HomeMy WebLinkAboutStaff Report 4.A 01/09/2017DATE: January 9, 2017 Agenda Item #4.A TO: Honorable Mayor and Members of the City Council through City Manager FROM: Claire Cooper, City Clerk SUBJECT: Appointing Council Member Teresa Barrett as Vice Mayor for 2017 RECOMMENDATION It is recommended that the City Council adopt the attached Resolution Appointing Council Member Teresa Barrett as Vice Mayor for 2017. BACKGROUND Council's Rules, Policies, and Procedures state that the Vice Mayor is to be selected at the first meeting in January each year, and serves a one-year term. The selection is based on seniority. In the case of newly seated Council Members, seniority is established by the number of votes received at the time of their election. If a Council Member does not accept the appointment, the member's name shall go back to the bottom of the seniority list. No member shall serve a second term as Vice Mayor until all the other members of Council have had an opportunity to serve. DISCUSSION Council Member Healy is the senior member of the City Council, followed by Council Member Barrett. However, Council Member Healy has served as Vice Mayor more recently (2011) than Council Member Barrett (2009). Therefore, in accordance with Council's Rules Policies and Procedures, as noted above, Council Member Teresa Barrett will serve as Vice Mayor in 2017, followed by Council Member Mike Healy in 2018. FINANCIAL IMPACTS None, other than staff time preparing, printing, and copying this report. ATTACHMENTS 1. Resolution Resolution No. 2017 -XXX N.C.S. of the City of Petaluma, California APPOINTING COUNCIL MEMBER TERESA BARRETT VICE MAYOR OF THE CITY OF PETALUMA WHEREAS, the City Council's Rules, Policies, and Procedures provide, at Section V(B), that the Vice Mayor shall be selected at the first meeting in January and serve for a one- year term; and, WHEREAS, said selection shall be based on seniority; and, WHEREAS, the Rules, Policies, and Procedures further state that no member shall serve a second term as Vice Mayor until all members of the City Council have had an opportunity to serve; and, WHEREAS, Council Member Healy is the senior member of the City Council, followed by Council Member Teresa Barrett; and WHEREAS, Council Member Healy last served as Vice Mayor in 2011, more recently than Council Member Barrett, who last served as Vice Mayor in 2009; and WHEREAS„ in accordance with Council's Rules Policies and Procedures, Council Member Barrett should serve as Vice Mayor in 2017, followed by Council Member Healy in 2018; NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Petaluma hereby appoints Council Member Teresa Barrett as Vice Mayor for the calendar year 2017. Under the power and authority conferred upon this Council by the Charter of said City.
