CALL TO ORDER The meeting was opened at 07:00 PM. 2. ROLL CALL Page 1 PRESENT:Diana Gomez, Gina Benedetti - Petnic, Bill Wolpert, Jennifer Pierre, Jocelyn Yeh Lin, Council Member King, John Perlis, and Kit Schlich. ABSENT: Richard Marzo. EXCUSED: None. A. Election of Chair /Vice Chair Commissioner Benedetti - Petnic Chair Lin This item was moved to the end of the agenda. 3. PUBLIC COMMENT The Committee will hear public comments only on matters over which it has jurisdiction. There will be no Committee /Commission discussion or action. The Chair will allot no more than three minutes to any individual. If more than three persons wish to speak, their time will be allotted so that the total amount of time allocated to this agenda item will be 15 minutes. Chair Lin Joint HCPC and Planning Commission Meeting of July 26, 2016 Page 2 4. COMMITTEE COMMENT A. Council Liaison — Dave King Council member Dave King reported on City Council news. At the July 18th meeting, a resolution was approved for the completion of construction for water service replacement. The Council also approved a letter opposing Governor Brown's By Right Housing Proposal. On July 25th, Council held a Special Workshop to discuss a sales tax measure for road repair. It was concluded not to move forward with the sales tax measure this fall due to low polling data supporting the measure which requires a 2 /3rd public vote. This measure will be held off until 2017 or 2018. Council member King believes that the vast majority of the public supports fixing roads and suggested that the Commissioners speak to neighbors and engage the public to support the measure in the future. B. Pedestrian and Bicycle Committee — Richard Marzo No report was given. C. Tree Advisory Committee — Gina Benedetti - Petnic Commissioner Benedetti - Petnic had nothing to report due to the July meeting being cancelled. D. Planning Manager's Report Planning Manager, Heather Hines, welcomed John Perlis to his first Historical and Cultural Preservation Committee meeting. Since the last Planning Commission meeting, the Marina Apartments appeal was filed and is being scheduled to go to the City Council on September 12th. The next Planning Commission meeting on August 9th will also be an HCPC meeting with two items on the agenda. 6. APPROVAL OF MINUTES A. Approval of Minutes of Planning Commission Meetings of Tuesday, June 28, 2016 and Tuesday, July 12, 2016. Burdell Building — Historic Site Plan and Architectural Review to construct a new three -story multi - family building including fifteen units and modifications to the site plan and existing Burdell Building (local historic landmark) at 405 East D Street. Also includes a Conditional Use Permit to allow multi - family dwelling units in the MU1A Zone. They have concerns about the project height being 40% taller than before. They feel that the Sawtooth shed roof design is not compatible with the character of the neighborhood. They do not agree that the tall elements are a nice aesthetic. They are also concerned that the first floor with the handicapped accessible restroom may evolve into a second unit. Joint HCPC and Planning Commission Meeting of July 26, 2016 Page 7 Joanne George, Wilson Street resident, is concerned about the compatibility of the modern industrial looking buildings with the existing turn of the century cottages. She is also concerned about the parking and traffic on D Street which is already a nightmare. She is also concerned about the restroom at the first level and that it might evolve into a future second unit. She feels that it should be part of the garage or possibly a laundry room. Nicholas Giacomini, Petaluma resident, thanked everyone for all of the hard work that was put into the Burdell building. With the future train station coming to town, this neighborhood will be some people's first impression of Petaluma and efforts should be made to replicate the style and charm of the Burdell building. He believes that parking is a big public necessity of this area and SMART is not planning to put any parking near the train station.
