4 RESOLUTION IN SUPPORT OF GREATER PUBLIC ACCESS TO THE OPEN
5 SPACES OF SONOMA COUNTY

8 WHEREAS, the citizens of Sonoma County approved a sales tax and the creation of the
9 Sonoma County Agricultural Preservation and Open Space District (SCAPOSD) to protect open
10 space and agricultural operations and purchase lands for public recreation; and
11
12 WHEREAS, the citizens of Sonoma County are sadly lacking opportunities to visit the
13 beautiful open spaces around us; and
14
15 WHEREAS, in a Sonoma County=sponsored poll, 75% of the residents supported use of
16 SCAPOSD funds for regional trails and parks; and
17
18 WHEREAS, the SCAPOSD is in the process of updating it's Acquisition Plan to guide
19 the County's use of public tax fiords for the next five years; and
20
21 WHEREAS, Sonoma County is in the midst of preparing an outdoor Recreation Plan to
22 guide the County's efforts to provide outdoor recreation opportunities well into the next
23 millennium; and
24
25 WHEREAS, a system of trails connecting our urban areas, public lands, anal other points
26 of interest in the Outdoor Recreation Plan will benefit all Sonoma County citizens; and
27
28 WI4EREAS, landowners' property rights are protected and supported through mandates
29 that only willing sellers are involved in acquisition negotiations; and

31 WHEREAS, on April 16, 1990, the City of Petaluma endorsed the Bay Area Ridge Trail
32 Council's goal to create a 400 mile regional multi-use trail on the ridgetops surrounding the San
33 Francisco Bay, including Sonoma County; and

1 WHEREAS, the Petaluma City Council asks the County of Sonoma to designate Lafferty
2 Ranch as passive use recreation and to have a trail traverse Lafferty Ranch to Jack London Park
3 on the Sonoma side of the mountain.

5 NOW, THEREFORE, BE IT RESOLVED that the City of Petaluma, California, urges
6 the Sonoma County Board of Supervisors to establish a Countywide network of trails and natural
7 parklands in the Outdoor Recreation Plan and include outdoor recreation opportunities as a
8 priority in the Sonoma County Agricultural Preservation and Open Space District Acquisition
. 9 Plan and provide adequate funding to the Sonoma County Regional Parks Deparhnent to create
10 and manage the trails and natural parklands identified and acquired through these Plans.
