HomeMy WebLinkAboutResolution 99-139 N.C.S. 07/06/1999 , Resolution No. 99-139 N.C.S. 2 of the City of Petaluma, California 3 4 5 RESOLUTION AMENDING THE CLASSIFICATION PLAN 6 TO ESTABLISH THE POSITION CLASSIFICATION 7 ACCOITNTAIVT ANALYST 8 DESIGNATED TO UNIT 4 (PROFESSIONAL) 9 10 11 BE IT RESOLVED that the Classification Plan and Compensation Plan, as originally adopted 12 pursuant to Resolution No. 90-209 N.C.S., and the classification titles and specifications as adopted by 13 Resolution No. 90-147 N.C.S., are hereby amended by establishing the classification of Accountant 14 Analyst, (as attached hereto and marked Exhibit "A" and made a part hereof). 15 16 BE IT FURTHER RESOLVED that this action is taken pursuant to Personnel Code 2.04.020 and 17 Personnel Rules and Regulations (Rule IV, Section 5) for classifications included in the Competitive 18 Service of the Personnel System, that the notice of this action has been properly posted and that the City 19 Manager recommends this action. 20 21 NOW THEREFORE BE IT RESOLVED that the Resolution No. 90-147 N.C. S., as amended, is 22 hereby amended to include establishment of the classification Accountant Analyst and assigning this 23 classification to Unit 4 (Professional), effective July 6; 1999 with a salary range of $20.81 - $21.85 - 24 $22.94 - $24.09 - $25.30 per hour. Under the power and authority conferred upon this Council by the Charter of said City. N.C.S. s~ Cltfy Of ~~talUYll'~ EXHIBIT A Accountant/Analyst Department: Finance Reports To: Finance Director or as assigned FLSA Status: Non-Exempt SUMMARY Applies principles of accounting to analyze past. and present municipal financial operations; assist in ' estimating future revenues and expenditures to prepare budgets byper-forming the following duties: ESSENTIAL DUTIES AND RESPONSIBILITIES Performs general accounting-work, including the areas of bank reconciliation's, fixed assets records, and general ledger activities, to maintain, review and prepare fiscal records. ® Assists in year-end work paper preparation prior to City's independent audit. o Assists in the preparation of the annual budget by collecting and analyzing records of past -and present operations, trends and costs, estimated and realized revenues, administrative commitments and . obligations, incurred to project future revenues and expenditures: ® Maintains automated budgeting systems to provide control of expenditures for activities such as legal or training, or to forecast costs for activities such as construction of buildings. ® Reviews expenditures to ensure compliance with the adopted budget. QUALIFICATIONS To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. Ability to write reports,. business correspondence, and procedure manuals. Ability to effectively present information and respond to questions from groups of managers, clients, customers, and the general public. MATHEMATICAL SKILLS Ability to calculate .figures and:amounts such as discounts, interest, commissions, proportions, percentages and basic statistical formulas. Ability to apply concepts of basic algebra and geometry. COMPUTER SKILLS Ability to create and manipulate standard office software to include, Microsoft Excel, Access or PowerPoint. Advanced skills are desirable. Familiarity with Financial application software for.Municipal governments. f, ~ y 1^' REASONING ABILITY Ability to define problems; .collect data, establish facts, and draw valid conclusions. Ability to interpret an extensive variety of technical. instructions in mathematical or diagram form and deal with several abstract and concrete variables.
