Summary Statement: The Board of Directors of the Mayors' & Councilmembers' Association, which is
comprised of the mayors of all the Sonoma County cities, fills vacancies on various local or regional Boards or
Commissions when the terms of office expire. Letters of interest are circulated to all cities by those wishing to
serve, followed by the cities making their recommendations at an upcoming Board Meeting. The vote of the
Mayors is final. The following appointments will be voted on at the August 9th meeting of the Association:
Recommendation to the Citv Selection Committee:
A. Consideration of Appointment to the Golden Gate Bridge, Highway & Transportation District.
One position, two year term that expires March 2009, to complete the term being vacated by Mike
Martini, Councilmember of Santa Rosa, who is leaving elected office in mid-July.
Recommendation to the Board of Directors:
B. Consideration of Appointment to the A 3AG Regional Planning Committee. One position,
which will expire September 2009, to replace Jake Mackenzie (Rohnert Park). Two year term.
C. Consideration of Appointment to the County Human Services Commission. One position,
which will expire June 2009, to replace Geoff Fox (Cotati). Two year term.

Dear Mayors and Councihnembers,
I write today to ask for your support in recommending me as your city's choice for the
Mayor and Councilmembers appointment to the Golden Gate Bridge, Highway and
Transportation District. As you know, Santa Rosa City Councilmember Mike Martini,
who has served us so well as a member of the Bridge District, is resigning and a new
member will need to be appointed.
I am in my seventh year as a Councilmember in Petaluma and during my tenure have
been involved and supportive of the numerous transportation issues facing Sonoma
County. I have previously sought this appointment in the past seven years, so my
interest and commitment to this position is well documented.
Even while Petaluma is greatly impacted by the Golden Gate Bridge District, since the
city is a main component of the southern Sonoma route structure and because the
largest southern commute emanates from Petaluma, it is nonetheless important that we
as cities together address the rail line and other significant transportation issues,
particularly with the future passage of SMART. I want to assist and assert our needs as
cities in Sonoma County as discussions occur at the Bridge District.
Additionally, my experience as a CHI' officer also gives me great insight into the
workings of the District as during my career I worked with members of the Bridge
District board and staff on a daily basis. I understand the needs and priorities of the
District and its responsibility to the transportation needs of Sonoma County.
I can assure you that as your representative to the Golden Gate Bridge, Highway and
Transportation District I will work diligently to improve and enhance the transportation
services and opportunities in Sonoma County and update you on a regular basis as to
what is occurring at the District.
I thank you in advance for your consideration and look forward to working with you
further in my capacity as a Councilmember, but hopefully as your representative to the
Golden Gate Bridge, Highway and Transportation District as well. Should you wish to

I am writing to respectfully request your support in appointing me to the Golden Gate Bridge
Highway and Transportation District Board. I am confident my business experience,
education and experience serving on the Sonoma City Council make me an ideal candidate
for the position.
I have lived in Sonoma County since 1985. Having resided in Rohnert Park, Cotati, Santa
Rosa and Sonoma, I understand the transportation needs of the entire region and, with your
support, will be able to make sure our voice is heard at the District table. Next to water,
transportation is one of the biggest issues facing our communities. My husband and I own a
staffing company with two offices in the North Bay. On a daily basis, I employ hundreds of
people in Sonoma County who must rely on the ferry, bus or bridge as a means of
transportation to their workplace. My clients are business leaders throughout Northern
California who have their finger on the pulse of workforce trends that will impact rider -ship for
years to come.
I have a Bachelor's Degree in Management from Sonoma State University and will use my
business acumen to understand the competing demands on resources at the District level.
The Sonoma County Mayor's and Councilmember's Association deserves to be represented
at the Golden Gate Bridge Highway and Transportation District by an experienced local
politician, business leader and professional. Please vote for me as your City's choice for this
important seat.

elected leaders in California.
Joanne has a Bachelors Degree in Business Management from Sonoma State
University and she is bi-lingual. She is the Founder and President of Bolt Staffing
Service, which is headquartered in Sonoma. In her professional capacity, she has
been Chairperson for the Northern California Human Resources Association and was
recently appointed to the American Staffing Association member- education and
certification committee.
Joanne resides in Sonoma with her husband and three children. Environmentally
conscious, she is an avid fan of the clothesline!

Sonoma County Human Services Commission.
I am familiar with the roles and responsibilities of the County Human Services
Commission after speaking with Cotati Councilmember, Geoff Fox. My
involvement over the years as being a foster parent, working with the Sonoma
VERONICA JACOBI County Task Force for the Homeless, and my involvement with the Special
Couneifinember Olympics has provided me with the experience necessary to serve this
Commission well. With budget issues a constant struggle, it is important that
the best programs retain enough funding to continue serving our communities
as effectively as possible.

WHEREAS, the Board of Directors of the Mayors' & Councilmembers' Association,
which is comprised of the mayors of all the Sonoma County cities, fills vacancies on various
