HomeMy WebLinkAboutResolution 2016-172 N.C.S. 11/07/2016Resolution No. 2016 -172 N.C.S. of the City of Petaluma, California RESOLUTION RATIFYING THE TENTATIVE AGREEMENT REACHED BY THE DULY AUTHORIZED REPRESENTATIVES OF THE CITY OF PETALUMA AND THE PETALUMA PUBLIC SAFETY MID - MANAGEMENT ASSOCIATION WHEREAS, the City of Petaluma, through its duly authorized representatives, and the Petaluma Public Safety Mid - Management Association ( PPSMMA), through its duly authorized representatives, have concluded their mutual obligation to meet and confer in good faith with respect to the wage re- opener provided by Section 6.2 of the PPSMMA Memorandum of Understanding (MOU) effective July 1, 2014 — June 30, 2017, in accordance with the Meyers - Milias -Brown Act and the City's Employer - Employee Relations, Rules and Regulations (Resolution No. 55412 N.C.S.); and WHEREAS, the duly authorized representatives of the City and the PPSMMA have executed this Tentative Agreement and recommend its approval by the City Council; and WHEREAS, the City Manager, pursuant to Section 28 of the Charter of the City of Petaluma, and as the City's Municipal Employees' Relations Officer (Resolution No. 5375 N.C.S.), is required and empowered to make a recommendation to the City Council on matters related to employees' compensation; and WHEREAS, the City Manager has reviewed and concurs with said Tentative Agreement for PPSMMA and does recommend that the City Council ratify said Tentative Agreement. NOW, THEREFORE, BE IT RESOLVED that the Tentative Agreement, being in the best interests of the City of Petaluma, is ratified and the terms and conditions of said Tentative Agreement, attached to and incorporated as Exhibit A, shall be effective on the pay period beginning November 6, 2016. Under the power and authority conferred upon this Council by the Charter of said City. Page 1 Wage Reopener Petaluma Public Safety Mid - Management Association -- Unit 10 MOU 1) Base wage increase 3.5 %, effective the pay period beginning November 6, 2016. 2) $1000 Non-PERS able cash payment, applied in the pay period beginning November 6, 2016, 3) 1 Year extension of current contract, to June 30, 2018, 4) Continuation of off -set that reduces the number of hours of Administrative heave available for annual cash -out. This shall be same language as in current MOU (section 12.1 and 12.3) with date changes to reflect the effective period as FY 2016 -17. 5) Wage reopener in May of 2017 for the sole purpose of discussing whether a potential salary adjustment will tape place during the fiscal year 20172018.
