SUBJECT: Resolution Approving the Purchase of Equipment to Upgrade Existing Traffic
Signal Control Equipment for the Transit Signal Priority Phase II Project from
Advanced Traffic Products
RECOMMENDATION
It is recommended that the City Council adopt a Resolution Approving the Purchase of
Equipment to Upgrade Existing Traffic Signal Control Equipment for the Transit Signal Priority
Phase II Project from Advanced Traffic Products.
BACKGROUND
On March 3, 2014, City Council approved the Transit Signal Priority Phase I Pilot Corridor
Project (TSP). Subsequently separate purchase orders were approved for equipment, and
construction and installation services. The Phase I Pilot Corridor on McDowell Blvd. from
Caulfield to Old Redwood Highway began operation in June 2016. No traffic problems have
been reported, and Route 2 buses are generally experiencing less delay on North McDowell.
Phase I consisted of the following elements:
Phase Selector Cards for eight intersections, and GPS detection equipment at 13
intersections.
Communications cards for upgrading 2 -way communications at 13 intersections.
A new server to host both the existing Traffic Signal Management software produced by
Quiknet and the new GTT Transit Signal Priority Management and Recording Software
supplied by CMS.
DISCUSSION
Phase II, which includes East Washington from US 101 Freeway to Kentucky, and D Street from
Petaluma Blvd. South to Lakeville, will build upon the successes of Phase I by equipping 11
intersections within the project area with new TSP equipment. The purchase from Advanced
Traffic Products will provide the non -radio elements required to deliver Phase II of the project,
including:
Opticom Phase Selector and Interface Cards for the 11 intersections in the corridors.
Signal Mast GPS Transit Signal Priority detection units and cabling to reach the 11 signal
control cabinets at intersections along the 11 Phase II intersections.
GTT Opticom equipment sold by Advanced Traffic Products (ATP), and previously
deployed across Petaluma by the Fire Department for pre - emption during emergency
response.
California Public Contract Code Section 3400(c)(2) allows the City to specify a product purchase
by brand name if that brand is required in order to match other products in use on a particular
public improvement either completed or in the process of completion. Petaluma Municipal Code
Section 4.04.050 provides an exemption from the City's competitive bidding requirements when
the commodity can be obtained from only one vendor. The purchase of GTT Opticom TSP
equipment from the sole source vendor, Advanced Traffic Products, is justified as follows:
• Petaluma's existing GTT Opticom equipment deployed City -wide will not function
properly with alternative equipment, so to switch equipment brands for the TSP Phase II
Project would require complete replacement of all Petaluma's signal priority system.
• Advanced Traffic Products (ATP) is the exclusive local distributor of the required GTT
Opticom TSP equipment, the leader in the signal priority /preemption industry. The sole
source finding will assure compatibility of spare parts and operator training with the TSP
Phase 1 project and other traffic signal controls equipment used by the City.
This standardization allows the City to maintain a smaller parts inventory, reduce training needs,
improve consistency of operations and maintenance and permits equipment interchangeability.
Benefits of the project include protecting the current running time cycles of each route, which
helps to avoid adding additional service hours. TSP Phase II will alleviate bus delays on Route
11, and for buses serving the new SMART Station bus stop on D Street. The project provides
cross - departmental benefits by replacing traffic signal control equipment without impacting the
Traffic Division General Fund budget, while improving emergency response times for the Fire
Department.
The proposed action meets Council Goals: "Improve and Enhance Fiscal Stability and
Sustainability" and "Plan for and implement priority capital projects as funding permits ".
FINANCIAL IMPACTS
Transit Signal Priority Phase II is funded by 81 % MTC Transit Performance Incentive funds and
with the local match provided by traffic impact fees as approved in the FY 16 -17 CIP Budget.
There are no impacts to the Street or General Fund budgets.

RESOLUTION APPROVING THE PURCHASE OF EQUIPMENT TO UPGRADE
EXISTING TRAFFIC SIGNAL CONTROL EQUIPMENT FOR THE TRANSIT SIGNAL
PRIORITY PHASE II CORRIDOR FROM ADVANCED TRAFFIC PRODUCTS
WHEREAS, the Metropolitan Transportation Commission (MTC), the Bay Area's Metropolitan
Planning Organization, has established a regional funding emphasis on projects that optimize the
efficiency of existing infrastructure, such as freeway and arterial signal coordination projects,
and projects that maximize limited transit operating funding; and
WHEREAS, Petaluma's Transit Signal Priority Project (TSP) is a project that meets MTC's
emphasis on maximizing the effectiveness of existing transportation infrastructure; and has the
dual - benefit of the establishment of low- priority signal preference for Petaluma Transit fixed
route buses, while upgrading and replacing vital TSP signal hardware utilized by the Petaluma
Fire Department and the City's Traffic Engineering Division; and
WHEREAS, Phase I of the TSP has been successfully implemented and Phase II, including 11
intersections on East Washington and D Streets, has been established as the next priority; and
WHEREAS, the Petaluma TSP Project Phase II will be funded by several sources, including
City Traffic Impact Fees, MTC's Transit Performance Incentive funds, and TDA transit capital
funding as established in the City's FY 16/17 CIP budget; and
WHEREAS, a "sole source" procurement is necessary to assure that the new equipment works
seamlessly with the existing GTT equipment installed throughout Petaluma, including
compatibility and uninterrupted reliability of emergency response pre - emption at intersections
along the TSP Phase 1 on McDowell Blvd.; and
WHEREAS, the sole source finding is justified because the vendor, Advanced Traffic Products,
is the exclusive local distributor of the required GTT Opticom TSP equipment and its use is
necessary to assure compatibility of spare parts and training for operation and maintenance of the
TSP equipment throughout the City; and
WHEREAS, the Project is exempt from the requirements of the California Environmental
Quality Act ( "CEQA ") pursuant to section 15275(a) of the CEQA Guidelines because it will
increase existing City passenger bus services by improving bus travel time and reducing
greenhouse gas emissions.
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Petaluma:
1. Makes the necessary sole source finding for the purchase of the subject equipment from
Advanced Traffic Products to assure compatibility of the equipment, training, and spare
parts with existing equipment utilized throughout the City, in accordance with California
Public Contract Code Section 3400(c)(2) and Petaluma Municipal Code Section
4.04.050.

2. Authorizes the City Manager to execute all related documents to purchase the following
equipment for the Transit Signal Priority Pilot Corridor, in a total amount not to exceed
$62,300.38 from Advanced Traffic Products as follows:
a. Phase Selector & Interface Cards for the 11 intersections in the corridors;
b. 11 Signal Mast GPS Transit Signal Priority detection units and cabling.
