CALL TO ORDER The meeting was called to order at 7:00 pm. 2. ROLL CALL Page 1 PRESENT: Diana Gomez, Gina Benedetti - Petnic, Bill Wolpert, Jocelyn Yeh Lin, Kit Schlich, John Perlis, and Dave King. ABSENT: Jennifer Pierre and Richard Marzo. 3. PUBLIC COMMENT The Committee will hear public comments only on matters over which it has jurisdiction. There will be no Committee /Commission discussion or action. The Chair will allot no more than three minutes to any individual. If more than three persons wish to speak, their time will be allotted so that the total amount of time allocated to this agenda item will be 15 minutes. Chair Gomez opened the public comment period. Adriann Saslow, Petaluma resident, had concerns about the Safeway Gas Station project proposal. Her big concern is auto collisions involving pedestrians due to the high volume of pedestrians in the area. The area is already dangerous and with the increased number of cars going to a gas station, the likelihood of accidents will increase. Chair Gomez closed the public comment period. 4. COMMITTEE COMMENT A. Council Liaison — Dave King Joint HCPC and Planning Commission Meeting of November 29, 2016 Page 2 Council member King reported that the Council recently had two workshops to discuss water rates and groundwater sustainability in response to the Groundwater Sustainability Act. At their November 21st meeting, Council discussed amendments to the Building Code Standards to modernize the code. Council also authorized subpoenas to AirBNB due to the substantial non- compliance of likely short term rental users since only 20 -25% have complied with the ordinance. The subpoena is the first step to determine who is out of compliance. B. Pedestrian and Bicycle Committee — Richard Marzo There was no report given. C. Tree Advisory Committee — Gina Benedetti - Petnic Commissioner Benedetti - Petnic reported that the November 16th meeting was cancelled and the next meeting will be on December 21st. D. Other Committee Comment 5. STAFF COMMENT A. Planning Manager's Report Planning Manager, Heather Hines, reported that the Planning Division is preparing to send out letters about renewing the short term rental permits. Letters will be sent to everyone who had a current permit, which is approximately 24. Ms. Hines stated that the Safeway Gas Station SPAR project has been inactive and planning staff was recently approached to reactivate the application. Ms. Hines also noted that the Brody and Lomas projects are scheduled for Council consideration on January 9th and that there are no items on the Planning Commission's December 13th agenda and likely nothing on the December 20th agenda. APPROVAL OF MINUTES A. Approval of Minutes of joint Planning Commission /HCPC Meetings of Tuesday, October 25, 2016 and Tuesday, November 8th, 2016. Ms. Gomez The October 25, 2016 and the November 8, 2016 minutes were approved without changes. 7. NEW BUSINESS A. Text Changes to the City of Petaluma Implementing Zoning Ordinance, Chapter 15 (Preservation of the Cultural and Historic Environment); Text Changes to the City of Petaluma Municipal Code, Chapter 2.30 (Historical and Cultural Preservation Committee) — Proposal to modify text of the Petaluma Implementing Zoning Ordinance and Petaluma Municipal Code, including modifications to separate the composition of the Historical and Cultural Preservation Committee from the Planning Commission and redefine the powers and duties of both as they relate to discretionary review of designation and modification of historic resources within the city. In addition, proposal to establish Enabling Legislation for the Historical and Cultural Preservation Committee.
