CALL TO ORDER Meeting called to order at 07:00 PM. 2. ROLL CALL PRESENT:Diana Gomez, Bill Wolpert, Jocelyn Yeh Lin, and Richard Marzo. ABSENT: Gina Benedetti - Petnic, Jennifer Pierre, and Dave King. There will be no Committee /Commission discussion or action. The Chair will allot no more than three minutes to any individual. If more than three persons wish to speak, their time will be allotted so that the total amount of time allocated to this agenda item will be 15 minutes. Chair Lin 4. COMMISSION COMMENT A. Pedestrian and Bicycle Committee — Richard Marzo Commissioner Marzo reported that the Pedestrian and Bicycle Advisory Committee met last week. The main item was the introduction of the Brody Ranch project which is a 16 -acre parcel on Corona Road and Sonoma Mountain Parkway. The project is a Planned Unit Development consisting of 59 single - family homes, 138 condos and one duplex. The Committee reviewed the plans and improvements and discussed the project's accessibility to the SMART train station and its access points as well as the street, sidewalk and bike lane improvements. C. Tree Advisory Committee — Gina Benedetti - Petnic No report was given. D. Other Committee Comment N/A 5. STAFF COMMENT A. Planning Manager's Report Kevin Colin, Deputy Planning Manager, reported on upcoming meetings. At the July 26th meeting, the Burdell mixed use project will return for historical SPAR review as well as a zoning change request project. At the August 9th meeting, there will be two historic projects for HCPC review and an alcohol serving business conditional use permit. The Brody Ranch project will likely be coming to the Commission later in the summer pending EIR circulation and public review. 6. APPROVAL OF MINUTES A. Approval of Minutes of Regular Planning Commission Meeting of Tuesday, June 28, 2016. Now the bike path is slowly fading with the plans for the Marina apartments, considering that the City Council chose to move the project ahead without the bike path. Mr. Crowley is concerned about the disappearance of a bike path along the Petaluma River and finds it a bad precedent for future projects. Vote: The motion failed 1- 3. Yes: Richard Marzo. No: Diana Gomez, Bill Wolpert, and Jocelyn Yeh Lin. Absent: Gina Benedetti - Petnic, Jennifer Pierre, and Dave King. Motion: Approve Site Plan and Architectural Review to develop a five -story apartment building including ninety units and other associated site improvements at property within the Petaluma Marina Planned Community District for the Marina Drive Apartments Project made by Bill Wolpert, seconded by Richard Marzo. Vote: The motion failed 1- 3. Yes: Richard Marzo. No: Diana Gomez, Bill Wolpert, and Jocelyn Yeh Lin. Absent: Gina Benedetti - Petnic, Jennifer Pierre, and Dave King. Chair Lin 9.
