3 RESOLUTION SETTING THE 2000 ALLOCATION POOL

5 WHEREAS, the City Council has adopted a Residential Growth Management System by
6 Ordinance 1716 N.C.S. (Chapter 17.26 of the Petaluma Municipal Code) establishing the
7 procedure for setting the allocation pool on a yearly basis; and

9 WHEREAS, interested developers have filed Notice of Intent to Develop forms in accordance
to with the provisions of Chapter 17.26 and these, in combination with other allocation obligations
11 created and anticipated by the action of the City Council, comprise the total number of allocation
12 requests for 2000; and

la WHEREAS, the setting of allocations must be done in conformance with. General Plan policy
15 that permits a maximum annual average of 500 allocations, no more than 1,000 allocations in
16 any year and not more than 1.,500 allocations over three consecutive years; and
17
18 WHEREAS, total requests for 2000 allocations equals 195 units; and
19
20 WHEREAS, with the inclusion of 45 allocations for exempt projects (residential projects with
21 not more than 30 unit and/or lots), there is not compelling reason to set the allocation pool higher
22 than the number of requested units and/or lots this year, for a total of 240 allocations; and

2~ WHEREAS, the City Council finds the setting of allocations is not a project pursuant to Section
25 ` 15061 of the California Environmental Quality Act and, therefore, no environmental action is
26 necessary at this time; and

2s WHEREAS, the City Council met on May 3, 1999, and discussed the setting of the pool for 2000
29 allotments;

31 NOW THEREFORE, BE IT RESOLVED that the City Council sets the 2000 allocation pool at
32 240 units and/or lots.

2 BE IT FURTHER RESOLVED that the City Council makes the following findings in support of
3 its setting the 2000 allocations pool:

7 1. The number of available 2000 allotments is consistent with the provisions of the
s Residential Growth Management System Ordinance (Chapter 17.26 of the Petaluma
9 Municipal Code) and the applicable policies of the 1987-2005 Petaluma General Plan.

11 2. The decision to set the 2000 allocation pool at 240 is not detrimental to the public .health,
12 safety or welfare because the City Council has considered the 2000 allocation pool in the
l3 context of overall City-wide growth rates, adequacy of public facilities, and the timing of
14 development, and this pool adequately satisfies all valid applicants.
