Summary Statement: The City Council directs the City Manager to determine salary adjustments for fiscal year 2007-2008 for employees in Unit 8 based upon performance, and within the ranges set forth in the 2007-2008 Compensation Plan for Department Directors in Unit 8. Authorized funds to accomplish salary adjustments for employees (excluding the Fire Chief and Police Chief) in Unit 8 shall not exceed the total amount of a 4% salary increase in fiscal year 2007-2008 or $35,792. The City Manager shall determine individual salary adjustments. Salaries for the Fire Chief and Police Chief have already been adjusted in 2007-2008 to address compaction with those positions they supervise (Battalion Chief and Police Captain). Cost of addressing the compaction in 2007-2008 for the Fire Chief and Police Chief is $13,512.03. The Unit 8 Compensation Plan- Department Directors Fiscal Year 2007-2008 reflects salary and benefit changes and revised or new language that reflect changes in policy, practice, or law. Salary and benefit adjustments and/or new language are summarized in "Exhibit A." BACKGROUND: Employees in Unit 8 are not represented by a recognized employee organization. The City Manager recommends the salary, benefit and language adjustments for the Department Directors Unit. 3. ALTERNATIVES: Not adopt resolution. 4. FINANCIAL INU'ACTS: Funds to accomplish salary adjustments for employees (excluding the Fire Chief and Police Chief) in Unit 8 shall not exceed the total amount of a 4% salary increase in fiscal year 2007-2008 or $35,792. The Fire Chief and Police Chief had salary adjustments in 2007-2008 to address compaction with those positions they supervise (Battalion Chief and Police Captain). Cost of addressing the compaction in 2007-2008 for the Fire Chief and Police Chief is $13,512.03. Total cost of these salary adjustments plus benefits adjustments is $53,368. 5. CONCLUSION: Adoption of the 2007-2008 Compensation Plan provides the City Manager with the authority and salary ranges to determine salary adjustments for Department Directors for fiscal year 2007-2008. 6. OUTCOMES OR PERFORMANCE MEASURENIENTS THAT WILL IDENTIFY SUCCESS OR COMPLETION: Implementation of Resolution 7. RECONIN ENDATION: Approval of the Resolution that authorizes the City Manager to adjust certain salaries and approval of the changes summarized in "Exhibit A" and incorporated into the complete copy of the Unit 8 Compensation Plan — Department Directors Fiscal Year 2007-2008 is on file in the City Clerk's Office. 3 Resolution No. 2008 -XX N.C.S. of the City of Petaluma, California RESOLUTION AUTHORIZING THE CITY MANAGER TO ADJUST CERTAIN SALARIES AND ESTABLISHING THE 2007-2008 COMPENSATION PLAN FOR DEPARTMENT DIRECTORS IN UNIT 8 WHEREAS, the employees in Unit 8 are not represented by any recognized employee organization; and, WHEREAS, the City Manager, pursuant to Section 28, City of Petaluma City Charter, is required and empowered to make a recommendation to the City Council on matters related to employees' compensation; and, WHEREAS, the City Manager has authority to set the specific salaries of employees in Unit 8 within salary ranges approved by the City Council in the annual fiscal year Compensation Plan for Unit 8; and WHEREAS, the City Manager has reviewed and concurs with the proposed 2007-2008 Compensation Plan for Department Directors in Unit 8 and does recommend the City Council ratify said Compensation Plan. NOW, THEREFORE, BE IT RESOLVED that the Council authorizes the City Manager to make salary adjustments of employees in Unit 8 within salary ranges approved by the City Council. BE IT FURTHER RESOLVED that the 2007-2008 Compensation Plan for Department Directors in Unit 8, being in the best interests of the City, is ratified and the terms and conditions of said Compensation Plan shall be effective July 1, 2007 through June 30, 2008. Summary of Changes to the Unit 8 Compensation Plan — Department Directors Fiscal Year 2007-2008 A complete copy of the Unit 8 Compensation Plan - Department Directors Fiscal Year 2007-2008 is on file in the City Clerk's office. SECTION I. 1. Salaries: Compensation Plan is effective for one year July 1, 2007 through June 30, 2008 with salary adjustments effective July 2, 2007. SECTION II. 1. Benefits — Health Plan Contribution The City agrees to continue to make a health plan contribution in the dollar amount of CaIPERS Health Premium amount for Kaiser -Bay Area/Sacramento less the City's one - hundred dollar ($100.00) Public Employees' Medical and Hospital Care Act (PEMHCA) contribution times ninety-five percent (95%) for each employee and his/her family members for calendar year 2008. Employees shall contribute to his/her Ca1PERS Health Premium in the amounts less the City's one -hundred dollar ($100.00) PEMHCA contribution and less the benefit dollar amount in effect and paid by the City. 2. Benefits — Dental Insurance The City agrees to amend the plan to allow for 3 teeth cleanings per year from 2 teeth cleanings per year. 3. Benefits — Life Insurance The City agrees to increase the life insurance benefit amount to $200,000.00 from $175,000.00 SECTION III. 1.
