This project consists of construction of five (5) aircraft storage hangar buildings (approximately 73,000
square feet of buildings), including a men's and women's restroom facility, design of a bike/pedestrian
pathway adjacent to the project area along Sky Ranch Dr., new security fencing and gates, extension of
fire mains and new fire hydrants, car parking areas, and improvements to the drainage system in the
area. The buildings will have the same general architectural features as the hangars that were recently
constructed at the airport. City Council endorsed deferment of showers until the future terminal
building is constructed.
The City received three (3) bids on July 22, 2004, for this project, with the low bid being submitted by
North Bay Construction, Inc. of Petaluma, CA in the amount of $4,783,245.10.
Recommended City Council Action/Suggested Motion:
Council to adopt the resolution awarding the construction contract to the low bid submitted by North
Bay Construction, Inc., 431 Payran St., Petaluma, CA 94952 in the amount of $4,783,245.10, and
authorize the City Manager to execute the construction contract.

RESOLUTION AWARDING A CONSTRUCTION CONTRACT FOR THE PETALUMA MUNICIPAL
AIRPORT HANGAR CONSTRUCTION PROJECT NO. 04-C100103-1 (AIP 3-06-0186-12 AND 13)
1. EXECUTIVE SUMMARY:
This project consists of construction of five (5) aircraft storage hangar buildings
(approximately 73,000 square feet of buildings), including a men's and women's restroom

2. BACKGROUND:
At present, there are 103 fully occupied City hangars, with little turnover. 129 pilots, who
have each put down firm deposits of $400, are on the current waiting list for additional
units. Revenue from the planned hangars, as well as the existing units, will not only help to
finance the project, but will assure the long-term viability of the airport.
Funding is available for completion of this project from FAA AIP 12, 13 and 14 grants;
2003 Certificates of Participation, authorized by the City Council on October 27, 2003; and
a low -interest -rate loan from the California Department of Transportation, Division of
Aeronautics.

Sustainable revenue will be based on rentable space of 69,218 square feet, at a rental rate of
$ .375 per square foot, as established by the Airport Commission. At this rate, the hangar
rental revenue generated will yield $311,481 annually.
CONCLUSION:
The City received three (3) bids on July 22, 2004 for this project, ranging from a low of
$4,783,245.10 to a high of $4,906,448.00. The low bid was submitted by North Bay
Construction, Inc. of Petaluma, CA. Staff believes that the City received good bids and is
recommending award of the construction contract.
OUTCOMES OR PERFORMANCE MEASUREMENTS THAT WILL IDENTIFY SUCCESS OR
COMPLETION:
Following Council adoption of resolution to award contract, the contractor will enter into
an agreement with the City and submit the required contract documents, bonds and
insurance. The project will be completed in two phases, each with separate times of
completion. The contractor has five days after issuance of the first Notice to Proceed to

start work on Phase I, which will be completed within forty-five (45) working days. Phase
II will begin on the date the building permit is issued (the second Notice to Proceed) or, if
winter conditions prevail at the site at the time the permit is issued, a date selected by the
Contractor and approved by the City, and will be completed within one hundred twenty
(120) calendar days thereafter. Construction is anticipated to start by April 2005 and be
completed by Fall 2005.
7. RECOMMENDATION:
Council to adopt the resolution awarding the construction contract to the low bid submitted
by North Bay Construction, Inc., 431 Payran St., Petaluma, CA 94952 in the amount of
$4,783,245.10, and authorize the City Manager to execute the construction contract.

WHEREAS, the plans and specifications for the Petaluma Municipal Airport
Hangar Construction Project No. 04-C100103-1 (AIP 3-06-0186-12 and 13) have been
prepared, and bids solicited by Mead & Hunt, Inc. of Santa Rosa, for construction of five
(5) aircraft storage hangar buildings; and
WHEREAS, three (3) bids were received on July 22, 2004 with the low bid being
submitted by North Bay Construction, Inc. of Petaluma, CA, in the amount of
$4,783,245.10.
NOW, THEREFORE BE IT RESOLVED that the Petaluma City Council
awards the construction contract to North Bay Construction, Inc. in the amount of
$4,783,245.10, and authorizes the City Manager to execute the contract, subject to review
and approval of all contract documents, insurance certificates and bonds by the City
Attorney.
