4 APPROVING THE WASTEWATER TREATMENT MASTER PLAN

7 WHEREAS, in 1938, the original wastewater treatment processes were constructed at
8 950 Hopper Street;
9
10 WHEREAS, to meet the community's needs and changing regulatory requirements,
11 various upgrades and additions to the wastewater treatment plant were conducted through
12 the 1960s;
13
14 WHEREAS, in 1972, the oxidation ponds were constructed at 4400 Lakeville Highway
15 to provide additional treatment capacity;
16
17 WHEREAS, in 1988, with influent flows exceeding 75% of the permitted capacity of the
18 wastewater treatment facility, and necessary upgrades to the facility to increase treatment
19 capacity and continue to meet the needs to the community too costly, the City determined
20 to replace the existing wastewater treatment facility;
21
22 WHEREAS, in 1991, the City began an effort to procure a new wastewater treatment
23 facility to be designed, constructed, financed, owned and operated by a private company
24 (privatization);
25
26 WHEREAS, on July 17, 1996, the privatization effort lead to issuance of the RFP to five
27 pre-qualified vendor teams;
28
29 WHEREAS, in January 1997, the City received proposals from Montgomery United
30 Water (MUW) and US Filter/EOS;
31
32 WHEREAS, on January 5, 1998, the City Council adopted Resolution No. 98-11, which
33 selected MUW for contract negotiations;
34
35 WIFIEREAS, negotiations with MUW on technical, legal and agreement issues began on
36 January 27, 1998 and proceeded through spring 1999;
37
38 WHEREAS, on September 21, 1998, the City Council, recognizing the need for
39 development of a public alternative to the proposed privatization project, approved
40 preparation of the wastewater treatment facility master plan;

1 WHEREAS, the objectives of the master plan were: 1) To identify a City owned facility
2 that will meet the City's wastewater treatment goals and needs, and 2) To identify a City
3 owned facility that can serve as a benchmark, publicly owned facility for comparison with
4 the proposed privately owned wastewater treatment facility;

6 WHEREAS, the Wastewater Treatment Master Plarr, City of Petaluma, California
7 (Brown and Caldwell, May 1999) was completed in May 1999;
8
9 WHEREAS, the Wastewater TYL'cTZme)Tt MClS1L'Y Plar1 evaluated a range of conceptual
10 wastewater treatment alternatives with respect to key screening criteria;
11
12 WHEREAS, on June 7, 1999, the City Council considered and discussed the Was7c~water
13 Treatment Master Plcrrz;

l5 WHEREAS, on July 19, 1999, the City Council terminated the privatization effort and
16 established City ownership of the new wastewater treatment facility;
17
18 NOW, THEREFORE ><T BE RESOLVED by the Petaluma City Council that the
19 Wastewater Treatment Master' Plar~~, City of Petaluma, California (Brown and Caldwell,
20 May 1999), is hereby approved and incorporated into this resolution as if set forth in its
21 entirety;

23 BE IT FURTHER RESOLVED by the Petaluma City Council that the Was'lelva[e/'
24 "I'reatn7ent Master Plarr (Brown and Caldwell, May 1999) is hereby approved as the
25 conceptual basis for development of° the wastewater treatment facility and that the final
26 layout and processes for the wastewater treatment facility shall be refined and determined
27 prior to final design of the wastewater treatment facility.
