The Issuer intends to issue debt for the purposes stated in this Debt Policy and to implement policy decisions incorporated in the Issuer's capital budget and the capital improvement plan. Ms. Waters' lawsuit was originally filed November 6, 2014. The settlement agreement provides for release of any and all claims of Ms. Waters related to her employment with the City of Petaluma and dismissal of the lawsuit with prejudice in exchange for a payment of $1.25 million.
