bite or scratch. Must be able to successfully pass a medical: examination.
