1. CALL TO ORDER

The meeting was called to order at 7:00 PM.

Richard Marzo, and Chris Albertson.
ABSENT: Jocelyn Yeh Lin.
3. PUBLIC COMMENT
The Commission will hear public comments only on matters over which it has jurisdiction. There
will be no Committee /Commission discussion or action. The Chair will allot no more than three
minutes to any individual. If more than three persons wish to speak, their time will be allotted
so that the total amount of time allocated to this agenda item will be 15 minutes.

4. COMMISSION COMMENT
A. Council Liaison —Chris Albertson
Council member Albertson reported that the City Council met on Monday February 6th where
there was a swearing in of Ken Savano as the new police chief. Chief Savano made a public
statement about the police department's role dealing with people's immigration status. There
was a large group of at least 100 people representing "Don't Let It Happen Here ", a group
concerned about the Federal Immigration situation. This topic was added to the February 27th
Planning Commission Meeting of February 14, 2017 Page 2
agenda in order to discuss the City's position on immigration. There was discussion about the
DaVinci coffee cart located on Petaluma Blvd. North in front of Mr. Magoo's Restaurant. The
property owners have given notice for the coffee cart business to vacate the property by
February 15th. Council discussed various options as well as the zoning and General Plan issues.
This project will be coming to the Planning Commission at a future date. There was also a
discussion pertaining to Fire Chief Thompson's additional duties of running the Rancho Adobe
Fire District. On February 13th, there was a City Council Workshop to discuss the mid- year
budget adjustments and water and sewer rates.
B. Pedestrian and Bicycle Committee — Richard Marzo
Commissioner Marzo reported that at the last PBAC meeting there was discussion of the Short
Term Bicycle Pedestrian Projects. Since the meeting, there have been some emails from the
Committee liaison, Curt Bates, from a member of the Sonoma County Transportation Authority
showing a map of alignment of frontage roads and final bike lane configuration for "The
Narrows ". He also mentioned a Caltrans report called the Bicycle Regional Bay Area Plan.
Caltrans was conducting a survey to gather information to help shape the bicycle network in
the region.
C. Tree Advisory Committee — Gina Benedetti - Petnic
Commissioner Benedetti Petnic reported that the Tree Advisory Committee has not met since
the last Planning Commission meeting.
D. Other Committee Comment
5. STAFF COMMENT
A. Planning Manager's Report
Deputy Planning Manager, Kevin Colin, reported on the upcoming projects on the planning
calendar. At the February 28th Planning Commission meeting, the DaVinci coffee cart project
and the Riverfront - Northbank SPAR project will be on the agenda. At the March 6th City
Council meeting, planning items on the agenda will be the 360 Church and Holly Heights
Subdivision projects. At the March 14th Planning Commission meeting, items on the agenda
include the Riverfront Marriot project returning for additional review as well as a wireless
telecommunications project.

A. Petaluma Citywide Creeks Maintenance Manual— Recommendation to City Council Initial
study and Mitigate Negative Declaration for Maintenance Manual for the ongoing management
and maintenance of creeks citywide to establish the framework for ongoing flood protection
and the management of creeks to ensure protection of the natural environment and preserve
water quality, while meeting flood flow capacity needs.

Dan Hubacker, teacher and director for the United Anglers program, stated that he was
involved with the spawner reports that are referenced in the Maintenance Manual. He is
concerned about the idea of a blanketed approach and believes that situations are not the
same every year. With Adobe Creek alone, there have been dramatic changes which are
different each year. His group has an annual report with important information that could be
shared and he believes his group could be a valuable resource.

Motion: Approve recommendation that the City Council adopt a Mitigate Negative
Declaration for the Citywide Creeks Maintenance Project made by Chris
Albertson, seconded by Bill Wolpert.
Vote: Motion carried 6 - 0.
