SUBJECT: Resolution Approving the 2016 Petaluma Sewer System Management Plan in
Accordance with the Requirements of the State Water Resources Control Board
and the Regional Water Quality Control Board
RECOMMENDATION
It is recommended that the City Council approve the 2016 Petaluma Sewer System Management
Plan in accordance with the requirements of the State Water Resources Control Board and the
Regional Water Quality Control Board.
BACKGROUND
The City of Petaluma operates and maintains 192 miles of gravity sewer mains and 4 miles of
sewer force mains. Sewer pipes range from 4- to 54- inches in diameter and wastewater is
pumped throughout the system by nine lift stations. The City has 2 major sewer watersheds and
18 sewer sub - basins. Wastewater is pumped from the Primary Influent Pump Station (PIPS) at
Hopper Street to the Ellis Creek Water Recycling Facility.
On May 2, 2006, the State Water Resources Control Board (SWRCB) adopted Statewide
General Waste Discharge Requirements for Sanitary Sewer Systems, herein referred to as the
"General Order ". The purpose of the General Order is to ensure that municipalities properly
operate and maintain wastewater collection systems. The General Order applies to all public
collection systems in California that own or operate collection systems comprised of more than
one mile of sewer pipelines and convey untreated water to a publicly owned treatment facility.
The principal elements of the General Order require each agency to prepare a Sewer System
Management Plan (SSMP) and report any Sanitary Sewer Overflow (SSO) to the State Regional
Water Quality Control Board's online SSO database. The goal of the General Order is to
minimize sanitary sewer overflows and discharge to waterways.
The City of Petaluma prepared the original SSMP in April 2008. The General Order was last
updated in August 6, 2013 with new requirements for monitoring and reporting programs. The
General Order requires each municipality to update the SSMP every five years and include any
significant program changes. The updated SSMP must be approved by the governing board prior
to submittal to the SWRCB.
DISCUSSION
The requisite five -year update has been completed and requires acceptance by the Council. The
purpose of SSMP is to provide the City with a document that describes the activities necessary to
manage its wastewater collection system effectively, including:
• Maintaining or improving the condition of the collection system infrastructure in order to
provide reliable service.
• Minimizing infiltration and inflow (I /1) through cost effective measures.
• Providing adequate sewer capacity to accommodate design storm flows.
• Minimizing the number and impact of SSO's that occur.
• Providing funding for Capital Improvement Projects.
The SSMP is organized into the 11 required sections identified in the General Order. Each
Section of the SSMP includes information demonstrating the City's efforts to comply with each
of the mandatory and applicable elements required by the General Order. The organization of the
document is consistent with SWRCB guidelines and includes the following eleven mandatory
waste discharge requirements:
• Goals • Fats, Oils, and Grease (FOG) Control Program
• Organization • System Evaluations & Capacity Assurance Plan
• Legal Authority • Monitoring, Measurements & Program Modifications
• Operations and Maintenance • SSMP Program Audits
• Design and Performance Provisions • Communications Program
• Overflow Emergency Response Plan
Through the Water Boards' imposed audit process, the City is able to track and evaluate the
effectiveness of the SSMP; identify deficiencies in the management, operation and maintenance;
and implement changes to the SSMP to address these deficiencies. Updates to the SSMP include
the 2014 Contingency Planning for the PIPS force main and the 2016 updated Overflow
Emergency Response Plan addressing required sampling and notifications required by SWRCB.
The SSMP was also updated with current contact lists, CIP budgets, mapping, sewer lateral grant
applications, collection system hot spots, and reporting changes to the SSO database. City staff
worked with State engineers at the San Francisco Regional Water Control Board in 2016 to
confirm the SSMP was current and in compliance. The SSMP document can be found on the

Attachment 2.
It is recommended that the City Council approve the 2016 Petaluma Sewer System Management
Plan to allow completion of the SSMP certification process in the SWRCB's electronic database.
The approval and certification of the City's SSMP will satisfy compliance with the General
Order for the City.

FINANCIAL IMPACTS
The approval of the updated SSMP is consistent with current practices and budgets adopted for
compliance with the SSMP; therefore, there are no additional fiscal impacts on the City's
wastewater collection budget.

STATE WATER RESOURCES, CONTROL BOARD AND THE REGIONAL WATER
QUALITY CONTROL BOARD
WHEREAS, the State Water Resources Control Board (SWRCB) adopted the General
Water Discharge Requirements Order on May 2, 2006; and
WHEREAS, the General Water Discharge Order mandates all public collection system
agencies in California that own or operate collection systems comprised of more than one mile of
pipe or sewer lines, which convey untreated wastewater to a publically owned treatment facility,
are responsible for preparing a Sewer System Management Plan (SSMP); and
WHEREAS, the City has developed a SSMP and revised the SSMP in accordance with
the requirements of the original Order and the updates to monitoring and reporting in August
2013; and
WHEREAS, the SSMP must be updated every five years and approval of the SSMP will
satisfy compliance with the State's General Order; and
WHEREAS, the Project is exempt pursuant to California Environmental Quality Act
( "CEQA ") in accordance with Section 15061 (b)(3), Sewer System Management Plan Approval
is not a project subject to CEQA in that it can be seen with certainty that this action will have no
effect upon the environment. Capital Projects listed with the Sewer System Management Plan
documents will require their own individual environmental clearances.
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of
Petaluma hereby:
1. Approves the 2016 Petaluma Sewer System Management Plan in accordance with the
requirements of the State Water Resources Control Board and the Regional Water
Quality Control Board.
2. Directs staff to authorize and execute documents pertaining to the certification of the
City's SSMP and to process the Online SSO database form on the behalf of the City of
Petaluma in accordance with the State Water Resources Control Board Guidelines.
