� F DATE: February 27, 2017 Agenda Item #3.B TO: Honorable Mayor and Members of the City Council through City Manager FROM: D p S — Director, Public Works and Utilities Department Larry im er, P.E. — Deputy Director, Public Works and Utilities Department SUBJECT: Resolution Approving Application to the Federal Aviation Administration for the Airport Improvement Program AIP -27 FY 17/18 Grant Funding to the Runway Edge Lighting and Airfield Guidance Signage and to the California Department of Transportation Caltrans Division of Aeronautics for a 5% Grant Match, and Authorizing the City Manager to Accept Grant Funding from both Agencies and Execute all Grant Related Documents RECOMMENDATION It is recommended that the City Council adopt the attached Resolution Approving Application to the Federal Aviation Administration for the Airport Improvement Program AIP -27 FY 17/18 Grant Funding to the Runway Edge Lighting and Airfield Guidance Signage and to the California Department of Transportation Caltrans Division of Aeronautics for a 5% Grant Match, and Authorizing the City Manager to Accept Grant Funding from both Agencies and Execute all Grant Related Documents. BACKGROUND Each year the FAA offers general aviation airports entitlement grants to fund part of their Airport Improvement Program (AIP). In addition to federal funding, California Department of Transportation Caltrans Division of Aeronautics offers a 5% matching grant to supplement the AIP program. In order to apply for FAA grant funding, the City must provide a resolution authorizing the grant application prior to submittal. On September 13, 2010, Council approved a grant in the amount of $52,250 for the installation of pilot controlled lighting and replacement of the rotating beacon. On January 24, 2011, the Council approved a grant in the amount of $118,750 for the design of Aircraft Apron Phase I Rehabilitation Project and the Southwest Taxiway Pavement Rehabilitation Design Project. On March 19, 2012, Council approved a grant in the amount of $45,000 for the replacement of the Airfield Runway Lighting Voltage Regulator. On August 4, 2014, Council approved a grant in the amount of $633,764 for the runway rehabilitation and overlay project. On September 14, 2015, City Council approved an FAA application for AIP -25 under Federal FY 15/16 for the Airport Layout Plan Update and Terrain Survey. On March 21, 2016, Council approved a grant in the amount of $36,300 for the Pavement Management Program Study. DISCUSSION The FAA considers and approves Grant eligible projects initiating with the runway and runway related items. Once the FAA is satisfied with the safety of the runway environment, the FAA will consider other Grant eligible projects. The current edge lights were installed in 1984 when the runway was constructed and over time have required increased maintenance. Upgrading the runway edge lighting to LED will reduce the electrical costs, provide increased illumination and longer bulb life, and increase safety. Therefore, it is proposed that an application be submitted for funding for the Runway Electrical Project. The installation of lighted airfield guidance signs are a requirement of the FAA and will satisfy their Directive AC 150/5340 -18. Thus, it is proposed that an application be submitted for the Airfield Guidance Signage Project. The Airport Commission recommended approval of this action on November 3, 2016. FINANCIAL IMPACTS The estimated project cost of the Runway Electrical Project and Airfield Guidance Signage Project is $432,140.00. The FAA Grant portion of 90% is $388,926.00 and the Caltrans match is $19,446.30. The remaining local match of $23,767.70 will be included in the proposed FY 17/18 budget. ATTACHMENTS 1.
