HomeMy WebLinkAboutResolution 99-168A N.C.S. 08/16/1999 ~Zesolution No. 99-168-A N.C.S. 1 2 of the City of Petaluma, California 3 4 5 ADOPTING THE PETALUMA 6 HISTORIC COMMERCIAL DISTRICT DESIGN GUIDELINES 7 8 9 WHEREAS, the Historic and Cultural Preservation Committee (aka Historic Site Plan and 1 o Architectural Review Committee) held a public hearing on the Petaluma Historic Commercial 11 District Design Guidelines on May 13, 1999, after giving notice of said hearing in the manner, 12 for the period, and in the form required by Ordinance No. 1072 N.C.S., as amended, and at the 13 end of the public hearing the Committee voted 6-0 to recommend that the Planning Commission 14 forward a recommendation to the City Council to adopt the Design Guidelines; and IS 16 WHEREAS, the Planning Commission held a public hearing on the Petaluma Historic 17 Commercial District Design Guidelines on June 8, 1999, after giving notice of said hearing, in 18 the manner, for the period, and in the form required by Ordinance No. 1072 N.C.S., as amended; 19 and 20 21 WHEREAS, at the end of the public hearing the Planning Commission voted 5-0, with one 22 abstention, to recommend that the City Council adopt the Design Guidelines; and 23 24 WHEREAS, the City Council held a public hearing on the proposed project on August 16, 1999, 25 after giving notice of said hearing in a manner, for the period, and in the form required by 26 Ordinance No. 1072 N.C.S., as amended; and 27 28 WHEREAS, by Ordinance No. 2087 N.C.S., the Downtown Historic District project area 29 was rezoned to apply an Historic Overlay District; and 30 31 WHEREAS, the City Council finds that the requirements of the California Environmental 32 Quality Act Guidelines, Article 6, Negative Declaration, have been satisfied and a Negative 33 Declaration was adopted by Resolution No. 99-168 N.C.S.; and 34 Resolution No. 99-168-A x.c.s. Page 1 of 2 1 WHEREAS, the Design Guidelines shall be applied to all properties within the Historic District 2 Overlay, as identified on the attached "Exhibit A," Location Map; and 3 4 WHEREAS, the City Council finds that the Design Guidelines will provide direction to property 5 and business owners in the downtown on appropriate methods by which to rehabilitate, remodel, 6 or alter the exterior of their structures and the streetscape which will help to preserve the historic 7 character of the downtown; and 8 9 WHEREAS, the Design Guidelines will implement the General Plan, specifically Policy 16 of 10 the Land Use Element, which states that future Central Business District development shall 11 respect and be compatible with the existing scale and historic and architectural character of the 12 downtown; and Policy 19, which states that the City shall encourage owners of downtown 13 buildings to improve building exteriors consistent with the historic and visual character of the 14 downtown; and 15 16 WHEREAS, the City Council finds that the Design Guidelines will ensure that the historic 17 character of the downtown is preserved to the benefit of the citizens of Petaluma, and that the 18 adoption of the Guidelines is consistent with the General Plan and the .Zoning Ordinance. 19 20 NOW, THEREFORE BE IT RESOLVED that the City Council of the City of Petaluma does 21 hereby adopt the Petaluma Historic Commercial District Design Guidelines to be applied to the 22 Downtown Historic District, as identified in "Exhibit A," pursuant to Article 17 of Zonirig 23 Ordinance No. 1072 N.C.S., as amended. 24 25 Under the powez and authority conferred upon this Council by the Charter of said City.
