AUTHORIZING THE CITY MANAGER TO EXECUTE THE FLOOD
EMERGENCY RESPONSE PROJECTS SUB - GRANTEE AGREEMENT
BETWEEN THE MARIN COUNTY FLOOD CONTROL AND WATER
CONSERVATION DISTRICT AND THE CITY OF PETALUMA
WHEREAS, the City of Petaluma maintains and operates a series of stream level and
precipitation gauges as part of the regional Flood Alert System and Petaluma Watershed; and
WHEREAS, the City is a member of the North Bay Watershed Association which is a
partnership among regional agencies for working collaboratively on water resources projects;
and
WHEREAS, the North Bay Watershed Association applied for State Department of
Water Resources State Flood Emergency Response Projects grant funding in early 2015 with the
intent to upgrade gauges from Alert to Alert2; and
WHEREAS, on October 2, 2015, the Watershed Association received notification that it
was awarded $520,102 in grant funds; and
WHEREAS, the State Flood Emergency Response Projects grant is being administered
by the Marin Flood Control and Water Conservation District with multiple agencies participating
as a partnership, including the City of Petaluma; and
WHEREAS, on July 19, 2016, the Marin Flood Control and Water Conservation District
Board of Supervisors authorized a grant disbursement agreement to be executed with the
California Department of Water Resources in the amount of $520,102 in grant funds with
$85,180 of this total to be provided to the City of Petaluma as a sub - grantee to the agreement;
and
WHEREAS, the City has approved a capital improvement project with a multiyear
budget of $151,180 for the completion of the Alert2 Stream and Precipitation Gauge Update
Project; and
WHEREAS, the project has been found to be Categorically Exempt from the California
Environmental Quality Act (CEQA) pursuant to Section 15301(f) addition of safety or health
protection devices for existing facilities.

NOW, THEREFORE, BE IT RESOLVED, that the City Council of the City of
Petaluma hereby authorizes the City Manager to execute the Flood Emergency Response
Projects Sub - grantee Agreement for the Alert2 Stream and Precipitation Gauge Upgrade Project
with the Marin County Flood Control and Water Conservation District in the amount of $85,180.
