Summary Statement: On April 9, 2006, Pamela Tuft retired from full time City employment. Because Ms. Tuft
had been serving as Director of General Plan Administration and managing a substantial portion of the work on
the City's General Plan 2025 update process and because of her specialized skill and knowledge in that process,
on April 10, 2007, she was retained by the City as a temporary employee and interim project manager for the
General Plan update, using the City Manager's discretion under Government Code section 21224(a), which
permits the temporary employment of retirees under the Ca1PERS system, not to exceed 960 hours total in any
one fiscal year. Ms. Tuft worked fewer than 960 hours in FY 2005 -2006. In FY 2006 -2007, since July 1, 2006,
Ms. Tuft has worked approximately 920 hours as of the preparation of this report, but would have to exceed that
amount to continue project management of the General Plan update process to its completion. PERS and State
law allow for a one -time extension of the temporary employment under Government Code section 21221(h),
provided that the City Council adopts a resolution requesting the extension under this section, PERS receives the
request before the employee reaches 960 hours, and PERS approves the request. The extension would permit Ms.
Tuft to continue working for the City as a temporary employee /retired annuitant until the end of FY 2006 -2007,
or June 30, 2007, even if she exceeds 960 hours in that period. Ms. Tuft can also continue working pending
Ca1PERS' decision on the City's request, once it is forwarded.
Recommended City Council Action /Suggested Motion: Adopt the resolution and authorize the City Manager
to immediately forward the request to Ca1PERS for approval.

Resolution Requesting CalPERS Approval of Temporary Employment Extension for
Pamela Tuft as Director of General Plan Administration
1. EXECUTIVE SUMMARY:
On April 9, 2006, Pamela Tuft retired from full time City employment. Because
Ms. Tuft had been serving as Director of General Plan Administration and managing a

2. BACKGROUND:
The General Plan 2025 update process began in June 2001. The draft General Plan and
draft environmental impact report are presently undergoing hearings before the Planning
Commission and are scheduled to conclude Council public hearings in March 2007. The
present schedule envisions that a final environmental impact report and final General
Plan will be presented to the Planning Commission in May 2007 and to the City Council
in June 2007, depending in part on the extent of any revisions deemed needed as the
result of public hearings and comment. Ms. Tuft has. supervised the general plan update
process since its beginning.
3. ALTERNATIVES:
A. Do not adopt the resolution, in which case Ms. Tuft may not work as a retired
annuitant past the point at which she reaches 960 hours in FY 2006 -2007.
B. Do not adopt the resolution, reinstate Ms. Tuft to active employment for the
duration of the General Plan adoption process, with her consent.
C: Select a new project manager for the General Plan process.

4. FINANCIAL IMPACTS:
Continued payment of Ms. Tuft's salary for part-time employment.
CONCLUSION:
CAPERS approval of a Council- adopted resolution will allow Ms. Tuff to continue to
manage the General Plan 2025 update process.
6. OUTCOMES OR PERFORMANCE MEASUREMENTS THAT WILL IDENTIFY SUCCESS OR
COMPLETION'
Ca1PERS authorization of Ms. Tuft's continued employment.
7. RECOMMENDATION:
Adopt the resolution and authorize the City Manager to immediately forward the request
to Ca1PERS.

RESOLUTION REQUESTING CALPERS APPROVAL OF TEMPORARY
EMPLOYMENT EXTENSION FOR PAMELA TUFT AS DIRECTOR OF
GENERAL PLAN ADMINISTRATION
WHEREAS, Pamela Tuft retired from the City of Petaluma in the position of Director, General
Plan Administration effective April 9, 2006; and
WHEREAS, the City Manager, as agent for the City of Petaluma, retained the temporary
services of Pamela Tuft and appointed her to continue as an interim project manager for updating
the City's General Plan through its completion and prospective adoption, a position deemed to be
of limited duration and requiring special skills, effective April 10, 2006; and
WHEREAS, Pamela Tuft worked as a temporary employee for fewer than 960 hours in Fiscal
Year 2005 -2006, ending June 30, 2006; and
WHEREAS, Pamela Tuft possesses unique experience in assessing and managing the General
Plan revision process because of her involvement since its inception in 2001, her administration
of the public input and public comment process in workshops, study sessions and public
hearings, and her involvement in the numerous and exceedingly technical studies, consultations
and data which support the revised General Plan policies and recommendations; and
WHEREAS, unexpected developments relating to the General Plan update, including but not
limited to new information regarding existing and future water supply and demand and the need
to reconsider surface water and flood control policies in light of the effects of the New Year's
flood of January 1, 2006, have significantly delayed completion of the General Plan revision
beyond the date expected at the time Pamela Tuft was retained as a temporary employee; and
WHEREAS, the General Plan revision process is presently scheduled for completion before the
end of Fiscal Year 2006 -07; and
WHEREAS, Pamela Tuft is expected to reach her maximum of 960 hours for Fiscal Year 2005-
2006 on or about February 10, 2007, and additional work beyond those hours will be required to
complete the General Plan revision process; and
WHEREAS, Government Code section 21221(h) permits continued employment in excess of
960 hours for this fiscal year, if the City requests and CalPERS grants approval therefor; and
WHEREAS, this resolution will be presented to Ca1PERS before the expiration of Ms. Tuft's
960 hour maximum for the present fiscal year;

NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Petaluma
that:
1. The CalPERS Board of Administration is hereby requested to approve an
extension for the temporary employment of Pamela Tuft by the City of Petaluma through June
30, 2007, in excess of 960 hours; and
2. The City Manager shall immediately transmit this resolution and request to the
CalPERS Board of Administration.
