RECOMMENDATION
It is recommended that the City Council adopt the attached Resolution Authorizing An
Application for a Housing Related Parks Grant and Authorizing the City Manager to Execute
Grant Related Documents
BACKGROUND
The Department of Housing & Community Development (HCD) has released their application
for the sixth and final round of the Housing - Related Parks (HRP) Program. This incentive grant
program, totaling $35 million for housing start activity during the designated 2016 period which
is inclusive of the years 2010, 2011, 2012, 2013, 2014, 2015 and 2016, is available to eligible
cities who meet the threshold requirements. The City of Petaluma meets those requirements as
follows: 1) completion of an adopted housing element in substantial compliance with housing
element law; 2) submittal of the required annual Progress Reports to HCD for the Housing
Element; and 3) a documented housing start (building permits issued and finaled) for low -
income household projects.
The HRP grant may be used for the creation, development, or rehabilitation of park and
recreation facilities. The City was awarded $211,000 in the 2015 round of funding, and
allocated those proceeds to Phase 2 of the Petaluma Community Sports Field (PCSF)
development project ($161,000), with remaining funds allocated to Arroyo Park playground
replacement ($50,000). The Arroyo Park play structure selection process has been completed,
the equipment recieved, and the installation is scheduled to be completed by the end of February.
Phase 2 - Restrooms of the PCSF project is well underway, with completion scheduled by June.
DISCUSSION
Staff is predicting an application in the amount of $132,000, but with bonus points awarded by
HCD the amount of the grant could be higher, but not to exceed $180,000. The grant amount is
determined by the income level of the potential residents and the number of bedrooms provided
by the developments that qualify. If the grant application is successful, the City of Petaluma is
proposing to combine two of its highest priority park projects for funding; Bond Park playground
replacement; and, Phase 2 of PCSF development. Staff is recommending that approximately
$62,000 of the grant funding be assigned to playground replacement and that the remaining
funds be allocated to the PCSF project.
The 2016 -2017 CIP includes project C00400205, Playground Replacements. For several
successive years and through 2008, the City was able to replace 12 aging play structures with
ground cover and updated equipment that assisted in meeting the American's with Disabilities
Act (ADA) guidelines. Beginning in 2009, the City was unable to identify a funding source to
continue the program. This grant allowed continuation of the playground replacement program
in 2014 and 2015, resulting in the installation of new equipment at Meadowview Park in 2015,
and at Arroyo Park this spring. As well, in 2014 the City refinanced redevelopment bonds and
annual savings of $34,000 from that effort are now being allocated for use in funding one
playground replacement every other year. The FY 17 -18 proposed CIP budget allocates
$68,000 of these funds for playground replacement.With the Arroyo Park replacement nearing
completion, there are now 4 play systems that require replacement when funds are secured.
Among the remaining sites is Bond Park and replacement of that structure is a high priority. A
project budget of approximately $130,000 will support replacement of the equipment and ground
cover. The new play structure and fall zone ground cover will meet the Americans with
Disability Act requirements, as well as playground safety recommendations.
Among the City's greatest unmet recreation need is development of space to accommodate the
expansion of programs and rapidly growing participation in youth sports. Toward that end, the
City has developed conceptual plans and schematic design for the PCSF complex. A reduced
scope Phase 1 of the project was completed in 2015, and was supported with funding from the
HRPP grant program. Phase 1 included 3, multipurpose, lighted, artificial surface fields. Phase
2 of this project includes restrooms and baseball playing facilities and the project budget requires
additional funding sources. HRPP grant funds were also directed to restroom/concession
portion of the project. Phase 2 of the project also includes design and construction of the
baseball field, and it is proposed that a portion of funding from the current round of the HRPP
grant be directed to that portion of the project. The PCSF regulation Baseball Field will be
included in the proposed 2017 -2018 CIP budget and includes development of the ballfield and
wetland mitigation.
This opportunity was presented to the Parks and Recreation Commission at their January 18,
2017 meeting, and the commission approved action recommending that the City Council support
the project as presented.
FINANCIAL IMPACTS
Staff is predicting an application in the amount of $132,000, but with bonus points awarded by
HCD, the amount of the grant could be higher with a not to exceed cap of $180,000. The City's
successful housing program has made this application possible and the funding will allow the
City to apply the funds for Petaluma's highest Park and Recreation priorities. The application
process is non - competitive. The amount of the grant allocated to each jurisdiction is determined
by HCD.

RESOLUTION AUTHORIZING AN APPLICATION FOR HOUSING RELATED
PARKS GRANT AND AUTHORIZING THE CITY MANAGER TO EXECUTE GRANT
RELATED DOCUMENTS
WHEREAS, the State of California, Department of Housing and Community
Development (Department) has issued a Notice of Funding Availability dated November 16,
2016 (NOFA), under its Housing - Related Parks (HRP) Program; and,
WHEREAS, the City of Petaluma (Applicant) desires to apply for a HRP Program grant
and submit the 2016 Designated Program Year Application Package released by the Department
for the HRP Program; and,
WHEREAS, the Department is authorized to approve funding allocations for the HRP
Program, subject to the terms and conditions of the NOFA, Program Guidelines, Application
package and Standard Agreement.
NOW, THEREFORE, BE IT RESOLVED THAT:
1. The City Manager on behalf of the City of Petaluma is hereby authorized and directed to
apply for and submit to the Department the HRP Program Application package released
November 2016 for the 2016 Designated Program Year in an amount not to exceed $180,000.00.
If the application is approved, the City Manager, on behalf of the City of Petaluma, is hereby
authorized and directed to enter into, execute, and deliver a State of California Standard
Agreement (Standard Agreement) in an amount not to exceed $180,000.00, and any and all other
documents required or deemed necessary or appropriate to secure the HRP Program Grant from
the Department, and all amendments thereto (collectively, the "HRP Grant Documents ").
2. The City of Petaluma consents and shall be subject to the terms and conditions as
specified in the Standard Agreement. Funds are to be used for allowable capital asset project

expenditures to be identified in Exhibit A of the Standard Agreement. The application in full is
incorporated as part of the Standard Agreement. Any and all activities funded, information
provided, and timelines represented in the application are enforceable through the Standard
Agreement. City of Petaluma hereby agrees to use the funds for eligible capital asset(s) in the
manner presented in the application as approved by the Department and in accordance with the
NOFA and Program Guidelines and Application Package.
3. The City Manager (or his designee) is authorized to execute in the name of the City of
Petaluma the HRP Program Application Package and the HRP Grant Documents as required by
the Department for participation in the HRP Program.
