Resolution No. 99-204 NC.S. of the City of Petaluma, California 1 2 3 A RESOLUTION 4 TO ESTABLISH PETALUMA YOUTH COMMISSION 5 AND A PETALUMA TEEN COUNCIL 6 7 WHEREAS, it is the objective of every healthy community to support and advance the 8 development of all of its young people; and, 9 10 WHEREAS, a community needs assessment survey commissioned by HCZ indicated a strong 11 desire to improve Petaluma's support for youth resulting in formation of the TEEN CAPS; and, 12 13 WHEREAS, a study by the Adolescent Health Center of the University of California, which was 14 funded by Petaluma Health Care District, confirmed the work of the TEEN CAPS; and, 15 16 WHEREAS, technological advancers, economic competition and social changes pose serious 17 challenges to our youth; and, 18 19 WHEREAS, the Petaluma community has many activities and organizations that address some 20 specific youth and their needs; and, 21 22 WHEREAS, improvement and collaboration among these activities and organizations should be 23 encouraged and assisted; and, 24 25 WHEREAS, acommunity-wide approach is needed to advocate for youth and to achieve 26 collaboration among agencies that are involved with youth issues; and, 27 28 WHEREAS, young people and their families would benefit from improved knowledge and of 29 access to services; and, 99-204 Page 1 of 3 Res. N.C.S. 1 2 3 4 5 WHEREAS, the people of Petaluma take pride in the accomplishments of its young people and 6 cherish their future in the community; 7 8 NOW 'T'HEREFORE, BE I'I' RESOLVED, that the City Council of Petaluma, in cooperation 9 with the Petaluma Board of Education and the Petaluma Health Care District, does hereby 10 establish a Youth. Commission to address the needs of the youth of the Petaluma community and 11 a Teen Council to provide a voice for the teens of the Petaluma community; and be it further 12 13 RESOLVED, that the Youth Commission and Teen Council shall work in partnership with HCZ, 14 our community collaborative as well as other appropriate agencies, organizations and resources 15 to enhance services and opportunities for young persons, that each one might develop their full 16 potential in our community and promote good citizenship; and be it further 17 18 RESOLVED, that the Youth Commission be established by a subcommittee comprised of two 19 representatives each from the City Council, the Petaluma School Board, and the Petaluma Health 20 Care District with said subcommittee to screen and interview all applicants and make a 21 recommendation to the City Council regarding commission representatives,; and be it further 22 23 RESOLVED, that the sponsored Teen Council be comprised of youth members selected by the 24 City Council with the charge to represent all the youth of the Petaluma community; and be it 25 further Reso. 99-204 NCS Page 2 of 3 1 2 3 4 5 RESOLVED, that the Petaluma Youth Commission and the Petaluma Teen Council shall report 6 annually to the establishing authorities and to the community concerning services for .youth, 7 relevant issues, and actions to achieve its mission; and be it further 8 9 RES®L,VED, that the City Council will receive a status report of both the Youth Commission 10 and Teen Council within twelve months, including mission statements, goals, business plans and 11 organizational structure of each representative body. 12 13 jc/nb/resteen/c:jim Under the power and authority conferred upon this Council by the Charter of said City.
