BACKGROUND The existing recycled water transmission main was built in 1981 and conveys recycled water from the Ellis Creek Water Recycling Facility (ECWRF) from the south side of Lakeville Highway up to Browns Lane to Booster Pump Station No. 2. This recycled water main is critical to the system because it supplies all recycling customers. The previous transmission main was asbestos concrete pipe, which experienced regular failure at its joints. This project involved installing 2,000 feet of redundant high - pressure 24" ductile iron pipe (DIP) designed to carry all recycled water flow on Brown's Lane. The old line will be retained as an emergency backup line. This project will improve service and reliability, increase redundancy, and reduce repair and maintenance costs. The project location is shown on Attachment 2. DISCUSSION The project was awarded to Mountain Cascade Inc., on October 5, 2015. The Contractor was allowed a delayed start of the project due to inclement winter weather, and construction occurred from February 2016 to July 2016. The project was managed and inspected by City staff. This project included the following work: 1. Installation of approximately 2,000 feet of 24" DIP Recycled Water Main 2. Bore and jacking operation under Lakeville highway near the Ellis Creek plant 3. Tie -ins to the existing recycling piping system at Booster pump stations and irrigation tie- in on Browns Lane 4. Grind and overlay one full width lane on Browns Lane per county requirements 5. Miscellaneous work including dewatering, cathodic protection, traffic control, etc. The construction contract was awarded to Mountain Cascade Inc. for $1,032,550. The final contract amount was less than awarded because the actual length of ductile iron pipe installed for the project was less than anticipated since the limits of pipe replaced from a previous project were unknown prior to construction. Additionally $445,000 was budgeted as in case hazardous material was encountered. Fortunately these funds were not needed. The final construction cost of this project is $945,226, which included one change order for $25,000. This change order included additional work because the existing recycled water main turned out to be 5.5 feet deeper than anticipated. This required the contractor to lower the jack and bore elevation of the new recycled water main by 5.5 feet to clear the utility conflict, which resulted in deeper bore and receiving pit excavation, redesign and installation of deeper shoring system. There are no outstanding claims or inspection issues and the project is currently functioning as anticipated. Following the acceptance of the project, the City Clerk will file a Notice of Completion with the Sonoma County Recorder and the Finance Department will release the contract retention account to the contractor within 60 days. The proposed action meets Council Goal: "Plan for and implement priority capital projects as funding permits ". FINANCIAL IMPACTS Council approved a project budget of $1,826,000 in the CIP to be funded from Wastewater Capital funds. The total cost for the project, including construction contract, final quantities, change orders, construction management, and inspection, is $1,201,187 as shown in the following table. Location Map Attaclmlent 1 RESOLUTION ACCEPTING COMPLETION OF THE CONSTRUCTION CONTRACT FOR THE BROWNS LANE RECYCLED WATER MAIN REPLACEMENT PROJECT CITY PROJECT NO. 066401301 WHEREAS, in accordance with Section 68 of Article X of the City of Petaluma Charter and Municipal Code, California Public Contract Code Section 20162 and other applicable law, City staff prepared construction bid documents and solicited bids for the project; and WHEREAS, the Project was bid on August 13, 2015, and six (6) bids were received and opened on September 9, 2015 in accordance with applicable law; and WHEREAS, the lowest responsible bid for the Project was submitted by Mountain Cascade, Inc. from Livermore, CA for $1,032,550; and WHEREAS, by Resolution No. 2015 -157, adopted on October 5, 2015, the City Council found the bid of $1,032,550 for the Project to be the lowest responsive bid, awarded the Project to Mountain Cascade Inc., in the amount of $1,032,550, conditioned on Mountain Cascade Inc., timely executing the Project contract and submitting all required documents and authorized and directed the City Manager to sign the Project contract on behalf of the City; and WHEREAS, the following contract change orders (CCO) affecting the project amount have been approved: e Order Number I Description I Amount CCO #1 Lowering the jack and bore elevation, $25,000 redesign shoring, excavate 5.5feet deeper bore and receiving pit not anticipated in original scope of the contract Total Change Orders $25,000 ; and WHEREAS, the final contract amount, as amended, including all change orders, overruns, and underruns is $945,226 and is within the approved project budget; and WHEREAS, City staff have inspected the project and determined that it has been completed in accordance with the contract requirements, and the Contractor's continuing warranty and other obligations pursuant to the contract; and WHEREAS, based on the foregoing, staff recommends acceptance of the project on behalf of the City. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Petaluma as follows: 4 The contract titled Browns Lane Recycled Water Main Replacement Project, with the final contract amount of $945,226, is accepted as complete, subject to the Contractor's continuing warranty and other obligations pursuant to the contract. 2. The City Clerk is hereby authorized and directed to file a Notice of Completion concerning the project with the Sonoma County Cleric's Office within 10 days of the date of this Resolution. The Public Works and Utilities Director is hereby authorized and directed to release all undisputed retention not subject to pending change orders within 60 days of the date of this Resolution and in accordance with the terms of the Project contract, California Public Contract Code Section 7107 and applicable law.
