Brown, City Manager SUBJECT: Resolution Recommending Appointments to the Mayors' & Councilmembers' Association (Board of Directors and the City Selection Committee) to the Bay Area Air Quality Management District Board, the Golden Gate Highway & Transportation District, the Metropolitan Transportation Commission, the Remote Access Network Board, ABAG Executive Board, ABAG Regional Planning Committee, County Human Services Commission, North Bay Division League of California Cities Executive Board, the North Coast Railroad Authority Board of Directors, and the Sonoma=Marin Area Rail Transit (SMART) Commission. RECOMMENDATION It is recommended that the City Council adopt the attached resolution recommending appointments to the Mayors' & Councilmembers' Association and giving the Mayor authority to vote on late nominations received at their February 10, 2011 meeting. BACKGROUND The Mayors' & Councilmembers' Association, which includes all the Sonoma County cities, fills vacancies on various local or regional Boards or Commissions when the terms of office expire. Letters of interest are circulated to all cities by those elected officials wishing to serve, followed by the cities voting on their recommendations at an upcoming meeting of the Association. DISCUSSION All the Sonoma County cities received notice November 9, 2010 of vacancies that needed to be filled at the February 10, 20.11 meeting of the Association. The vacancies are as follows: City Selection Committee Appointments: ,Bay, Area Air Quality Management District Board, one vacancy, to fill vacancy created by Pamela Torliatt (Petaluma) leaving office. Two year term, ending March 2013. Letter of interest was received from: o Susan.Gorin (Santa Rosa) Agenda Review: City Attorney Finance Director City Manager 2. Golden Gate Bridge, Highway, & Transportation District, one vacancy. to fill vacancy created by expiration of term of Joanne Sanders (Sonoma). Two year term, ending March 2013. (Committee makes recommendation to Board of Supervisors for ratification and appointment). Letters of interest were received from: • Joanne Sanders (Sonoma) • Tiffany Renee (Petaluma) 3. Metropolitan Transportation Commission, one vacancy, to fill vacancy created by expiration of term of Jake Mackenzie (Rohnert Park). Four year term, ending February 2015: (Pursuant to Gov't. Code Sec. 66503, Committee submits three nominees to the Board of Supervisors and the Board appoints one of the nominees to the Commission). Letter of interest was received from: • Jake Mackenzie (Rohnert Park 4. Remote Access Network (RAN) Board — one vacancy, to fill vacancy created by Pamela Torliatt (Petaluma) leaving office. No specific term, but must be filled by a Mayor. • No letters received. Note: Letters of interest were included in the Association's February 10th meeting packet for the Airport Land Use Commission vacancy and the LAFCO vacancy, however, these appointments have been moved to the April 14, 2011 meeting of the City Selection Committee. The letters will be included in the Council's April 4th staff report. Board of Directors Appointments ABAG Executive Board, one vacancy, to fill the vacancy created by Pamela Torliatt (Petaluma).leaving office. Appointment will fill vacancy until June 2011. Letters of interest were received from: • Tiffany Renee (Petaluma) • Susan' Gorin (Santa Rosa) 2. ABAG Regional Planning Committee, one vacancy, to fill the vacancy created by Veronica Jacobi (Santa Rosa) leaving office. Appointment will fill vacancy -until September 2011. Letters of interest were received from: • Mark Landman (Cotati) • Scott Bartley (Santa Rosa) • Tiffany Renee (Petaluma) a County Human Services Commission, one vacancy, to fill the vacancy created by Veronica Jacobi (Santa Rosa) leaving office. North Bay Division of League of California Cities, Executive Board, two vacancies, created by Jane Bender (Santa Rosa) leaving office and term expiration of Kathleen Shaffer (Sebastopol). Terms expire December 2012. The President of the North Bay League of California Cities Executive Board will make the final decision. Letter of interest was received from: ® Kathleen Shaffer (Sebastopol) North Coast Railroad Authority Board of Directors, one vacancy, to fill the vacancy created by term expiration of Gus Wolter (Cloverdale). Thank you City of Sebastopol staff received two requests to extend the timeframe, which we did administratively until January 6, 2011. One request was from the City of Petaluma as they were not going to reorganize their Council and committees until after the original deadline (I believe. Cotaii was in the same position, though Cotati didn't request an extension). The second request was from an'individual elected official who had a personal issue'and caused them not to be able to meet the original deadline. We cannot prevent letters of interest being submitted after the deadline and it is our understanding that such letters are typically provided to the various cities arid the individual councils can certainly assign whatever value they place on a letter that is submitted after the deadline. We are not aware of anything in the bylaws of the Mayor and Councilmember Association that addresses this issue, however, that is something one of the cities may want to bring up for discussion at the Executive Board meeting. In this role, I have- been an active member of the -Board, serving on the Governmental Affairs and Public Information Committee and the Rules, Policy and Industrial Relations Committee. My current term of office expires in March 2011, and I am seeking your support for reappointment to serve another two-year term. Being able to represent Sonoma County and its transportation interests, as well as represent the interests of the District as a whole,, has been very rewarding. During my first term, I focused my efforts on increasing transit ridership by improving Golden Gate Transit route connections between the'District and Sonoma County Transit. Getting more people out of their cars and into public transit is a proven way to fulfill the commitment we've all made as public servants to reduce green -house gas emissions. Like many other agencies, District is experiencing significant fiscal challenges and currently has an $89 million 5 -year deficit. Revenues are down due primarily to the state budget crigis coupled with a reduction in commute traffic and transit ridership into San Francisco due to a drop in -the nurriber of jobs. The District's Financial Plan contains 33 different budget -balancing initiatives, 10 of which have been implemented. It is my hope' that I will' be able to continue to represent Sonoma County interests on the Board when these tough decisions are being made. Most recently, I have supported a number of shortfall -reducing programs that allow the District to continue providing its much need transportation services that link Sonoma County to its southern neighboring counties of Marin and San Francisco. As you can see, there are many -important issues facing the District,:and it is my heartfelt desire to' continue to serve on this Board'asryour representative.
