HomeMy WebLinkAboutResolution 99-138 N.C.S. 07/06/1999 ~eSO~U~I~rI 1V O. 99-138 1r ,C, s, 1 of the City of Petaluma, California 2 RESOLUTION AMENDING THE CLASSIFICATION PLAN 3 TO ESTABLISH THE POSITION CLASSIFICATION 4 SENIOR ACCOUNTANT 5 DESIGNATED TO UNIT 9, (MIDMANAGEMENT) 6 7 x BE IT RESOLVED that the Classification Plan and Compensation Plan, as y originally adopted pursuant to Resolution No. 90-209 N.C.S., and the classification titles and. io specifications as adopted by Resolution No. 90-147 N.C.S., are hereby amended. by ~ 1 establishing the classification of Senior Accountant, (as attached hereto and marked Exhibit 12 "A" and made a part hereof). 13 14 BE IT FURTHER RESOLVED that this action is taken pursuant to Personnel is Code 2.04.020 and Personnel Rules and Regulations (Rule IV, Section 5) for classifications 16 included in the Competitive Service of the Personnel System, that the notice of this action has 17 been properly posted and that the City Manager recommends this action. is ly NOW THEREFORE', BE IT RESOLVED that the Resolution No. 90-147 20 N.C.S., as amended, is hereby amended to include establishment of the classification Senior 21 Accountant and assigning this classification to Unit 9 (Midmanagement), effective June 21, 22 1999 with a salary range of $4,329 - $4,545 - $4,772 - $5,011 - $5,261. 23 Under the power and authority conferred upon this Council by the Charter of said City. ESSENTIAL DUTIES AND RESPONSIBILITIES • Reviews accounting data and assures that is properly classified in accordance with governmental accounting standards. ® Analyzes financial information .detailing assets, liabilities, and. fund equity, and prepares balance sheet, revenue and expense statements; and other reports to summarize and interpret current and projected financial position of the City for management. ® Collects appropriate data and prepares federal, state, and local reports and tax returns. ® Compiles and analyzes financial information to prepare entries. to accounts, such as general ledger accounts, documenting municipal transactions. ® Examines contracts, orders,. and .vouchers, and prepares reports to substantiate individual transactions prior to settlement. ® Installs, modifies, documents, and coordinates implementation of accounting systems and accounting control procedures. ® Devises and implements system for general accounting. ® Assisting the Finance Director in planning, organizing, staffing,. directing. and controlling, the work of support staff including the monitoring, evaluation and revision of work assignments. • May act as City Controller in his/her absence. SiJPERVISORI' RESPONSIBILITIES _ _ Directly or indirectly may supervise employees in the City of-Petaluma's Finance Department. Carries out supervisory responsibilities in accordance with the organization's policies and applicable laws. Responsibilities .include training, planning, °assigning, and directing work of employees; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems. QUALIFICATIONS To perform this job successfully, an individual must be able to perform each essential duty satisfactorily.'The. requirements listed below are representative of the knowledge, skill, andlor ability required. EDUCATION and/or EXPERIENCE Fifth year college or university program certificate; or aBA with two to.four years related experience and/or training; or equivalent combination of education and experience. LANGUAGE SILLS Ability to read, analyze,.and interpret common scientific and technical journals, financial reports, and legal documents. Ability to respond to common inquiries or complaints from customers, regulatory- agencies, or members of the business community. Ability to write speeches. and.articles for publication that conform to prescribed. style and format. Ability to effectively present information to management, public groups, and/or City Councilor committees. MATHEMATICAL SILLS Ability to apply mathematical operations to such tasks as frequency distribution, determination of test reliability and validity, analysis of variance, correlation techniques, sampling theory, and factor analysis. COMPUTER SKILLS Ability to create and manipulate standard office software, such as Microsoft Excel, Access or PowerPoint. Advanced skills are desirable. Familiarity with Financial application software for Municipal • governments. • 7t REASONING ABILITY • ' Ability to define problems, collect data, establish facts, and draw valid"conclusions. Ability to interpret an extensive variety of technicaLinstructions in mathematical.of,diagrain form and deal with several abstract and concrete variables. • . . - CERTIFIC=ATES, LICENSES;:REGISTRATIONS CPA license is desirable, but not required.
