HomeMy WebLinkAboutStaff Report 3.B 10/17/2017Agenda Item #3.B DATE: October 17, 2016 TO: Honorable Mayor and Members of the City Council through City Manager FROM: Dan St. John, F.ASCE — Director, Public Works and Utilities Joe Rye, Transit Division Manager, Public Works and Utilities SUBJECT: Resolution Accepting Completion of the Construction Contract for Transit Signal Priority Phase I Project, City Project No. C65101402 RECOMMENDATION It is recommended that the City Council adopt the attached Resolution Accepting Completion of the Construction Contract for Transit Signal Priority Phase I Project, City Project No. C65101402. BACKGROUND The Transit Signal Priority (TSP) project equips traffic signals with special detectors that communicate with emitters installed onboard public transit vehicles to give preferential treatment to transit vehicles in the form of longer green phases, and or shortened red phases at the traffic signal. This same system provides the highest level of "preemption" to emergency response vehicles by turning signals green for rapidly approaching emergency response vehicles. The Petaluma Fire Department has utilized signal preemption successfully for many years. Transit vehicles will receive lower priority preemption than emergency response vehicles. This project will increase the reliability of preemption for Petaluma Fire, while adding TSP advantages for Petaluma Transit, saving 5 -10% in bus travel time and fuel. This will help Petaluma Transit accommodate ridership growth and increased traffic congestion. If successful, the TSP project will proceed into future phases by adding East Washington and Lakeville Highway to the system. DISCUSSION The project was awarded to Steiny & Company, on September 21, 2015. The project was managed and inspected by City staff, and delivered in March 2016. This project included the following work: 1. Installation of GPS -based TSP equipment at 13 intersections along McDowell Blvd, from Caulfield to Old Redwood Highway 2. Installation of upgraded phase selector cards at the same 13 intersections, and connecting wiring between system components. 3. Testing of the system function There are no outstanding claims or inspection issues and the project is currently functioning as anticipated. Following the acceptance of the project, the City Clerk will file a Notice of Completion with the Sonoma County Recorder and the Finance Department will release the contract retention account to the contractor within 60 days. The proposed action meets Council Goal: "Plan for and implement priority capital projects as funding permits ". FINANCIAL IMPACTS Council approved a Phase I project construction budget of $32,998, the project construction was completed at the full bid amount, and there were no change orders. The total project cost for Phase I exceeded the budget thus reducing the available funding for Phase II as the following table depicts. Phase I cost overruns were due to extensive hardware required at each intersection to upgrade the radio system between intersections and the Traffic Operations Center at 555 N. McDowell. Phase II is expected to be delivered at a lower cost per intersection due to the knowledge obtained during Phase I. Phase II is anticipated to enter design this fall with construction anticipated in early 2017. All phases of the TSP projects are funded by federal transit funds allocated to Petaluma through the Metropolitan Transportation Commission, with the local match provided by a combination of City Traffic Mitigation Fees and Transportation Development Act (TDA) transit capital funds. ATTACHMENTS 1. Resolution 2 Attachment 1 RESOLUTION ACCEPTING COMPLETION OF THE CONSTRUCTION CONTRACT FOR THE TRANSIT SIGNAL PRIORITY PHASE I PROJECT CITY PROJECT NO. C65101402 WHEREAS, in accordance with Section 68 of Article X of the City of Petaluma Charter and Municipal Code, California Public Contract Code Section 20162 and other applicable law, City staff prepared construction bid documents and solicited bids for the project; and WHEREAS, the Project was bid on July 30, 2015, and six (6) bids were received and opened on August 19, 2015 in accordance with applicable law; and WHEREAS, the lowest responsible bid for the Project was submitted by Steiny & Company from Vallejo, CA for $32,998; and WHEREAS, by Resolution No. 2015 -157, adopted on October 5, 2015, the City Council found the bid of $32,998 for the Project to be the lowest responsive bid, awarded the Project to Steiny & Company, in the amount of $32,998, conditioned on Steiny & Company timely executing the Project contract and submitting all required documents and authorized and directed the City Manager to sign the Project contract on behalf of the City; and WHEREAS, the final contract amount, $32,998 is within the approved budget; and WHEREAS, City staff have inspected the project and determined that it has been completed in accordance with the contract requirements, and the Contractor's continuing warranty and other obligations pursuant to the contract; and WHEREAS, based on the foregoing, staff recommends acceptance of the project on behalf of the City. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Petaluma as follows: The contract titled Transit Signal Priority Phase I Installation Project, with the final contract amount of $32,998, is accepted as complete, subject to the Contractor's continuing warranty and other obligations pursuant to the contract. 2. The City Clerk is hereby authorized and directed to file a Notice of Completion concerning the project with the Sonoma County Clerk's Office within 10 days of the date of this Resolution. Staff are hereby authorized and directed to release all undisputed retention not subject to pending change orders within 60 days of the date of this Resolution and in accordance with the terms of the Project contract, California Public Contract Code Section 7107 and applicable law. 3
