Brown, City Manager Agenda Item #5.A SUBJECT: Resolution Recommending Appointment to the Mayors' & Councilmembers' Association to Fill Vacancy on the Local Agency Formation Commission RECOMMENDATION It is recommended that the City Council adopt the attached resolution recommending appointment to the Mayors' & Councilmembers' Association and giving the Mayor or his designee authority to vote on late nominations received at the Association's April 13, 2017 meeting. BACKGROUND The Mayors' & Councilmembers' Association, which includes all the Sonoma County cities, fills vacancies on various local or regional Boards or Commissions when the terms of office expire or upon resignations. Letters of interest are circulated to all cities by those elected officials wishing to serve, followed by the cities voting on their recommendations at an upcoming meeting of the Association. City Selection Committee Appointments: 1. Local Agency Formation Commission (LAFCO), one position, to fill expired term (May 2017) of Teresa Barrett (Petaluma). Four year term. Letter of Interest ATTACHMENT 1 RESOLUTION RECOMMENDING APPOINTMENT TO THE MAYORS' & COUNCILMEMBERS' ASSOCIATION TO FILL VACANCY ON THE LOCAL AGENCY FORMATION COMMISSION WHEREAS, vacancies have occurred on various Boards and Committees due to term expirations or elected members leaving office; and WHEREAS, the appointment will be considered by the City Selection Committee at the Mayors' & Councilmembers' Association meeting on April 13, 2017; and WHEREAS, one letter of interest has been received and considered by the Petaluma City Council. I appreciate the confidence you have shown in reappointing me, and will endeavor to work conscientiously for our county and our regional interests. Today I am writing to ask for your support to continue my work as a city representative on the Local Agency Formation Commission ( LAFCO). For more than four years I have chaired LAFCO's policy committee. Sonoma County's LAFCO has been a highly functioning and cooperativ( agency as we have facilitated development of Cloverdale's UGB, forwarded the annexation of Roseland by Santa Rosa, and overseen the detachment of the Russian River communities from the Palm Drive Health Care District. I am the newly elected chair of the LAFCO commission, and would very much like to continue serving on this important countywide body. The work we have before us includes working with special districts as they adapt to the current and emerging environment. Fire and emergency services, health care districts and sustainable ground water agencies are all in flux as legislation evolves to the new needs of our county's population and local governments.
