4 RESOLUTION SUPPORTING PREFERRED ALTERNATIVE #3 IN THE
5 DEPARTMENT OF TRANSPORTATION'S PROGRAMMATIC ENVIRONMENTAL
6 ASSESSMENT, WHICH WOULD RETAIN THE U.S. COAST GUARD BASE AT TWO
7 ROCK IN PETALUMA

10 WHEREAS, the U. S. Coast Guard Base at Two Rock in Petaluma was under
11 consideration for closure; and
12
13 WHEREAS, public outcry, along with support from local cities and local legislators,
14 helped postpone the closure of the base; and
15
16 WHEREAS, a Programmatic Environmental Assessment (PEA) and Proposed Finding of
17 No Significant Impacts (FONSI) Have. been prepared by the U.S. Department of
18 Transportation/LTnited States Coast Guard for the "Optimize Training Infrastructure" (OTI)
19 Initiative, which examined the ability of the Coast Guard's training infrastructure to support
20 changing technological and operational conditions in an efficient, cost-effective manner; and
21
22 WHEREAS, the Programmatic Environmental Assessment, which is open for public
23 comment until October 8, 1999, evaluates the full range of resources affected by each alternative,
24 and describes and compares the potential environmental and socioeconomic effects of the four
25 alternatives, of which the U.S. Coast Guard has chosen Alternative #3 as its Preferred
26 Alternative; and

28 WHEREAS, Alternative #3 would retain all four training centers slated for closure and,
29 where cost effective, fill any excess training capacity with non-training and training-related
30 functions, including renovating underutilized classroom and lodging space at Petaluma's training
31 center for use by non-training units with compatible missions.

1 NOW, THEREFORE, BE IT RESOLVED that the Petaluma City Council supports the
2 Department of Transportation's Preferred Alternative #3 in the Programmatic Environmental
3 Assessment which would retain all four training centers being considered for closure, including
4 the U.S. Coast Guard Training Center in Petaluma at Two Rock.
