SUBJECT: Resolution Adopting the 2016 Petaluma Transit Short Range Transit Plan
RECOMMENDATION
It is recommended that the City Council approve the attached Resolution Adopting the 2016
Petaluma Transit Short Range Transit Plan.
BACKGROUND
Approximately every four years the Federal Transit Administration requires recipients of
federally funded transit grants to approve an updated Short Range Transit Plan (SRTP) to remain
eligible for future federal funds. The SRTP is intended to be a comprehensive transit - planning
document covering the upcoming ten -year period. In the Bay Area, the Metropolitan
Transportation Commission (MTC) establishes the framework for SRTP content and formatting,
and provides funding to help produce the plan. The Council adopted SRTP will serve as the
primary planning document for Petaluma Transit for operational and capital needs for the next
ten years, from 2016 to 2025.
DISCUSSION
The 2016 SRTP focuses on the near -term for planning projects, and the longer 10 -year term for
financial projections. The Plan anticipates funding sources and operations expenditures for
service and capital projects such as bus purchases for the planning period. The Plan's financial
projections are positive for Petaluma Transit. The following summarizes the major findings of
the 2016 Petaluma Transit SRTP.
• Near -term service expansions consisting of additional late afternoon weekday service to
stabilize connectivity and on -time performance.
• Measured expansion of routes and service hours to support SMART Commuter Rail
service.
• Initiation of a "Silver Shuttle" using a mix of fixed route and paratransit to cover areas of
Petaluma not currently well served.
• Support SMART service by adding early weekday morning service to all routes, and later
evening service for routes 1, 5, and 24.
• Routes 1, 5, and 24 are slightly realigned to support SMART service.
• Capital projects include vehicle replacement, bus stops, and Transit Facility
Rehabilitation.
• Does NOT include "vision" projects that are not financially feasible or projects that
require new, unidentified, operating funds.
The Transit Advisory Committee discussed this item at their August 4, 2016 meeting and
recommends that the City Council approve the attached resolution adopting the 2016 Petaluma
Transit Short Range Transit Plan.
FINANCIAL IMPACTS
The $20,000 funding for this planning project was contained in the Transit Division's FY 15/16
Budget and provided to the City by the Metropolitan Transportation Commission from Federal
Transit Administration Section 5303 planning funds.

RESOLUTION ADOPTING 2016 PETALUMA TRANSIT
SHORT RANGE TRANSIT PLAN
WHEREAS, the Federal Transit Administration (FTA) requires all direct grantees of
FTA funds to complete a full update to the Short Range Transit Plan (SRTP) every four years to
remain eligible to receive FTA funding; and
WHEREAS, City staff conducted a thorough outreach effort in support of this 2016
SRTP, including multiple surveys, discussion at Transit Advisory Committee (TAC) meetings,
and a public workshop on December 2, 2015, to which all riders were invited; and
WHEREAS, the Metropolitan Transportation Commission supported the study, provided
a content framework, and provided funding for the project; and
WHEREAS, staff has produced an updated Short Range Transit Plan that covers the
years 2016 -2025, featuring an operations plan, capital plan, and route -by -route analysis, which
includes an analysis of the City's paratransit system, and route modifications to better integrate
Petaluma Transit with the SMART Commuter Rail system.
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of
Petaluma adopts the Petaluma Transit 2016 Short Range Transit Plan.
