HomeMy WebLinkAboutPCDC Resolution 2002-05 05/06/2002 RESOLUTION 2002-05 of the Petaluma Community Development Commission AUTHORIZING NEGOTIATIONS WITH THE NORTHWESTERN PACIFIC RAILROAD AUTHORITY (NWPRA) TO OBTAIN A RIGHT OF ENTRY PERMIT WITH THE OPTION TO LEASE THE PETALUMA RAILROAD DEPOT WHEREAS, over the past fifty years, successive City Councils, civic groups, public agencies and private enterprises have expressed concern for the deterioration of the Petaluma Depot and an interest in the historic restoration of the structures; and WHEREAS, the Northwestern Pacific Railroad Authority (NWPRA) has terminated its business relationship with the freight hauler who had occupied the Petaluma Depot site, leaving the buildings vacant; and WHEREAS, the NWPRA Board has expressed support for entering into a long- term lease of the Petaluma Depot with the City; and WHEREAS, the PCDC's "Five-Year Implementation Plan" contains funding for improvements within the Central Petaluma Specific Plan area; and WHEREAS, the County of Sonoma has applied for $2.2 million in FY 2003 Federal transportation funding for the restoration of the Petaluma Depot, requiring a 20% match on a total project cost estimate of $2.75 million, or $550,000; and WHEREAS, time is of the essence in obtaining site control in order to obtain Federal funding and preempting a new freight hauler from occupying the Depot buildings; and Resolution No. 2002-05 WHEREAS, the Petaluma Community Development Commission has provided preliminary direction as to project objectives and lease negotiation deal points. NOW, THEREFORE, BE IT RESOLVED by the Petaluma Community Development Commission that: 1. The Commission hereby authorizes negotiations with the NWPRA to obtain a Right of Entry Permit with an option to lease the Petaluma Depot Buildings.
