g BE IT RESOLVED that the Classification Plan and Compensation Plan, as
y originally adopted pursuant to Resolution No. 90-209 N.C.S., and the classification titles and
1o specifications as adopted by Resolution No. 90-147 N.C.S., are hereby amended by
11 establishing the classification of Animal Control Officer, (as attached hereto and marked
12 Exhibit "A" and made a part hereof).

14 BE IT FURTHER RESOLVED that this action is taken pursuant to Personnel
is Code 2..04.020 and Personnel Rules and Regulations (Rule IV, Section 5) for classifications
is included in the Competitive Service of the Personnel System, that the notice of this action has
17 been properly posted and that the City Manager recommends this action.

19 NOW THEREFORE, BE IT ,RESOLVED that the Resolution No. 90-147
20 N.C.S., as amended, is hereby amended to include establishment of the classification of
21 Animal Control Officer and assigning this classification to Unit 11 (Animal Control Services),
22 effective May 17, 1999 with a salary range of $10.00 to $12.15 per hour.

THE POSITION
Under general supervision, is responsible for the enforcement. of local and. state laws governing
the licensing, impounding, treatment, and disposal of animals; assist the public in locating and
handling of animals; investigates complaints; patrols. assigned; areas; and performs other duties as
assigned.
ANIMAL CONTROL OFFICER
The entry level class in this series. Initially under close supervision, incumbents learn and
perform a variety of duties while receiving on-the job training. With experience, the w. ork ~ - _
becomes progressively more diversified and difficult requiring independence of judgement with
general supervision.
ESSENTIAL DUTIES AND R SPONSIBILITIES ~ '
Field Duties
The Animal Control Officer patrols the streets in a motor vehicle designed for transporting
animals; investigates complaints relating to animal nuisances or dog bites and endeavors to
locate such animals. .Issues. citations for failure to comply with ordinances and make citizens
arrests when appropriate: Captures and disposes of suspected rabid and/or unrestrained vicious
animals. Retrieves sick or dead animals .from public and private property; transport animals to ~ -
designated shelters. Investigates reports of neglect and cruelty to animals. Enforces City and
State hunting and fishing codes; cleans equipment and maintains animal cages. Responds to .and
provides proper disposition to cases regarding livestock; and may testify in court regarding
citations acid disposition of complaints.
- Administrative-Functions -
Answer incoming telephone calls regarding animal control matters and assist callers with ,
appropriate. service information, .or referral. Explain ordinances and procedures to the public.
Write ,complete accurate reports,. enter data, retrieve information and generate reports using a
personal .computer.. Maintain fides 'and records. Promote a positive and effective working
relationship with the -.public, City departments, divisions, elected and appointed officials, as weld
as other agencies. _
SUPERVISORY RE~SPONSIBILI'TIES
Senior Animal Control Officer'is responsible for the overall direction. and training of the .Animal
Control Officers. Responsibilities include appraising performance; rewarding and disciplining
employees; addressing. complaints and resolving problems.

QUALIFICATIONS
To perform this job successfully, an individual must be able to perform each essential duty
satisfactorily. The requirements listed below are representative of the knowledge, skill, and/or

EDUCATION .and/or EXPERIENCE
Sufficient experience and education to successfully perform the duties of the Senior Animal
Control Officer. Atypical way of obtaining the required qualifications is graduate from high
school or equivalent. Relevant course work or training in animal health, animal behavior and/or
control is desirable and may substitute for up to six months of the experience requirement.
CERTIFICATES/LICENSES'
Must posses a valid California Class C Driver's License and a satisfactory driving record. Must
Possess a California State Arrest and Firearms Certificate. A Certification in administering
euthanasia is required within 12 months of employment.
PHYSICAL DEMAi~1DS
The physical demands described here are representative of those that must be met by an

Position requires prolonged sitting, standing; walking; reaching, twisting, turning, kneeling,
bending, squatting and stooping in the performance of daily activities. The position also requires
grasping, repetitive hand movement and fine coordination .in preparing statistical reports and
data, using a computer keyboard. The employee must occasionally lift and/or move up to 100
pounds. Specific vision abilities required by this job .include close vision, distance vision, color
vision, peripheral. vision, depth perception, and ability to adjust focus. Hearing is required when
providing phone and counter service. The incumbent is frequently around animals that are
agitated or injured. that may attempt to bite or scratch.
Must be able fo successfully pass a medical examination.
