PUBLIC COMMENT
Patrick Glenn, Petaluma, Member, Senior Advisory Committee, has discovered that some
seniors in town do not have enough money for bread. He asked if a bakery could
donate about 20 loaves of bread. He also spoke about the upcoming Sonoma County
Fair, and about a "Support the Troops Rally" he is trying to organize, and which he would
like to hold at Lucchesi Park on August 11.
Peter Tscherneff, Petaluma, spoke about factory farms, community dinners, and cause
and effect.
John Hill, Jr., Petaluma, spoke in support of community farms, and said there are many
cities across the nation with community farms.
Diane Reilly Torres, Petaluma, spoke about a fire hazard at Lynch Creek involving
weeds and exposed electrical wires. Regarding the DSL project, she asked the City to
help facilitate neighborhood meetings with the developer for community input into the
project. She noted that the tentative agenda for August 6 includes a presentation by
Caltrans on the East Washington Interchange Project. Caltrans told her the DER was not
final, so she doesn't know how the City can move forward with closing lanes and starting
the project without any public input. She thinks the northbound lane should be done first.

Public Comment
Jim Wyrick, Petaluma, has lived across the street from the Greenbriar
Apartments for 31 years. He said he was not convinced that this is a good
choice for conversion into condominiums, since not all units must be
owned. He thought rent would go up for those who continue to rent. He
wondered if the tenants were adequately informed or given a "hard sell"
on the idea of conversion.
Mary Wyrick, Petaluma, expressed concerns about the quality of the
neighborhood and the CCBRs for the project. She wants to make sure
that junk isn't stored out on balconies.
Mary Ellen Whitton, Petaluma, representing Greenbriar neighbors, has
lived behind the Greenbrier Apartments for 8 years, and is in favor of
conversion. She said it will improve the quality of life for both the residents
of Greenbrior and those living in the surrounding neighborhood.
Matti Christensen, Petaluma, speaking as a mother, many of our children
cannot afford housing here. When she was a child, any man with a
decent job could afford a house. Those days are gone. This project will
allow our children the opportunity to buy a home.

Diane Reilly Torres, Petaluma, with Joe Sanchez, Petaluma, translating,

spoke to people in the Chambers who don't read or speak English. She

said she couldn't find anything in Spanish in the packet. She thought there
7
was going to be a translator at this meeting. She believes that the tenants
8
at Greenbriar Apartments were unaware that they could ask questions
9
about the conversion proposal. She asked Council to the hearing until a
10
translator could be present.

Sandra Silva, Petaluma, has recently moved to the Greenbriar

Apartments. She is a single mom with mentally ill child. She urged Council
14
to approve the condo conversion, because it "sounds like wonderful
15
opportunity for me and my daughter to be able to stay there."

Lupe Esquivel, Petaluma, has been explaining to tenants who don't speak
18
English about the proposed conversion. She asked all those who were
19
present if they wanted to speak or had any questions. No one responded.

She that those here were here because they want to buy and this is the

only opportunity they have.

A program to reduce energy usage that incorporates Green Building
standards. This program shall include the retrofitting of units with
energy star appliances.
Improvement plans shall be submitted with the final map that include the
following and are subject to staff review and approval:
A landscaping plan that includes the removal of a minimum of 50% of
the existing lawn area and the replacement of this area low water
usage, drought tolerant species.
An irrigation plan that shows the removal of the existing irrigation
fixtures and replacement of these fixtures with high efficiency fixtures.
Improvements to the area along the north property line and adjacent
to the bike path located along East Washington Creek. These
improvements shall improve visibility and include landscaping and
fencing that is appropriate for this location and allows for pedestrian
and bicycle access to the path while preventing vehicular access.

Public Comment
John Hudson, Rohnert Park, said that "doom and gloom" predictions are
exactly what he expected from Council tonight, and they are not
warranted. He added that even if the City did go bankrupt, it would
recover.
Michael Ceremello, Solana County Taxpayers Association, Dixon, said
Petaluma's water and sewer rates may be fairly low for Sonoma County,
but compared to the rest of the state, they are "way out of line." He said
that City staff, and "their cohorts, the City Council," were "over zealous."
He talked about a similar initiative in the town of Dixon, and said that city
attempted to use "scare tactics" and that Petaluma is doing the some.
Jim Fitzgerald, Petalumans for Fair Utility Rates (PFUR), proponents of the
proposed initiative, Petaluma, says current staff has proposed a spending
plan that is unaffordable to the rate payers. PFUR is asking the City
Council to try to form a "Blue Ribbon Committee," independent of City
staff, to identify cost savings ideas to lower water and sewer rates to
something reasonable. He said if the committee could come up with
ways to reduce the rates, perhaps PFUR would be willing to compromise.
David Glass, Petaluma, former Mayor of Petaluma, described those who
circulated, and perhaps those who signed the petition as "naive." The
staff report is clear, the facts are evident, and the ramifications are
"huge." He believes the possibility of bankruptcy for Petaluma is
significant. Mr. Fitzgerald suggested a possible compromise regarding the
initiative, but what he doesn't seem to understand is that the petitions
have been filed, and PFUR no longer has any control over the initiative. It
will go to the voters, and the initiative says that if passed, it can only be
changed by the voters. He said that if citizens can't turn on a faucet and
have water come out, can't bathe, or flush the toilet, it's going to be a
"mighty long time" until the next election.
David Yearsley, Petaluma, urged Council to stand by their decision to set
the water and sewer rates to maintain the quality of life in Petaluma and

the health of the Petaluma River. The process to treat recycled water to

tertiary levels, the polishing wetlands, and the new "purple pipeline" will

Dave Swaney, Petaluma, said Council made a wise decision when they
7
voted in the water and sewer rates and said they shouldn't hold back on
8
projects. He said he did not "appreciate carpetbaggers coming in and
9
telling the citizens of Petaluma what they should and should not do."

Stan Gold, Petaluma, said he was going to talk about carpetbaggers, but
12
he thought that had been covered. He said he expects Mr. Moynihan's
13
assistants to come from Riverside, Fresno, and "who knows where else."

Dennis Elias, Petaluma, did some calculations based on his household and
16
he found that their water usage/wastewater for January through March
17
2007 compared to January through March 2006 went up $3.72. He used
18
that rate to look at what the average daily rate would be. In 2006, his
19
household average cost was $2.34/day. His cost in 2007 is $2.67/per day.
20
He thought that was a small price to pay to maintain service levels. He
21
thought the City should "let the voters decide just how much they want to
22
do without in order to save a few pennies a day."
