RESOLUTION APPROVING THE PURCHASE OF EQUIPMENT TO UPGRADE
EXISTING TRAFFIC SIGNAL CONTROL EQUIPMENT FOR THE TRANSIT SIGNAL
PRIORITY PHASE II CORRIDOR FROM ADVANCED TRAFFIC PRODUCTS
WHEREAS, the Metropolitan Transportation Commission (MTC), the Bay Area's
Metropolitan Planning Organization, has established a regional funding emphasis on projects that
optimize the efficiency of existing infrastructure, such as freeway and arterial signal coordination
projects, and projects that maximize limited transit operating funding; and
WHEREAS, Petaluma's Transit Signal Priority Project (TSP) is a project that meets
MTC's emphasis on maximizing the effectiveness of existing transportation infrastructure; and
has the dual - benefit of the establishment of low- priority signal preference for Petaluma Transit
fixed route buses, while upgrading and replacing vital TSP signal hardware utilized by the
Petaluma Fire Department and the City's Traffic Engineering Division; and
WHEREAS, Phase I of the TSP has been successfully implemented and Phase II,
including 11 intersections on East Washington and D Streets, has been established as the next
priority; and
WHEREAS, the Petaluma TSP Project Phase II will be funded by several sources,
including City Traffic Impact Fees, MTC's Transit Performance Incentive funds, and TDA
transit capital funding as established in the City's FY 16/17 CIP budget; and
WHEREAS, a "sole source" procurement is necessary to assure that the new equipment
works seamlessly with the existing GTT equipment installed throughout Petaluma, including
compatibility and uninterrupted reliability of emergency response pre - emption at intersections
along the TSP Phase 1 on McDowell Blvd.; and
WHEREAS, the sole source finding is justified because the vendor, Advanced Traffic
Products, is the exclusive local distributor of the required GTT Opticom TSP equipment and its
use is necessary to assure compatibility of spare parts and training for operation and maintenance
of the TSP equipment throughout the City; and
WHEREAS, the Project is exempt from the requirements of the California
Environmental Quality Act ( "CEQA ") pursuant to section 15275(a) of the CEQA Guidelines
because it will increase existing City passenger bus services by improving bus travel time and
reducing greenhouse gas emissions.
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of
Petaluma:
1. Makes the necessary sole source finding for the purchase of the subject equipment
from Advanced Traffic Products to assure compatibility of the equipment, training,
and spare parts with existing equipment utilized throughout the City, in accordance
with California Public Contract Code Section 3400(c)(2) and Petaluma Municipal
Code Section 4.04.050.

2. Authorizes the City Manager to execute all related documents to purchase the
following equipment for the Transit Signal Priority Pilot Corridor, in a total amount
not to exceed $62,300.38 from Advanced Traffic Products as follows:
a. Phase Selector & Interface Cards for the 11 intersections in the corridors;
b. 11 Signal Mast GPS Transit Signal Priority detection units and cabling.
Under the power and authority conferred upon this Council by the Charter of said City.
